DEC 0 2 1997 RECEIVED Enclosed for your review and approval is a revised Groundwater Monitoring Plan (text only) for the NWSL. This Plan was revised pursuant to the Colorado Department of. Public Health and Environment (CDPHE) and Weld County Health Department (WCHD) letters dated April 2, 1997 and April 21, 1997, respectively. In their letters, CDPHE and WCHD approved a modification to the groundwater monitoring plan which allows NWSL to temporarily discontinue monitoring of MW -9. As requested in CDPHE's approval letter, this plan reflects the approved modification and provides specific information on when monitoring of MW -9 will resume as well as ongoing inspections of surface conditions at MW -9. Monitoring and inspection information for MW -9 is discussed in Section 6.0 of the enclosed plan. In addition, the groundwater monitoring plan was reviewed and further modified by NWSL to include general updates and other revision through letter correspondence since the previous plan was submitted on October 7, 1996. The primary revision are describe below: Revised Section 1.3 (Page 2) to remove reference concerning airspace and site life. • Revised Section 4.1 (Page 15) to reflect a design modification approved by CADRE and WCIID that allows a reduction in the sand drainage layer from 12 inches toff inches. • Revised Section 8.1 (Page 23) to update information concerning the statistical program. MW09 was installed to monitor a very localized perched water zone located in the extreme southeast corner of the site. The current landfill phasing plan shows landfilling would not occur over the perched saturated zone until filling progresses toward the completion of Phases.3a/3b. Until landfilling occurs in those areas of Phase 3a/3b which overlie the perched water zone, there is no likely pathway for migration of leachate to the perched water zone. The RUST submittal also incorporates issues discussed during a meeting between CDPHE, RUST and representatives of NWSL on October 21, 1996 regarding an alternative final cover design for NWSL. Pursuant to this response, NWSL requests your review and approval of an alternative final cover design comprised of a total of 2 feet of soil; an 18 inch thick compacted cohesive soil layer having a permeability of less than or equal to 1 x 10-6 cm/sec, and a 6 inch thick soil layer capable of sustaining native plant growth. This final cover design would be considered an alternative final cover under Section 3.5.3 of Regulations Pertaining to Solid Waste Disposal Sites and Facilities (Regulations), 6 CCR 1007-2. For alternative final covers the Regulations require a demonstration that the final cover system will minimize infiltration and erosion, and comply with Section 2.1.15 at the relevant Point of Compliance (POC). In support of such demonstration, the enclosed technical report, including additional Hydrologic Evaluation of Landfill Performance (HELP) and Multimedia Exposure Assessment (MULTIMED) modeling was prepared by RUST as requested by CDPHE. HELP modeling was used for the leachatc source analysis while MULTIMED modeling was used for the subsurface transport analysis. Accordingly, the alternative final cover design exceeds the Colorado Solid Waste Regulations performance standards concerning leachate constituent concentrations in groundwater at the POC. NWSL believes that sufficient technical documentation has been provided to satisfy the criteria specified in Section 1.5.2 A, B C, and D for CDPHE in consultation with the local governing body having jurisdiction to approve the above modification.
