Site Development Plan and
Use by Special Review Permit for
a Mineral Resources Development facility.
Gentlemen,
I am concerned about my property located west of the site development plan. It
has been brought to my attention that the commercial businesses have already been built
on the site as I receive this public hearing notice for March 16, 1999. It was my
understanding the property was zoned for agricultural use only and I was never notified
otherwise. When did this happen?
I object to the proposal for the following reasons:
1)air,noise, and visual pollution infiltrating our property
2)increased traffic safety on country road near our property
Because of these reasons,property marketability will be devalued. It will also
affect perspective renters. I feel that the use of this property, as proposed will greatly
restrict options that I may have for my property in the future. I am totally against this
proposal.
I look forward to a response about the zoning situation and would like
information as to how this facilities site proposal can be stopped.

ATTENTION: Julie Chester
Dear Ms. Chester and members of the Planning Commission,
We are submitting this letter in regards to Case Number USR-1216: Site Specific
Development Plan and Use by Special Review Permit for a Mineral Resource
Development facility.
We farm and own property surrounding the Rocky Mountain Oil Tools facility. It is
quite evident this `business' has already been established in an area that, to our
knowledge, has always been zoned for agriculture. We have some real concerns and •
questions regarding this business.
1) How and when was the zoning changed to facilitate the construction of this
"business"? I spoke with Ms. Chester on March 16, 1999 at the original
public hearing for this case. It seems that some deception was involved when
Mr. Messinger's contractor applied for county permits. This commercial,
industrial building was erected, and nearly complete before the County
realized the intent Mr. Messinger had for this facility.
2) We are concerned about the impact this facility will have in our area.
- oil field tools are unsightly(witness many areas along the U.S. Hwy 85
corridor)
- oil field tools may contain contaminants from the oil fields.
- increased traffic on Weld County Road 25 `/2
- cause for devaluation of our agricultural property
- what are Mr. Messinger's plans for the vacant land to the north of the
existing facility?
Perhaps you are unaware that there is another business to the south and adjacent to the
Rocky Mountain Oil Tools facility—Hallmark Campers. Has there or will there be a
public hearing concerning this"business" in an agricultural zone?
We have real concerns about the enforcement of regulations and restrictions of Weld
County zoning. It has been our understanding that Weld County has held agriculture in

high regard. Are your priorities for the quality of life in our county? With the track
record of unsightly commercial / industrial development along the U.S. Highway 85
corridor, we are very concerned that this will be happening in our neighborhood.
Thank you for your consideration in this matter. We would like to request a copy of the
minutes of the April 6, 1999 hearing, a copy of the staff recommendations, conditions of
approval, and development standards.
