RE: APPROVE 1995 COMMUNITY FOOD AND NUTRITION PROGRAM APPLICATION AND
AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a 1995 Community Food and Nutrition
Program Application to be submitted by the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Social Services,
to the Colorado Department of Local Affairs, with terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex -officio Board of Social Services, that the 1995 Community Food and Nutrition
Program Application to be submitted by the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Social Services,
to the Colorado Department of Local Affairs be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 19th day of June, A.D., 1995.

whenever such coordination is determined to be inadequate, to better
serve low-income communities; -
b: To assist low-income communities to identify potential sponsors of
child nutrition programs and initiate new programs in underserved and
unserved areas; and
c: To develop innovative approaches at State and local levels to meet
the nutrition needs of low-income people.
Applicant Program Description:
Weld County has utilized the Weld Food Bank, a not -for-profit agency, as the
vehicle for Community Food and Nutrition funds provided to Weld County, for the past
-four years.
The mission of the Weld Food Bank is to help aleviate hunger and reduce food waste
by providing an efficient, centralized sysyem for collecting, storing, and
distributing food with community support. As a non-profit agency, Weld Food Bank
accepts food donations from various local producers and suppliers. Other sources
of food are food drives, Second Harvest Food Bank Network, USDA commoditites, and
food that is purchase by the food bank.
In operating an emergency food box program for over eight years, Weld Food Bank
has learned that some low income persons, who have nutritional needs, do not
receive assistance through established nutrition programs. By working with the
coordinated Food Box Committee, comprised of twenty-five local agency representatives
a supplememtal mini -box was designed. This concept has worked well for a number of years.
All referrals for food services are made by WIRS (Weld Information and Referral Service)
or The Salvation Army. Both agencies serve homeless and near homeless persons.

Community Food and Nutrition Application for 1995

The State Department of Local Affairs has invited Weld County to submit an
application for the Community Food and Nutrition Program. For the past four
years the County has been awarded funds through this program and has contracted
with Weld Food Bank for implementation of the program. This arrangement has
proved to be quite workable and is being recommended once again this year. The
amount available through the Community Food and Nutrition program this year is
$4,715.
We are therefore recommending that the County approve the application as
prepared. Upon Board approval, the application will be forwarded to the
Department of Local Affairs for processing.
