You requested assistance in providing a water tap and installation of safe water for the home of your mother Jessie Shultz and your brother George Shultz, located at 210 First Avenue, Greeley, Colorado. Weld County Housing Authority has a program called the Emergency Repair Assistance Program(ERA) that can provide assistance as you requested. This is a loan program with an interest rate that varies between -0- percent and 5 percent. Based on the household income of your mother and brother, the interest rate would be 2 percent, should you decide to accept this assistance. Under certain circumstances we have the flexibility to defer a loan It is our understanding that you would prefer a grant. George Shultz was able to attend a Work Session of the Weld County Housing Authority Board of Commissioners on Monday, October 19, 1998, at which he provided information to the Board concerning your preference for a grant. We certainly appreciate the information provided by Mr. Shultz to the Board of Commissioners. It is the decision of the Board of Commissioners to offer a two percent interest rate loan that will be deferred until the death of the owner or sale of the property. During this period of deferment, payments will not be due unless the borrower wishes to make a payment. However, a Deed of Trust for the total amount of project cost incurred, will be continue to be a lien against the property until disposition of the property as described above. A. Community Food and Nutrition Application for 1998 : The Department of Local Affairs invited the county to submit an application for funds through the Community Food and Nutrition Program. Staff will recommend approval of the application at the October 26 board meeting. B. Housing Rehabilitation/Replacement Housing Application: The 1998 project will include rehabilitation of single-family, owner-occupied housing, alternative replacement housing for units beyond rehabilitation, and rental properties. Staff will recommend approval of the application at the October 26 board meeting. C. Request for Water Tap Grant: George Shultz The board received a letter September 29, 1998, from Corrine Schultz McGee requesting assistance from the housing authority for her mother and brother, Jessie and George Shultz, 210 1" Avenue, Greeley. Water at their residence is not drinkable and they do not have the money to pay for a water tap from the North Weld Water District. The housing authority has no grant money available; however, the board offered Mr. Shultz a deferred loan. The loan would not require repayment until the property was sold or the owner died. Staff will write a letter to Corrine Schultz McGee and explain the program. They will also continue working with George Schultz to make sure he understands the deferred loan. 2.
