Department of Planning Services Weld County Administrative Offices 1400 N. 17th Avenue OCT 0 9 1996 Greeley, CO 80631 SUBJECT: JCK Gravel and Boulder Creek Estates I.: Todd, I have reviewed the above proposal and offer the following comments: RIGHT-OF-WAY Projected traffic along this portion of State Highway (SH) 119 indicates the need for a 150 foot total right-of-way, 75 feet each side of the highway centerline. Additional width to meet the projected need should be protected by reservation or preferably, dedication as permitted by County regulations. ACCESS Because this development's access is provided by way of a county road connection to State Highway 119, our interest is focused on the condition of that connection. Since traffic volumes have not been addressed by this proposal, we are not able to determine if an increase of more than 20% will occur at this connection. Such an increase would deem the access connection to have changed use and would require re-evaluation of access as defined by Section 2.10.3 of the State Highway Access Code. The County is reminded of their obligation in regard to this connection. Section 2.10.4 of the Code states: "Vehicular use and operation of public accesses (county roads and municipal streets) to the state highway is the responsibility of the appropriate local authority. The local authority should maintain access conformance with the Code to the extent feasible and practicable within statutory and public funding limitation." If improvements are required at any highway access, an access permit must be obtained from this office. UTILITIES If any new utility lines or connections are necessary within the state highway ROW, a utility permit will be required. Prior to such utility work, the owner of the utility shall contact Dennis Loose of the Department at (970) 350-2164. My comments are based upon the submittal as received September 16, 1996.
