This federal regulatory fee applies to all cable subscribers regardless of the communities regulatory status. In its October 5, 1994 Order, the Commission set out instructions to operators on how to recover this fee. For the three months, December 1994 through February 1995, subscribers were assessed a $0.03 charge. For March 1995 through September 1995, a $0.04 line -item charge will appear on each subscriber's bill. After September 1995, the fee will be evenly prorated over the 12 month period coninciding with the federal governments fiscal year. This fee will appear as a line -item charge entitled "Regulatory Fee". Subscribers will receive the required advance notification as a billing message.
