The District's Commitment to Serve letter dated July 23, 1996 for the Vista Commercial Center(fka
Horizon Investments P.U.D.) is attached. It applies to the 39 lots in Phase I.
The developer has satisfied all requirements. Individual taps are purchased as needed.
At this writing, there are 1049 SFE (single family equivalent) taps available for purchase from the
initial 500,000 gallons per day plant capacity.
This letter was precipitated by a request from Chris Huffer, Pratt Management Group. He is
processing Lot 9, Block 3 in behalf of CLT & H Investments LLC for Roof Check, a roofing and
sheet metal firm.

Dear Mr. Hodges:
This letter is a request for a release of collateral for the First Filing of Vista Commercial
Center, located south of State Highway 119 between Weld County Roads 3 and 5.
According to the Section 9.0 Release of Collateral,we are submitting with this letter,the
information necessary for you to do so. In reference to the Agreement, I offer the
following information.
Paragraph 9.1:The Engineer, being Pickett Engineering Company,has made regular on-
site inspections during the course of construction, and hereby state the
Construction Plans were utilised, and are the same as those approved by
Weld County, including the revisions that took place during construction.
All substantial changes were review and accepted by the County Engineer,
prior to installation.
Paragraph 9.2: Construction testing and sampling, and inspections were performed by
Terracon Consultants, Longmont, Colorado. Those results are on file with
the testing lab,the owner and Pickett Engineering Company. The few tests
that failed were retested and passed.
Paragraph 9.3:Included with this letter are one blueline set of the Record Drawings. I,
Kris A. Pickett,hereby state that the project Record Drawings indicate
substantial compliance with the plans and specifications as approved by the
County Engineer, and that any materi$idlidngereceived approval by the

County Engineer for his input relative to the Release of Collateral.
Paragraph 9.8:As stated in the previous paragraph, this request is for complete Release of
Collateral. Should any improvements require the 15%warranty collateral,

The hydrant located at hydraulic node G on the July 21, 1997 model was tested today at
9:05 am. The-following readings were taken:
Static pressure: 78 pounds per square inch
Flow pressure: 24 pounds per square inch with a 4 Ih inch outlet flowing
Pitot Reading: 25 pounds per square inch
These readings result in an available fire flow of 2,346 gallons per minute at 20 pounds
per square inch. I have included a copy of the calculations for your information.

requirements of the Fire District. The Fire District has no objections to the issuance of
building permits in this portion of the subdivision.

Pursuant to District line extension policy, this District has inspected and tested the
construction of the 10 and 8-inch wastewater collection system for referenced
development commencing at Manhole No. A76-5 and extending west for the completion
of sanitary sewer for Phase 1, (through Manholes No. A76-5-10 and A76-5-9-3). The
construction cost of this system extension is $147,317.55.

This portion is hereby accepted by this District subject to minor punch test work on
Manholes A76-5-7 and A76-5-9, and a two-year workmanship and materials guarantee
commencing September 11, 1997.

Corrected Final Plat

Dear Todd:
Submitted is the corrected plat of the referenced project. Please notice that we have titled the
plat"Corrected Plat Vista Commercial Center Final Plat."
The purpose of this "corrected plat" was to add bearings and distances that were inadvertently
left off of the original plat, and also, to correct distances on lot lines that were in error. A table in
the lower left hand corner depicts the changes to the plat, with numbers inside the squares. These
squares and numbers are also shown at the respective places on the representation of plat.
We are also enclosing a check in the amount of$21.00 to cover the filing fee. It is understood
that you will handle the dedication sheet so that we do not need to get signatures.

Dear Mr. Hodges:
The Central Weld Water District recently completed a new cross-tie to the Left Hand
Water District system at I-25 and WCR 24. On July 16, 1997, the available fire flow
was measured on the north side of WCR 24 at WCR 3 '4. Since that time, Kris Pickett,
Pickett Engineering Company, has completed the calculation of the available fire at the
hydraulically most remote point in the subdivision. I have done the review of Mr.
Pickett's calculation and agree with him that the required fire flow is available to the
subdivision.
Therefore, the Fire District is now able to approve the filing of the final plat for the
subdivision. Issuance of building permits will need to wait until the water system in the
subdivision is completely connected to the Left Hand Water District main at the two
locations where it is designed to be connected. I will notify you when that has been
completed, and building permits may be issued.

The property known as Horizons Investments, which is generally described as a portion
lying within the south half of Section 5, Township 2 North, Range 68 West, and a portion
located in the north half of the Section 8 Township 2 North, Range 68 West of the Prime
Meridian, Weld County,Colorado. This property is located within the boundary of Left
Hand Water District. It is Left Hand's intent to serve this property at some point in the
future; of course with conditions for extension of service at the time of review. A tap

Re: Commitment to Service Horizon Investments (fka Richardson) P.U.D.
Dear Sir
This letter was requested by Horizon Investments, L.L.C., concerning the
following described real property.
Approximately 144 acres comprising the N/2 of the 11/41/2 of the
N/2 of Section 8, T2N, R68W of the 6th P.M., Weld County,
Colorado.
The property will be served by this District's municipal type collection system
and aerated lagoon treatment plant constructed to Colorado Department of
Health and Environment standards and operated subject to the Colorado
Discharge Permit system. This development complies with the District's
Master Plan. An 8-inch trunk line is available along the south side of Highway
119 in Weld County Road 5 to serve said property- Both the East and West
parcels of this property are within the District.
St. Vrain Sanitation District has 1852 SFE (single family equivalent) taps, of
which 432 have been purchased, resulting in 1420 available for purchase.
These taps are available to referenced property and other eligible properties on
a first-come, first-serve basis. As the present supply of taps is consumed, the
District plans to increase the size of its treatment plant to serve 5,555 SFE
taps. These additional taps would also be made available on a first-come,
first-serve basis.
The above-referenced property is eligible to utilize the available supply of taps
on a first-come, first-serve basis, subject to the following;
ecution of a Line Extension and Service Agreement;
b. Installation of 8"trunk and lateral lines in accordance with District
standards and connection to the District's system by the applicant;
c. Purchase of the required number of taps, as needed; and

d. Compliance with the District's Rules and Regulations.
Should this property wish to obtain an absolute commitment to serve, taps
may be prepurchased and held until needed. Monthly service charges will be
assessed upon connection or twelve months after purchase, whichever comes
first.
