RE : Weld County Road 87 (north of Highway 34 )
Gentlemen:
The Board of Directors of the Jackson Lake Reservoir
and Irrigation Company is very concerned with past repairs
that have been made to Weld County Road 87 north of State
Highway 34 .
We believe that actions taken by Weld County continue
to cause unnecessary flood damages to the Jackson Lake
inlet and its structures .
In the past, the Road 87 bridge over the South Platte
River was low enough that high waters would run over it,
and when the floodwaters subsided, the bridge and road
would still be intact . However, in the early 1970s, the
roadbed was raised to such an extent that it obstructed the
normal course of flow of the river. Due to the raising of
the roadbed, water that used to flow over or to the south
of the County bridge is now being pushed north into the
Jackson Lake inlet, causing heavy damage to the inlet and
washing out Road 87 north of the river .
In 1976, Weld County personnel agreed to lower the
roadbed and to install tubes south of the river that would
allow some of the water to flow under the road. When the
tubes were installed in 1979, there were only two of them
and they were not large enough to handle a significant
amount of water . Since that time, the road has been built
up even further and the tubes have been graded shut by
continued maintenance on the road. While Weld County

recently installed tubes on the north side of the river,
the roadbed is still raised to a height that it dams up the
entire river, pushing the flow of water to the north,
washing out the north tubes and damaging the inlet .
We have written several letters in the past addressing
these problems . In September 1997, we met at the site with
Dave Becker to discuss the high roadbed and changing of the
flow of the river. We would request that your personnel
take another look at the area and the damages being caused,
not only to the Jackson Lake inlet, but also to Weld County
Road 87 and the new tubes that were recently installed. We
would like the problem to be resolved so that we do not
have to rebuild the inlet ditch every 2-3 years . If you or
your Road Supervisor would like to discuss this, you can
