Home My WebLink About962044.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 18, 1996 TAPE #96-31 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, November 18, 1996, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair Pro-Tern and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair- EXCUSED Commissioner George E. Baxter, Pro-Tern Commissioner Dale K. Hall Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Shelly Miller Finance and Administration Director, Don Warden MINUTES: Commissioner Harbert moved to approve the minutes of the Board of County Commissioners meeting of November 13, 1996, as printed. Commissioner Hall seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Hall moved to approve the hearings conducted on November 13, 1996, as follows: 1) Special Review Permit for a roping arena in the A (Agricultural) Zone District, Steve Lance (Planner Eastin); and 2) Special Review Permit to operate a small delivery company with warehousing for customers and recreational vehicle storage in the A (Agricultural) Zone District, B.F.Y., LLC, dba Kangaroo Express (Planner Keithley). Commissioner Harbert seconded the motion, which carried unanimously. ADDITIONS: There were no additions to the agenda. 962044 BC0016 CONSENT AGENDA: Commissioner Harbert moved to approve the consent agenda as printed. Commissioner Webster seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: No reports were given. PUBLIC INPUT: No public input was offered. WARRANTS: Don Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $ 351,268.48 Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Hall seconded the motion, which carried unanimously. BUSINESS: NEW: CONSIDER CANVASS BOARD CERTIFICATION FOR NOVEMBER 5, 1996, COORDINATED GENERAL ELECTION: Commissioner Harbert moved to approve said certification, and Commissioner Webster seconded the motion, which carried unanimously. CONSIDER WAIVER CONTRACT FOR YOUTH CRIME PREVENTION AND INTERVENTION PROGRAM BETWEEN HUMAN SERVICES, EMPLOYMENT SERVICES, AND COLORADO DEPARTMENT OF LOCAL AFFAIRS AND AUTHORIZE CHAIR TO SIGN: Walt Speckman, Director of Human Services, stated this contract is for the Youth Workforce Skill Development Project, which assists youths who have been unsuccessful in the school system. He stated the program provides services such as GED preparation and improving work skills in reading, math, writing, and other workforce skills. Commissioner Harbert moved to approve said contract and authorize the Chair to sign. Commissioner Hall seconded the motion, which carried unanimously. CONSIDER AMENDMENT NO. ONE TO GRANT AGREEMENT FOR AIRPORT IMPROVEMENT PROJECT AMONG FEDERAL AVIATION ADMINISTRATION, CITY OF GREELEY, AND GREELEY-WELD COUNTY AIRPORT AUTHORITY AND AUTHORIZE CHAIR TO SIGN: Commissioner Hall stated this amendment adds the ability to draw funds as they are needed. Commissioner Hall then moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner Webster, and it carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
