The above described parcel of land contains 2.163 acres more or less. Project Concept The following three objectives are the intent and purpose for the development of this project. A Planned Unit Development(P.U.D.) residential community that will be logically related to the existing land use and street patterns in the Town of Firestone; to be developed in a manner which is sensitive to the natural topography of the land; and a development that will provide several housing options for people of diverse income levels. Regional Impacts See attached traffic study prepared by Mr. Matt Delich which describes the transportation impacts on existing transportation systems. Page 7 of 10 1?:\VJPDOCS\PROJECTS\1570\ANNEX May 2+,1996 Environmental Information According to the preliminary geologic investigation by E.O.Church, Inc., engineers and geologists, approximately one third of the site is undermined. Further investigation, including the drilling of test holes, will be required to determine what affect, if any, undermining will have on the development of theproperty. Another complication in developing the project site is the existing oil and gas wells and associated electric and pipeline easements serving these wells. Mr. Gillespie will pursue a mutual agreement with Amoco (owner of the gas well) and K.P.Kauffmand(owner of oil wells) on the development of the land surrounding these well sites. Because of the undermining and wells, cluster housing will be necessary in some areas (townhomes, patio homes, duplexes, and apartments). However, the overall density of theproperty will be less than what exists in the Town of Firestone. Utilities The basic utilities available to the site include: water from the Central Weld County Water District, electric power from the United Power, Inc., telephone by US West Communications, sanitary sewer would need to be petitioned through the Weld County Tri Area Sanitation District, and natural gas service would come from Rocky Mountain Natural Gas, Frederick District. Since there is not existing storm sewers, the plan proposes a minimum of two detention ponds within the project limits. Also, there is not cablesystem within the immediate area for the site. Financing for infrastructure improvements shall be by the developer through conventional construction loans available through various financial institutions. Service Requirements Public Services throughout the project shall be provided for as follows: Road improvements for Grant Avenue and McClure Avenue will be performed as required in phases with equitable participation by the developer. Phasing will be done in cooperation with the Town of Firestone to assure the timing of the improvements to be consistent with the development impacts to these roadways. These roads will be constructed to The Town's street specifications and other internal roads will be constructed in phases as development occurs. All roads will be maintained by the Town of Firestone. Public Schools: The Town of Firestone is served by the St. Vrain Valley School District RE-1J. The school district has indicated that they are concerned that this development will continue to add to the capacity problems already existing in the district. However, it seems apparent that the Town recognizes the school district concerns and is willing to work with the district to mitigate issues. The school district's ability to meet future enrollment growth is a concern beyond the scope of this single development. Police: The project will anticipate being served by the Town of Firestone Police Department. Fire: The project will be serviced by the Frederick Area Fire Protection District which currently serves the area. Common Open Space: Open space and parks planned for the development will be maintained by a homeowners association or dedicated to the Town of Firestone. Circulation Systems The plan proposes a street system that is both an extension of the existing grid pattern in the Town of Firestone; and, a curvilinear layout reflective of the natural topography existing on the northern section of the project site. All streets will be local streets with a 54 foot R.O.W., with the exception of McClure Avenue which will be a 60 foot R.O.W. Initial access will be provided by extending Berwick Avenue easterly into the project site. The plan proposes the extension of McClure Avenue easterly to Weld County Road 15 as a two-way street. Land Use and Zoning The proposed mixed densities will provide diverse housing options to meet the socioeconomic needs of the potentially growing community. Densities included in the Outline Development Plan will range from 1 DU/AC for single family to 10 DU/AC for apartments/duplexes/townhomes. The total number of residential units equals 425 on 108.3 acres with an overall gross density of 3.9 DU/AC. Density All residential districts may vary in density, minimum lot width and minimum yard requirements in order to provide variety and diversity of design while still preserving the unique features of the site and protecting the surrounding neighborhood. Exterior building materials shall be of stone, brick, wood, and masonite siding. Roofing material shall be asphalt shingles or better and colors to be earthtones for exterior body and trim paint as well as roof colors.
