RE: APPROVE AMENDMENT TO EMPLOYMENT FIRST PROGRAM
INTRA-GOVERNMENTAL AGREEMENT WIT+I DIVISION OF HUMAN SERVICES -AND
AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,pursuant to
Colorado -statute and the Weld County Home Rule Charter, is vested with the authority of
administering theaffairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to Employment First
Progr-am Intra-Governmental Agreement between the County of Weld, -State of Colorado, byand
through -the Board of County Commissioners'of Weld County, on behalf of the Department of Social
Services, and the Weld Countyfivision of Human Services, commencing October1, 1995,and
endingJune 30, 1996, with further terms andxonditions being as _stated in said amendment, end
WHEREAS, after review, the Board deems it advisable to approve said amendment, a copy
of which is -attached hereto and incorporated hereinby reference.
NOW, THEREFORE, BE IT RESOLVED by theBoard of County Commissioners of Weld
County, Colorado, ex -officio Board of Social Services, that the Amendment -to Employment -First
Program Intra-Governmental Agreement between the County of Weld, State -of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and the Weld County Division -of Human Services be, and hereby is,approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be,andiiereby is,authorized
to sign said amendment.
Theabove and foregoing -Resolution was, on motiontluly made and seconded,adopted by
the following vote on the 6th day of December, A.D., 1995, nunc pro tunc October 1, 1995.

RE: Amendment to Employment First Intra-Governmental Agtement Between the Weld County
Department of Social Services and the Weld County Division of Human Services
Enclosed for Board approval is an amendment to the Employment First Intra-Governmental
Agreement between the Weld County Department of Social Services and the Weld County Division
of Human Services.
The purpose of the amendment is to incorporate changes as approved by the Colorado Department
of Human Services in November 1995, as follows:
1. The term of the funding will be from October 1, 1995, and ending June 30, 1996.
2. New funding totals will include $38,452 (100% Federal funds) and $22,610 (80% Federal/State
funds and 20% local funds) as reimbursement for work and services to be performed by
Employment Services with Food Stamp recipients and applicants.
3. Participant reimbursement funding level will be $7,697 (80% Federal/State and 20% local
funds).
4. Employment Services will provide $25,161 in local in -kind match.
5. All other provisions of our original plan and agreement will remain the same.

AGREEMENT NO: FY95-EF-2003
AMENDMENT TO EMPLOYMENT
FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT
BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND
WELD COUNTY DIVISION OF HUMAN SERVICE
This Amendment modification made and entered into this 18th Day of October,
1995, by and between the Weld County Department of Social Services, hereinafter
referred to as "Social Services," and the Weld County Division of Human Services,
on behalf of the Employment Services of Weld County, hereinafter referred to as
"Employment Services".
WITNESSETH:
WHEREAS, the parties desire to modify their current contract for Employment
and Training Services (FY95-EF-2003) in order to extend the contact and its's
funding; and
WHEREAS, the authority exists in the Law and Employment First Funds have
been budgeted, appropriated and otherwise made available; and
WHEREAS, required approval, clearance and coordination has been
accomplished from and with appropriate agencies.
NOW THEREFORE, in consideration of the premises, the parties hereto
covenant and agree as follows:
1. Provision 1. Term shall be revised as follows:
The term for funding by Social Services to Employment Services
shall be for October 1, 1995, and ending June 30, 1996 based
on written notification from the Colorado Department of Human
Services, Office of Self Sufficiency Programs. A county plan
will not be required for this program year as a result of
pending legislation of the Food Stamp Act which may
dramatically affect the funding and services offered through
the Employment First Program.
2. Provision 6. Funding and Method of Payment shall be revised
as follows:
Social Services agrees to reimburse to Employment Services, in
consideration for the work and services performed during FY1995 Weld
County Employment First Program, a total amount not to exceed as
follows:
A total of Thirty Eight Thousand Four Hundred and Fifty Two
Dollars and Zero Cents ($38,452.00) in 100% federal funds and
Twenty Two Thousand Six Hundred and Ten Dollars and Zero Cents
($22,610.00) in 80% federal and state funds and 20% in local
funds.
A total of Seven Thousand Six Hundred and Ninety Seven Dollars
and Zero Cents ($7,697.00) in 80% federal and state funds and
20% in local funds for Participant Reimbursement expenses.
Payment pursuant to this Contract, if in federal or state funds,
whether in whole or in part, is subject to and contingent upon the
continuing availability of federal or state funds for the purposes

hereof. In the event that said funds, or any part thereof, become
unavailable as determined by Soci-al Services, Social Services may
immediately terminated this Contract or amend it accordingly.
3. Provision 7. In -Kind Match shall be revised as follows:
Employment Services agrees to provide to Social Services
a total of Twenty Five Thousand One Hundred and Sixty-
one Dollars and Zero Cents ($25,161.00) in 100% local
in -kind in the form of operating and personnel costs.
Employment Services agrees to submit the specific forms
provided by Social Services for billing and in -Kind
documentation. All in -kind match, and its appropriate
documentation must be provided to and received by Social
Services no later that June 30, 1996
Except asmodifiedherein, the terms and condition of the origianl agreement
FY94-EF-2003 together with all attachment of the original Agreement, remain in
full force and effect.
IN WITNESS WHEREOF, the parties hereto have duly executed the Modification
as the day, month and year first above written.
