A small animal veterinary hospital will be constructed in front of the existing residence. Boarding and grooming will also be available. There will be 90 dog runs for boarding, 30 cat cages for boarding, 10 grooming cages, 10 hospital cages and 5 isolation cages. The boarding area will be divided into five sections; two sections of 16 indoor/outdoor dog runs, two sections of 29 indoor dog runs, and one section of 30 cat cages. Each section will be individually sound proofed so the animals cannot be heard outside when they are indoors. All dogs will be indoors at night. Trees and fencing will reduce noise levels during the day. The owners of the property will reside on the property and run the veterinary hospital. The northern half of the property will remain available for agricultural use. 2. This proposal is consistent with the Weld County Comprehensive Plan because the site is not productive agricultural land. The property size is less than 80 acres and the soil is sandy. 3. This proposal is consistent with the Weld County Zoning Ordinance because a veterinary hospital is one 0+the uses allowed by special review in the agricultural district. The property is located near an arterial road and is in a low environmental impact area. 4. The property to the north of the site is currently being farmed. The property to the south is being considered for development. The properties to the east and west are single dwelling residences with horses, dogs and cats. A veterinary hospital is compatible with these uses. 5a. Twenty people will use this site per day. b. Five to eight people will be employed at the hospital. c. The hospital hours will be Monday thru Friday, 8AM to 5PM, and Saturday 9AM to noon. d. A single one story building will be erected on the site. e. Dogs and cats will be hosptalized, groomed and boarded on this site. Approximately 20 animals will be seen daily. f. Passenger vehicle traffic generated will be approximately 20 cars per day. Delivery vehicle traffic generated will be approximately 2 trucks per day. g. Fredrick Area Fire Protection District will provide fire protection. h. The current water source for the household is a domestic well. A water tap has been purchased from Central Weld Water District. Service has not yet started. Seven shares of stock in the Coal Ridge Ditch Company and seven shares of stock in the New Coal Ridge Ditch Company are available for irrigation water use on the property. However, there is only enough water to irrigate the northern half of the property and an irrigation ditch along the northern border needs to be dug before any irrigating can take place. i. The current sewage disposal system for the residence is a septic tank and leach field. The proposed veterinary hospital will use public sewer provided by Weld County Tri Area Sanitation District. If this is not feasible, a septic permit will be obtained. j. No storage or warehousing will take place at this site. 980368 USE BY SPECIAL REVIEW QUESTIONAIRE 6. Landscaping plans include drought tolerant grasses and plants around the building. Conifers will be planted along the west, north, and east sides of the building and kennel area. Honey- locust and Green Ash trees have already been planted along the southern and western border of the property. These measures would reduce wind and soil erosion. 7. No reclamation procedures are proposed for this site. 8. A water retention area in the front of the property will handle storm water drainage. 9. The veterinary hospital will take approximately 8 months to construct after permit approval weather permitting. The landscaping is scheduled to begin as soon as the buiding is completed. 10. Waste will be disposed of by weekly trash collection.
