HomeMy WebLinkAbout952473.tiffMINUTES WELD COUNTY COUNCIL October 4, 1995 Tape #36-95 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th Street in Greeley, Colorado, Wednesday, October 4, 1995, 7:30 p.m. ROLL CALL: The meeting was called to order by Vice President Stephanie Hayward, and the following members were present, constituting a quorum of the members thereof: Councilwoman Judy Curtis, Councilman Ralph Campbell, and Councilwoman Pam Malcom. President Jim Gardner was excused. Also present was Jewel Vaughn, acting Council secretary. APPROVAL OF DOCUMENTATION: Vice President Stephanie Hayward questioned the proposed September 5, 1995 special meeting minutes as the minutes did not include all of County Attorney Bruce Barker's statements regarding the possibility of conflict of interest. Councilman Ralph Campbell made a motion to table approval of the September 5, 1995 minutes. Councilwoman Judy Curtis seconded the motion and it carried unanimously. Councilman Ralph Campbell made a motion to approve the September 6, 1995 minutes. Councilwoman Judy Curtis seconded the motion and it carried unanimously. Councilman Ralph Campbell made a motion to approve the October 4, 1995 Report to the People with a correction of the word "bother" to "both" in the last sentence of paragraph three. Councilwoman Pam Malcom seconded the motion. The motion carried unanimously. • APPOINTMENTS: Councilwoman Pam Malcom stated that she would try to attend the October 9, 1995 Elected Officials' Meeting. The October 17, 1995 Council's Budget Hearing was discussed. It was decided that President Jim Gardner would be asked to attend that meeting, and if he were unable to Councilwoman Judy Curtis would attend. The Town and County Meeting held by the Commissioners October 25, 1995 was discussed. It was decided that the secretary would check with members and turn in the names of those attending by the October 19, 1995 RSVP date. CORRESPONDENCE: Councilwoman Pam Malcom requested that a copy of the Colorado Congressional Delegation be made for each Council member. 952473 Beverly homas, Secretary County Council Minutes October 4, 1995 -Page 2 How Are We Doing?" Forms A discussion was held regarding a work session to be scheduled to discuss "How Are We Doing?" forms for all County offices. Goals for a work session were articulated including: 1. Design a County -wide basic form to evaluate County customer service. 2. Establish a procedure to set up use of the form. 3. Consider ideas for rewarding deserving employees. Councilman Ralph Campbell made a motion that President Jim Gardner be asked to set a special Council work session for either October 27 or November 3 to discuss "How Are We Doing?" forms. Councilwoman Judy Curtis seconded the motion and it carried unanimously. Referendum/Initiative Check List and CCI Conference It was decided that the checklist for referendums/initiatives and the November CCI Conference would be discussed when President Jim Gardner was present. County Council's 20th Anniversary The Council's 20th anniversary was added to the work session agenda. Payment of the Bills Councilwoman Pam Malcom made a motion to pay the bills as listed. Councilman Ralph Campbell seconded the motion; the motion passed. Secretarial Research Requests The secretary was requested to gather information/samples for the "How Are We Doing?" forms work session. Also, the secretary will check with President Jim Gardner regarding scheduling the work session. PUBLIC COMMENTS: There were none. BOX 758 GREELEY, CO 80632 356-4000, EXT. 4780 PRESS RELEASE November 7, 1995 In accordance with the Home Rule Charter, the Weld County Council met November 7, 1995 at 7:30 p.m. at the Centennial Center in Greeley, CO. Coordinator Reports included a report from Councilwoman Judy Curtis regarding an ambulance problem on the Pawnee National Grasslands during October. President Jim Gardner reported his progress on the preparation of a referendum/initiative checklist. The possibility of impact fees for school districts to be collected by the County was discussed. The Council reviewed and discussed its 1996 approved budget, and voted to send President Jim Gardner to a portion of the Colorado Counties conference in November. Plans were made for a Council work session on December 5, 1995. Mr. Don Feldhaus, Coordinator for the Center for Quality Improvement at Aims College will be meeting with the Council then. The Council will be considering a design for a county customer service form and the Council's 20th anniversary. Hello
