Longmont CO 80504 303 833 2992 November 15, 1998 Weld Board of County Commissioners P O Box 758 Greeley CO 80632 Subject: Completion of County Road grid system in the MUD area of southwest Weld County Ladies and gentlemen: Some time ago I had the pleasure of addressing you regarding the above subject. The recent Blue Heron sketch plan application points out, again, the pressing need for an County plan for the completion of this system. Once development is permitted to interfere with the required right of ways needed for these roads, they are gone, or at very least obraining them through eminent domain would be an exceedingly expensive process. As the area is urbanized the required road infrastructure will be damaged by the absence of these important road links. Specifically, in the case mentioned above, I refer to County Road 7-1/2 which is projected to run from SH52 to CR24-1/2 on the I-25 MUD Structural Land Use Plan Map 2.1. The sketch plan submitted does not provide for continuance of this road through the proposed PUD or, for that matter, any road providing the necessary right of way width for a future arterial. Enclosed is a map of the area which delineates a projection of those road links necessary to complete the functioning of grid roads as an arterial system under urban development. I would appreciate your inspecting the map and turning it over to the proper departments for a study to incorporate these recommendations, as amended, into a plan. The current road impact fee project and state aid might provide the funding necessary to complete these roads. Let me know if I might be of some assistance in such a study in formulating a plan so necessary for providing for the future of this area. Very truly yours, 47. John S.
