We, the undersigned, are opposed to the approval of this use by
special review permit for the following reasons:
A. In the application Mr. Bowen is asking fur- a tree farm and a
light machining business (mold making), which would employee 5
people,, to be allowed on his pr"oper"ty. We do not believe that
this business would qualify as a "Home Business" as defined in
the Weld County Zoning Ordinance, October 31, 1995. The
definition of a Home Business is as follows:
An incidental USE to the principal permitted USE for gai,nful
employment of the FAMILY residing on the pr"oper"ty, whey -En

We urge you to deny this use Jay special review permit for the
business and, we are also opposed to the use of this mobil home
as a second resident on the property.,

The area surrounding and contiguous to the location
described in the above captioned application consists of
single family homes. Obvious activities appear related to
horse raising, gardens and yards, with attendant
outbuildings. From all appearances, a rural suburban
setting with no apparent commercial/light industrial
activities in an agricultural zone. As noted in the
application, the,"...site is surrounded by 3-5 acre home
sites as well as field and pasture areas."
Primary plans referred to in the application relate to an
area for future growth, potential commercial landscaping,
and development of 1,600 to 2,200 sq. ft. of light
industrial space requiring up to five employees. On the
surface, this would appear to be a substantial deviation
from the existing environment and provide a basis for future
erosion within the area.
Although we were unable to immediately identify a written
definition for a "home business", we feel that 2,000
sq. ft. in\a separate building requiring five full-time
employees is a "stretch" to say the least. Failing a
precise definition (which we would appreciate, by the way),
the avenues for future exploitation appear unlimited.
The Commission unanimously voted to recommend rejection of
the proposed Plan.

RE: Steven & Pamela Rowen, Site Specific Development Plan and Special Review
Permit.
Dear Shani:
February 21, the Planning & Zoning Commission advised you that the above Site Specific
Development Plan and Special Review Permit had been review and that no conflicts with the
Town's interests were found.
It has since been brought to my attention that the information provided the Town may have been
incomplete. I have been contacted by Mr. Larry Beady, 5749 WCR 5, Erie, who as a neighbor
of the Rowen's attended the Weld County Planning Commission hearing on the subject. It is
now my understanding that the home occupation could have up to five non -family member
employees working on the site. This would not conform to the Town's standards for a "home
occupation", but would be considered an industrial use under our Comprehensive Plan. The
Comprehensive Plan adopted December 5, 1996, does not contemplate industrial uses in this
portion of the planning area.
Therefore, I have placed the referral back on the Planning & Zoning Commission's April 3`d
Agenda to allow them the opportunity to review their earlier findings. I understand that you have
not yet placed the item on the Commissioner's agenda. I request the opportunity for our
commission to provide its review before the Commissioners take final action of the Special
Review Permit.
