Dear Commissioner Harbert:
This is a follow up to a previous correspondence dated March 7, 1995 concerning the summer
youth employment and training program for this summer. Since that time, the U.S. Department
of Labor (USDOL) has provided guidance on the summer program and the Congress has taken
some further action.
We suggested in the previous correspondence that cities and counties proceed with caution and
limit expenditures of funds to available PY 93 or earlier II -B or incentive funds. Subsequently, the
USDOL provided guidance through Training and Guidance Letter No. 6-94 that PY 94 funds
previously appropriated by Congress were available to the states for the summer program; which
represents approximately 78% of the total original allocation.
The service delivery area administrative entities were called together on March 21, 1995, and
provided with this information. Further guidance is being provided as it is received from the
USDOL.
I am truly pleased that Colorado youth will have the opportunity for continued participation in this
excellent program.
