TO THE The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Kersey Town Hall, Kersey, CO. ROLL CALL: The meeting was called to order by President Pam Malcom. Vice President Judy Curtis, Councilman Dan Oster, and Councilman Al Roberts were present, constituting a quorum of the members. Councilman Ralph Campbell was excused. Also present: Douglas Rames, Virginia Scheel, George Maxey, Jim and Janet Meisinger, Sharon Hopper, Nickey Jean Wilson, David Marsa, David Wright, Pat Carey, Vernon Crandall, Marlene Hookom, and the Council secretary, Bev Thomas APPROVAL OF MINUTES: Vice President Judy Curtis made a motion to approve the March 18, 1997 meeting minutes. Councilman Dan Oster seconded the motion and it was approved unanimously. ADDITIONS TO THE AGENDA: Bills from Pam Malcom, Bev Thomas, and the Ramkota Inn were added to the agenda. GUEST SPEAKER: Regional Four Director for the Colorado Department of Transportation, Douglas Rames, talked about the State Transportation Improvement Program (STIP). Mr. Rames explained that Weld County is included in Region Four along with eight other Northern Colorado counties. Mr. Rames talked about Colorado Transportation highway and bridge projects to be completed in Weld County before the year 2002. APPOINTMENTS: Councilman Al Roberts will try to attend the May 12, 1997 Elected Officials meeting and the April 25, 1997 Ft. Lupton/Hudson Water Treatment Plant's dedication. President Pam Malcom will check with Councilman Ralph Campbell about participating in the May 20, 1997 KFKA Coffee Break. Councilman Dan Oster would try to make the KFKA Coffee Break if Councilman Campbell is unable to attend. CORRESPONDENCE: The Council reviewed the correspondence. Sharon Hopper was given a copy of all the minutes of the Weld County Finance Corporation. COORDINATOR REPORTS: Cache La Poudre River Study Plan Payment Councilman Al Roberts had just received information about the Cache La Poudre River Study Plan payment. Therefore, his report will be given at the May meeting. 971119 Weld County Council Minutes April 15. 1997 -Page 2 Restaurant Sign As Councilman Ralph Campbell was excused, President Pam Malcom tabled the issue of the restaurant signs. New Program at The Villa President Pam Malcom reported that there were no new buildings being built at The Villa to house new prisoners. She also stated that The Villa has to operate within the Greeley zoning regulations and that the streets in the area around The Villa are patrolled by the City of Greeley police. President Malcom will seek information about The Villa residents going into assisted living homes in local neighborhoods. The Council discussed having a Community Corrections board member speak at a County Council meeting to answer citizens' questions. UNFINISHED BUSINESS: Mr. Barker's Letter Regarding January 7, 1997 Council Minutes The Council instructed Council secretary Bev Thomas to prepare an amended copy of the January 7, 1997 minutes to reflect the quorum at that meeting. Also, a sentence regarding a motion made by former Councilman Jim Gardner needs to be addressed. Clarification of Sheriff Department Jurisdiction in Weld County Councilman Dan Oster discussed his conversation with Sheriff Jordan about the Sheriff Department's jurisdiction. The Sheriff stated that he wants citizens' questions to be directed to him. Councilman Dan Oster and Councilman Al Roberts both understood the Sheriff to say that his personnel would not go into a local municipality except in limited circumstances. The following circumstances were itemized: when the city officials invite the Sheriff, when his personnel are in pursuit of a law offender, when a contract exists with the Sheriffs Department to provide protection within the municipality. Furthermore the Sheriff will go into a municipality if there is a major problem and citizens are not protected in any other way. The Sheriff was complimented by Councilman Dan Oster for his pattern of returning phone calls to citizens. Councilman Oster urged citizens to contact Sheriff Jordan directly. Weld County Council Minutes April 15, 1997 -Page 3 Review of the Weld County Finance Corporation President Pam Malcom stated that the Council is continuing to review the Weld County Finance Corporation. Council members commented on the volume of information to be examined, and stated that their review of the issue would not be completed for several months. For example, Vice President Judy Curtis stated that she would be reviewing the 1996 Weld County Financial statement and it would not be available before the end of June. Citizens were present to hear the Council's review of the Corporation and to offer suggestions for resources the Council may want to use as the investigation continues. On behalf of the Citizens Action Committee Sharon Hopper presented a letter to the Council. The letter asked the Council to direct the Weld County Commissioners to reimburse the Citizens Action Committee for the Committee's. unnecessary legal fees. The Council said that it would not act on the letter as it was not within the realm of the Council's Home Rule -mandated responsibilities. The