Subject: FOLLOW-UP INFORMATION - Greeley - Weld County Airport Change of Zoning Application from Agricultural to PUD (Airport) Date: July 19, 1999 This memo is a follow-up memorandum regarding Case Number Z-526 memorandum dated 6/23/99. Due to recent decisions of the City of Greeley, Weld County, and from documentation of Airport Authority minutes, a clarification regarding the installation of water system infrastructure must be made. This memo references section 2 of the 6/23/99 memorandum as follows: 2. Water Supply: Thee protection of Airport facilities can only be accomplished if water supplies are available and adequate. As with any development there is usually a requirement that infrastructure precede construction of facilities. At the Airport there are two currently available options for water supply, City of Greeley, and the North Weld County Water District. The North Weld County Water District has been providing water for domestic use to the lessees at the Airport. 'the domestic water is supplied by a 4" water (fine. The water capab lities of the North Weld Water District at the Airport are limited to domestic use and are not capable of meeting current or future fire flow requirements. A depiction of the water lines and a letter from Don Posselt, Manager of the North Weld Water District are attached. The City of Greeley has allowed the extension of a water line to the new Airport Terminal Building. Because the City is a participant in the Airport Authority it allowed the connection between the City water system and the Airport Terminal building without annexation into the City. As stated in the City's letter concerning this PUD zoning application, :he City will extend further use of the water line when the land is annexed. The extension of the City of Greeley water line to within proximity of all facilities, in accordance with City of Greeley development standards, will provide adequate water flows for mast buildings depending on size and type of construction. Large aircraft hangars may need additional fire protection measures to ensure that fire flows are adequate. The PUD development agreement should require the resolution of water supply for fire protection purposes and the construction of the infrastructure prior to the construction of facilities. 992134 Page 2 July 19, 1999 As noted in the last paragraph of-this section, there was the requirement for the water system infrastructure to be installed prior to any construction of additional facilities. This comment was made referencing the overall PUD application which appears to be a plan that extends several years into the future. This comment is valid for long range development of the Airport and the current PUD application. Regarding the current activity at the Airport, there have been some developments that have taken place. After the 6/23/99 memo was written,the City of Greeley, Weld County, and Airport Authority are to have a formal written agreement for the installation of the water system infrastructure. There needs to be a master plan developed and phasing identified. The limits of the initial phase needs to be identified and a period of time needs to be extended for the installation of this infrastructure. It has been suggested that 18 months be allowed,but the agreement between the parties will establish the time limits for construction. It should be understood that after the initial phase of the airport development is identified and constructed, the remaining infrastructure must be in place prior to or concurrent with the construction of any new or remodeled facilities. If large or specialized facilities require additional fire protection requirements to be installed, the lack of water supply infrastructure may delay some of these types of projects. At this time, at the direction of the Fire Chief, we are allowing the construction of storage aircraft hangers prior to the installation of the water system infrastructure, based on the assurance that an infrastructure agreement will be executed for the Greeley/Weld County Airport between the City of Greeley, Weld County, and the Airport Authority in a timely fashion. To be consistent with our current policy for Airport development, the Authority will allow some development in the initial phase and the PUD application information should be clarified with this memorandum. The section of the 6/23/99 memorandum regarding: "1) Accessability in and around the airport proper for fire equipment to respond to emergencies; 2) The ability of the Fire Authority to respond in timely fashion with adequate resources to provide protection for life and property: 3) The compliance w,th setback requirements from oil and gas wellheads, production facilities and storage facilities to proposed structures" remain as stated in the original memorandum.
