Dollaghan Annexation to Town of Firestone
Ladies and Gentlemen Commissioners:
It concerns me that there is a possibility that the decision by the Board to file a Motion For
Reconsideration with the Town of Firestone might be affected by the larger concern of its impact on the
current negotiations with the municipalities of Firestone,Frederick,Dacono,Mead, et al regarding area
land use and the resolution of conflicting, overlapping planned growth areas.
In the best of worlds one (the decision to file the Motion)should not be affected the other(the impact on
the negotiations). However,as a practical matter it might seem tactful to forego the Motion to preserve the
dialogue with the municipalities.
In my experience with negotiations,it is more productive to deal from a position of strength.or the
appearance of such a position. This position should not be used arbitrarily, but when used with discretion
can get the attention of those with whom one is negotiating.,particularly if a resolution of the negotiations
is not particularly in their self interest.
I am not suggesting that the Motion be filed for this purpose, but believe the filing of it would not have an
adverse effect on the negotiations. Based solely on the history of the relations between the Tri-Towns, I
cannot be sanguine about the outcome of these negotiations. Hopefully, in attending the municipality-
county meetings I will change my mind.
I hope you do not consider it too presumptious to address a possibility for decision in this way(which I
realize it is) . I am certain the decision to file or not to file the Motion will be made on its own merits.
Very truly yours,
John S.Folsom