Council suggested that the Citizens Action Committee should present their letter directly to the Weld County Commissioners. NEW BUSINESS: Payment of the Bills Councilman Al Roberts made a motion to pay the following bills: Bratton's - Office Footstool $ 33.16 Nelson's - Printer Cartridge $ 29.95 Greeley Tribune Subscription $102.00 Mileage for Councilman Ralph Campbell $ 11.88 Mileage & Council Meals for Judy Curtis $ 70.38 Mileage for Councilman Dan J. Oster $ 7.56 Mileage for Councilman Al Roberts $ 36.48 Mileage for President Pam Malcom $ 8.10 Mileage for Bev Thomas $ 7.02 Ramkota $ 201.83 Councilman Dan Oster seconded the motion and it carried unanimously. First Quarter Report to the People President Pam Malcom asked Council members to review a proposed First Quarter Report to the People before the May 20, 1997 Council meeting. Secretarial Research Requests Bev Thomas was asked to reserve the County van for transporting Council members to the May 20, 1997 Council meeting in Briggsdale. Councilman Al Roberts and Bev Thomas are to work on a resolution to pre-set adjournment times for Weld County Council meetings. ADJOURNMENT: The meeting was adjourned at 11:03 p.m.. (J._ii-GY7 Date approved Pqm Malcom, President are>.eun_ Beverly Thomas, Secretary WELD COUNTY COUNCIL REPORT TO THE PEOPLE May 20, 1997 CLE17, The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people the events that have shaped the previous quarter. This report summarizes the activities of the Weld County Council during the first quarter of the calendar year 1997. • • • • • • • • • January 7, 1997 Pam Malcom was elected president of the Council for 1997. Judy Curtis was elected vice president. Resolutions were adopted honoring departing Council members Stephanie Hayward and Jim Gardner. The Council voted to hold 1997 Weld County Council meetings the third Tuesday of each month: six meetings in Greeley at 6:30 p.m., and six meetings at towns out of Greeley at 7:30 p.m.. New coordinator assignments areas for Council members were determined. Council members reviewed information regarding a request that the Council provide secretarial help to the Coroner's office from the Council's budgeted secretarial time. February 18, 1997 The following schedule for the Council's 1997 meeting was adopted: Weld County Centennial Center, Greeley in March, October, November, and December; April in Kersey; May in Briggsdale; June in Frederick; July in Gilcrest; August in Mead; September in Ault. Councilman Al Roberts reported on his research and response to a conflict -of - interest complaint from Mr. Wesley Johnson. The complaint involved Shirley Camenisch's vote on the percent of open space in the Del Camino MUD plan. The Council approved a letter Councilman Roberts had written to Mr. Johnson regarding this matter. Weld County citizens shared their concerns with the Weld County Council. Topics covered included: The relationship between Weld County and the Weld County Finance Corporation, the Sheriff Department's jurisdiction within Weld County, and the authorization process of a new program at the Villa in Greeley. The Council agreed to look into these matters. March 18, 1997 Councilman Al Roberts participated this morning in the KFKA "Coffee Break" interview. Weld County Health Promotion Supervisor Leslie Bangert and Health Education Specialist Kelly Hoime asked for suggestions from the Council regarding their community assessment program. Council members reported that as of March 18, they had found nothing illegal in the formation of the nonprofit Weld County Finance Corporation. Citizens presented their concerns about the corporation and the potential conflict of interest in Weld employees being its officers. The Council decided to continue to review the corporation and how its activities affected Weld County's debt burden. 0 Weld County Council -Report to the People May 20. 1997 -Page 2 of 2 Councilman Al Roberts reported his concern about the Commissioners paying the City of Greeley $17,000 based on an informal agreement of which, according to the Commissioners' February 19, 1997 minutes "there is no formal record of the proceedings." Councilman Al Roberts agreed to follow-up on his questions and report back to the Council. The Council determined that no action was needed on Commissioner Webster's letter. The Use by Special Permit 1135 referenced in the letter had been withdrawn by the applicant. March 31, 1997 • The Weld County Council met with the Board of County Commissioners for a work session. During the first quarter of 1997 Council members have met periodically with County Commissioners and County elected officials and County department heads to gather information and keep the lines of communication open. Council members have also communicated extensively with County citizens to hear their concerns and to answer their questions. This report is not meant to be an exclusive enumeration of the activities entered into by the Council. It is, however, an attempt to communicate with the voters regarding its activities. The County Council believes that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
