The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
September 21, 1999, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Dan Oster. Vice President
Al Roberts, Councilman Dwaine Kurtz, Councilman Rob Masden and Councilwoman
Joyce Smock were present, constituting a quorum of the members. Also present: Mr.
Don Sandoval.
GUEST SPEAKER: Councilman Rob Masden introduced Regional Manager for the
Department of Local Affairs, Mr. Don Sandoval. Mr. Sandoval explained the history and
mission of the Department of Local Affairs. He said that the Department's mission is to
help communities achieve their goals by bringing resources to communities. He
outlined the various types of resources, technical assistance, and grants provided by
the Department.
Mr. Sandoval also explained the Department of Local Affairs' availability to be involved
in helping communities and agencies with selection and interview processes. Tailoring
an interview process to the unique needs of a given situation was described. County
Council members welcomed the information regarding interview and selection guidance
available through the Department of Local Affairs.
APPROVAL OF MINUTES: Councilman Dwaine Kurtz made a motion to approve the
August 17, 1999 Council minutes. The motion passed.
COORDINATOR REPORTS: Councilwoman Joyce Smock reported on her interview
with John Pickle, Health Department Director; Don Ehrman, Trauma Coordinator for the
Area Trauma Advisory Council; and Gary McCabe, Weld County Ambulance Director.
Councilman Dwaine Kurtz reported on the September Elected Officials meeting.
Councilman Rob Masden reported that he has been contacted about the continuing
problems at the south branch of the Clerk and Recorder's Office. He also had a call
with concern about the Coroner's office. The Council agreed that President Dan Oster
would review with Mr. Anthony the Coroner office comments made at the August
Council meeting and the call that Mr. Masden had received. The Council noted that in
other years in Mr. Anthony's term Council members had heard compliments about the
Coroner's office.

APPOINTMENTS: President Dan Oster said that he would be at the October 12 and
14 Budget Work Session Hearings including the Council's budget hearing.
UNFINISHED BUSINESS:
Citizen's Request RE: Weld County Council Minutes
Councilwoman Joyce Smock made a motion that the Council send Council minutes to
the persons who are continuing to request them. Councilman Rob Masden seconded
the motion and it carried. President Dan Oster said that the Council would address this
policy in more detail at its October meeting.
Concern RE: the Clerk and Recording Department
The Council discussed the concerns they have received regarding the Clerk and
Recording Department. The Council assigned Councilman Masden and President
Oster to make contacts about these concerns and report at the October Council
meeting.
NEW BUSINESS:
October Council Meeting Location & Topic
It was determined that Councilwoman Joyce Smock will coordinate the October Council
meeting.

Vice President Al Roberts made a motion that the bills be paid as stated.
