RE: ACTION OF THE BOARD REGARDING VI #9600204 AGAINST VERNON SCOGGIN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Vernon Scoggin, VI #9600204, is allegedly in violation of the Weld County
Building Code Ordinance, and
WHEREAS, on the 8th day of October, 1996, a public hearing was held before the
Board of County Commissioners for the purpose of hearing testimony relating to said violation,
and
WHEREAS, said property owner was represented by Ken Short at said hearing, and
WHEREAS, the Board of County Commissioners, having heard all of the testimony and
statements of those present and the recommendations of the Weld County Department of
Planning Services staff in this matter and, having been fully informed, deems it advisable to
continue said case to January 10, 1997.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that VI #9600204 against Vernon Scoggin be, and hereby is, continued
to January 10, 1997.

The Weld County Building Code Ordinance requires that the installation of mobile homes be
completed within 180 days of the date of issuance of the building permit. The required inspections
for your mobile home have not been completed within this required 180 day time frame. Please
contact this department and schedule an appointment for the required inspections by September 4,
1996. If the final inspection is not completed by this date the department has no choice but to
pursue this matter as a violation.

This is in response to your letter dated August 20, 1996 (enclosed). We have
been in the process of completing the skirting of our trailer, however, we have
had several set backs, one of which is the weather and the second of which is
the fact that my husband is having surgery on his knee. This has hindered our
progress drastically and set our schedule back three weeks.
We do, however, anticipate that our skirting will be complete by October 15,
1996. I realize that this is well beyond your time frame but due to the
circumstances we respectfully request an extension.

The Weld County Building Code Ordinance, Section (s) 70 . 4 . 2
requires that the installation of the home be completed within 180 days
of the issuance of the permit . According to our records the appropriate
inspections have not been conducted. This is a violation of the Weld
Weld County Building Code Ordinance .
To remedy this situation, the required inspections must be approved and
a Certificate of Final Inspection issued. If you are unable to correct
this violation, you have the opportunity to meet with the Board of County
Commissioners at a hearing scheduled on 10/08/1996 , at 11 : 00 a.m. to
discuss your concerns . This hearing will take place in the County Commis-
sioners' Hearing Room, first floor, Weld County Centennial Center, 915
Tenth Street, Greeley, Colorado. It is recommended that you or a repre-
sentative be in attendance to answer any questions the Board may have
concerning this matter.
The Building Inspection Department will be recommending that the Board
authorize the County Attorney' s office to proceed with legal action.
Any information you have regarding this matter would be appreciated and
should be forwarded to the above address .

I,the undersigned, understand and agree to the conditions of this Zoning Permit which are as follows:
1. Only one zoning permit for a manufactured home or mobile home used as an accessory structure may
be issued per legal lot at any one time by the Department of Planning Services.
Further, I,the undersigned, meet the following conditions which are required to be eligible for this permit.
2. The applicant must obtain a building permit for the manufactured home or mobile home and must
comply with all installation standards of the Weld County Building Code applicable to manufactured
homes or mobile homes. Electricity is the only utility which is permitted to be connected to the
manufactured home or mobile home.
3. The manufactured home or mobile home may not be used on any basis as a dwelling or as overnight
or temporary housing for any person.
4. The applicant must demonstrate that no reasonable alternative exists to using the manufactured home
or mobile home as an accessory structure.

• NOTICE
The applicant, his agents and employees shall comply with all the rules,restrictions and requirements of Weld County Zoning
Regulations and Weld County Buildings Codes governing location,construction and erection of the above proposed work for which the
permit is granted.The Building Inspector or his agents are authorized to order the immediate cessation of construction at any time a
violation of the codes or regulations appears to have occured. Violation of any of the codas or regulations applicable may result in the
revocation of this permit.
Buildings MUST conform with plans, as submitted to the Department of Building Inspection. Any change of plans or layout
must be approved prior to the changes being made. Any change in the use or occupancy of a building or structure must be approved
prior to proceeding with construction. - - -
The applicant is required to call for inspections at various stages of the construction,end in accordance with the aforesaid rule,
the applicant shall give the Building Inspector not lass than one day's notice to perform such activities.
In the want construction is not commenced within 180 days of the issuance of this permit then the same is automatically
void. Cessation of work for a period of 180 continuous days shall also cause this permit to be void.Weld County is not liable for work-
. manship.Permits are not transferrable. -
