The Weld County Public Works Department has reviewed this proposal; the following comments
are recommended for any approval:
I visited the site and have the following comments:
1. WCR 66 (Eastman Park Drive) has been annexed by the City of Windsor at this location.
Please contact Dennis Wagner at the City of Windsor to verify adequate access to the
facility.
2. Steve Smith, P.E., who is working with Rocky Mountain Consultants, indicated in his letter
dated February 21, 1997, that he would submit additional information upon request. I have
received the technical backup and hydrology calculations required for the storm water
drainage. I have reviewed the calculations and find no conflict.
3. Off -site parking appears to be adequate for the existing buildings and proposed employees.
4. The Weld County Transportation Plan is identifying WCR 66 as a Collector status, which
requires a total of 80 feet of right-of-way. I recommend that the City of Windsor request an
additional 10 feet of right-of-way dedication through the property to accommodate future
widening of this section of road.

Environmental Protection Services has reviewed this proposal; the following conditions are
recommended to be part of any approval:
1) All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination on all job sites.
2) No permanent disposal of waste shall be permitted at this site or any other job site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris and other potential nuisance conditions.
4) The septic system has been reviewed by a Colorado Registered Professional Engineer. Any
septic system within the 100 year flood plain shall comply with the Weld County Individual
Disposal System Regulations Flood Plain Policy. In accordance with the Colorado I.S.D.S.
Regulations, no septic system shall be installed with in the floodway the typical operational life
of a septic system is 15 to 20 years. After this time period the lots would likely be developed
with out -buildings, corrals, etc. It has been the Department's experience that after development
there is not adequate area for replacement systems. Therefore, the Department encourages the
applicant to designate an appropriate area on the parcel for a replacement septic system.
5) Restrooms in the house must be available to employees.

I.S.D.S. Flood Plain Policy
Septic systems will not be allowed toibe located in the floodway.
Septic systems will be allowed in the flood plain, but the system must be
installed in a manner as to prevent the infiltration of groundwater into the
septic tank and to prevent the release of sewage from the tank during a flood
event.
If the tank is above the flood plain elevation, no special installation
requirements would be necessary.
If the tank is not above the flood plain elevation then the access to the tank
manhole lids must be covered with 20 mil PVC and sealed with plumbers cement.
When the seal is broken, i.e. the tank .s opened for pumping, etc., the tank must
be re -sealed prior to backfilling again. A backflow preventer must also be
installed in the effluent line between the tank and the absorption field.
All other percolation and suitable soil criteria must be met for a conventional
septic system to be installed.
For inspection purposes, the materialslto seal the manhole lids must be on site.
The manholes arc not required to be sealed at the time of inspection in order to
allow for the inspection of tee's in the tank.
