Enclosed is an application from Laidlaw Waste Systems (Colorado), Inc., for a Site Specific Development
Plan, 2nd Amended Special Review permit and an Amended Certificate of Designation for addition of
composting and recycling facilities, perimeter berm, relocation of sediment basin and revision to Cell C for an
existing solid waste disposal site in the A(Agricultural)zone district. The parcel of land is described as part
of Section 29, T1 N, R68W of the 6th P.M.,Weld County, Colorado. The location of the parcel of land for which
this application has been submitted is south of and adjacent to Weld County Road 6 and west of Weld County
Road 5. For a more precise location, see legal.
The application is submitted to your for review and recommendation. Any comments or recommendation you
consider relevant to this request would be appreciated. Your prompt reply will help to facilitate the processing
of the application. Please reply by May 31, 1996, so that we may give full consideration to your
recommendation. The failure of any agency to respond within 21 days may be deemed to be a favorable
