HomeMy WebLinkAbout981109.tiff RESOLUTION RE: APPROVE PROPOSAL FOR FUNDS TO REDUCE UNINTENDED PREGNANCY AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Proposal for funds to Reduce Unintended Pregnancy from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Health Department, to the Colorado Department of Public Health and Environment, commencing August 1, 1998, and ending June 30, 1999, with further terms and conditions being as stated in said proposal, and WHEREAS, after review, the Board deems it advisable to approve said proposal, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Proposal for funds to Reduce Unintended Pregnancy from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Health Department, to the Colorado Department of Public Health and Environment be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said proposal. This collaboration has provided a site that is available to many of the women that meet the WIN criteria. Outreach at this site has also been an alternative location for at risk teens and low income women to access reproductive health services. Since December 1997, 90 at risk women have been served and there has been intense colloraboration with the peervention program as a "teen friendly clinic". 48% of the clients seen at Monfort Children's Clinic have been teens. The department also proposed to expand our outreach efforts to included community based facilities serving, in part, the WIN target population; women receiving drug/alcohol rehabilitation, TANF/medicaid recepients, etc. In 1994 Weld County ranked seventh in the state relative to Women In Need(WIN) of family planning services, serving 1817 (28.8%) clients out of a total estimated 6299 WIN. Other indices of need include a consistent high adolescent pregnancy rate, and consistently high percentage of pregnant women who delay prenatal care after the first trimester compared to the state of Colorado. The number of births to women under 19 years of age who have had previous deliveries, averages 20 % over the last five years. This age group represents a high risk population that needs to be targeted. The failure rate for family planning clinic appointments was 25% for 1997, another consistent and disturbing trend. Project Goal: Reduce.by 10% unintended pregnancies in the WIN population by the year 2000. By July 1999, increase the WIN population served by Weld County Health Department by 10%. Project Objectives: (1) Continue to conduct a Bi-weekly walk-in family planning clinic at Monfort Children's Clinic. Services available to both men and women are : "Quick Start" birth control, free pregnancy tests, referrals, and education. There will be telephone and mail follow up with those women who access the "Quick Start" method and an incentive given to those who return for their initial exam. Evaluation: This element of the project will be evaluated based on the number of women and couples served, the number of women counseled that enroll in the regular health department family planning clinic, that meet the criteria of the WIN target population. The department's computerized encounter tracking system will provide the data required for evaluation. 9S//049 (2) By July 1, 1999 reduce the health department's failure rate by 10% Analysis of client failure rates indicate that approximately 75% of failures are for annual exams. The department will begin sending reminders with telephone follow-up of women due for annual exams to reduce the failure rate, Evaluation: Failure rates will be monitored on a monthly basis to observe trends. Data is available from the monthly workload measures report generated by the computerized encounter system. (3) By December 1, 1999 provide on a bi-weekly basis outreach, counseling and education services to the Island Grove Domestic Violence Intervention Program, A Womens Place, and the Women's Transitional House. One on one counseling will be made available on an "on- call" basis to the above facilities. Evaluation: This element of the proposal will be evaluated based on the establishment of the outreach sites, the number of women counseled, the number of WIN who enroll in the health departments family planning program. Evaluation: Each objective of the proposal includes an evaluation component. Harbert, Chair To Board of County Commissioners Date June 2 8 COLORADO From John Pickle, Director, Health Dep Subject: Proposal for Funding to Reduce Unint ed Pregnancies in the Women in Need Population Enclosed for Board review and approval is a proposal to the Colorado Department of Public Health and Environment for continuation funding for Weld County Health Department's outreach project to reduce unintended pregnancy. During the past seven months, we used this funding to develop outreach activities at Monfort Children's Clinic where we served 90 clients, 48% of whom were teens. For these outreach activities, we are requesting $15,000 for the time period August 1, 1998 to June 30, 1999. This is approximately the same amount we received last year.
