RE: AUTHORIZE HOUSING AUTHORITY TO BE INCLUDED IN "MOVING TO WORK"
DEMONSTRATION CONSORTIUM
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a request to allow the Housing
Authority to be included in the "Moving to Work" Demonstration Consortium, for the purpose of
submitting an application to the U.S. Department of Housing and Urban Development, with
terms and conditions being as stated in said request, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex -officio Housing Authority Board, that request to allow the Housing
Authority to be included in the "Moving to Work" Demonstration Consortium, for the purpose of
submitting an application to the U.S. Department of Housing and Urban Development, be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said request.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of April, A.D., 1997.

PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING
The Weld County Housing Authority (WCHA) plans to submit an application to the U.S.
Department of Housing and Urban Development (HUD), Washington D.C., in collaboration
with other Front Range housing authorities. The application is for a Section 8 Moving to Work
Demonstration Program. The purpose of the program is to give he housing authority the
flexibility to design and test various approaches for providing and administering housing
assistance that reduces cost, achieves greater cost effectiveness, provides work incentives to
promote self sufficiency and increase housing choices for lower income families. To achieve
these goals, WCHA will have considerable flexibility in determining how to use Federal funds,
as long as the WCHA meets specific criteria.
A Public Hearing will be held at or about 9:00 am on April 28, 1997 at the Weld County
Centennial Center, Assembly Room located at 915 10th Street, Greeley, Colorado, to obtain
citizen views and input for our application, and questions related to the proposed WCHA
application request.
Written comments are also welcome and must be received by at the Weld County Housing
Authority , P.O. Box A , Greeley, Colorado 80632. Oral and written comments will be
considered whether to submit an application for the proposed demonstration program.
A copy of the application to be submitted to the U.S., Department of Housing and Urban
Development will be available for public review at the Weld County Housing Authority, 710
11th Ave. Suite 103, Greeley, Colorado after May 15, 1997.
Information and records regarding the WCHA proposed and past use of HUD funds are available
at the offices of the Weld County Housing Authority, 710 11th Ave. Suite 103, Greeley,
Colorado during regular office hours. Advance notice is requested. If special accommodations
are needed, please call 356-4000 ext 4401.

RE: Authorize the Weld County Housing
to be included in the "Moving to Work"
Demonstration Consortium
As discussed at the Housing Authority Work Session of April 21, 1997, HUD is now
accepting proposals for a " Moving to Work" Demonstration Program. The program
purpose is to give housing authorities flexibility to design and test approaches for
providing and administering housing assistance that reduces costs and achieves greater
cost effectiveness and provides work incentives to promote self-sufficiency and increases
housing choices for low-income families. A group of Colorado housing authorities have
agreed to submit an application as a consortium. Included in this consortium will be:
► Denver Housing Authority
► Boulder County,
► City of Boulder,
► Colorado Springs,
► Fort Collins,
► Jefferson County,
► Littleton,
► Longmont.
► Louisville,
► Loveland,
► Pueblo, and
► Wellington.
We have been invited to join the consortium. The concept developed by the program is:

1. Assisted families would pay a minimum rent of $100
2. No Deductions from annual income with each family paying thirty per cent of
their income for rent
3. Once the family's portion reaches $300 per month, then the increase in rent
would be escrowed for the benefit of the family, up to $150 per month.
4. $100 per month per unit in contract authority from our Section 8 program could
be used for support services: i.e., child care, transportation, etc.
5. Five per cent of our Section 8 Allocation or 20 units would be reserved for the
"Moving to Work Demonstration"
Staff is recommending that we be included in the Consortium's design for the "Moving to
Work" Demonstration Program
