IMPACT REPORT OF THE KEGERREIS ANNEXATION The proposed annexation is known as the Kegerreis First, Second, Third, Fourth and Fifth Annexations to the Town of Severance . The five annexations annex portions of Weld County Road 72 and the subject property consisting of approximately 153 . 66 acres as such property is described in the documents attached to this report . The following information is provided with this report : A. A map of a portion of the existing Town of Severance and the property proposed to be annexed. B. A map showing the sketch plan of the proposed development of the property, including lots and streets . C. The development proposal consists primarily of single family residential lots . D . No draft or final pre-annexation agreement is available . E . All municipal services normally provided to the Town of Severance, will be extended to the territory to be annexed. It has not yet been determined whether sanitary sewer service is feasible and the property may be connected to the Town sanitary sewer system. F . Water service will be provided by North Weld County Water District and the subdivision water lines will be connected to a North Weld County Water District trunk line . G. If it is impractical to extend sanitary sewer service to the Town treatment plant, then individual septic tank treatment plants will be utilized. H. The property owners will construct all water extensions, streets and other infrastructure improvements, and no financing of such improvements will be done by the Town of Severance . I . The districts which exercise control over the property to be annexed include : 1 . Aims Community College 2 . Windsor-Severance Fire Protection District 3 . Weld County School District RE-4 4 . DATE : November 24, 1999 TOWN OF SEVERANCE EDUCATION FOR LIFE 41 NDSOR Brian L1S Lessman os Superintendent of Schools November 5, 1999 Roger Kegerreis RE: Kegerreis Annexations Dear Mr.Kegerreis: Please accept this impact statement regarding the proposed annexation of approximately 150 acres briefly described as a quarter section at the intersection of WCR 25 and WCR 72,section 12,described as Kegerreis First, Second,Third,Fourth,and nth Annexations,to the Town of Severance. Based on the information provided to date,it appears than this development will generate 74 residential lots. Based on current district planning standards,this development would generate approximately 59 students to the Windsor School District Of this number,28 an expected to be eletnenwuy students, 14 are expected to be middle school students and 17 at the high school level. In the short term these students would be transported to existing schools in the district. The district is currently reaching capacity at the elementary and high school levels with room for growth at the middle level. Given this condition,it is reasonable to assume that the district will soon need to go to the voters to add on to existing facilities or build a new facility. At 100%build out,the impact to transportation is expected to be the capital cost of a.7 bus, .7 annual operations cost and.7 driver salary. The capital cost is estimated to be 552,500 and the annual coots to be $6,420, including driver salary. The number of units currently proposed would not seem to call for the dedication of a school site at this location However, in conjunction with other developments,this development will add to the need for the development of a new elementary site at a minimum Given this impact to the district,we would call for a voluntary contribution of 1607 per unit to the school district,the current district standard as a cash-in-lieu payment. The district does not currently have an intergovernmental agreement with the Town of Severance that would require such a donation However,this fee is consistent with district standards for the RE-4 School District. This cash-in-lieu payment will mitigate costs associated with the purchase and development of a Mute school site. This fee is not designed to mitigate construction costs associated with a new school,but rather,site acquisition and development. The total fee associated with this contribution, should you decide to make payment,would be 544,918 based on submitted planning documents. S . 31- 12-107 (1) AND SETTING A DATE FOR A HEARING BEFORE THE BOARD OF TRUSTEES OF THE TOWN OF SEVERANCE TO CONSIDER ANNEXATION OF THE AREAS PROPOSED TO BE ANNEXED. WHEREAS, the owners of 100% of the property known as the Kegerreis First , Second, Third, Fourth and Fifth Annexations have filed Petitions for Annexation of the hereinafter described property to the Town of Severance, and; WHEREAS, the Board of Trustees has determined that the Petitions are in substantial compliance with C.R.S . 31-12-107 (1) and that a hearing on such annexations should be scheduled as provided by Colorado law. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF SEVERANCE, COLORADO AS FOLLOWS : Section 1 . The annexation consists of five annexations in a series as authorized by C .R. S . 31-12-104 (1) (a) and consists of five separate annexation petitions and five separate property descriptions to be annexed in a series to provide the required contiguity. The property descriptions are attached hereto as Exhibits "A" through "E" . Section 2 . The Board of Trustees hereby accepts the above described annexation petitions and finds and determines that the petitions for annexation of the property described as the Kegerreis First , Second, Third, Fourth and Fifth Annexations and as such property is described in the attached property descriptions are in substantial compliance with the requirements of C.R.S . 31-12-107 (1) and Section 30 of Article II of the Colorado Constitution and desires to initiate annexation proceedings in accordance with law. Section 3 . The Board of Trustees hereby sets a public hearing for the 12th day of January, 2000 at the hour of 7 :00 p.m. at the Town Hall, Town of Severance, 336 1st Street, Severance , Weld County, Colorado for the purpose of determining whether the areas proposed to be annexed meet the applicable requirements of C .
