Colorado 6G6O1^ • (303J 659.2313 TnnJTnn FA Hydrologic Data Pertaining to Beierle Land Application 49.3.1.2.1 The location and depth of all wells within one mile, depth to water, water use, yield and an evaluation of impact of the proposed application on the groundwater. The location of all domestic, stock and irrigation wells, depth, depth to water and use is indicated on Plate 1. This information was determined from a site investigation and well permits obtained from the Department of Natural Resources, Division Engineers Office. Land application of domestic septage on the subject will not impact groundwater quality underlying the property, or underlying adjacent property and water wells if septage application does not exceed 19,200 gallons per year per acre. Based on site soil conditions, cropping practices and the content of the domestic septage to be applied, the subject site could receive 19,200 gallons per year per acre without exceeding crop agronomic rates for wheat (based on 50 bushels per acre and 50 lb/acre/year nutrient requirement). The following formula, developed by EPA and contained in the EPA Process Design Manual Land Application of Sewage Sludge and Domestic Septage, page 130. AAR= N 0.0026 where: AAR= Annual application rate in gallons per acre per year N=Amount of nitrogen in pounds per acre per year needed by the crop 49.3.1.2.2 Location of all lakes, rivers, streams, springs and bogs within one mile of the site. Plate 1 shows the location of(1) the South Platte river, approximately one mile to the east of the site, (2) Sand Hill lake, approximately one mile to the southeast of the site, (3) the Lupton Bottom Ditch, approximately 3/4 mile to the east of the site, and (4)the Coal Ridge Ditch, which bisects the subject property. Pursuant to 49.2.1.12 the disposal area shall be clearly marked and will be a minimum of 500 feet from a residence and domestic well and 300 feet from any body of surface water. Plate 1 shows the area on the site that shall receive septage in accordance with 49.2.1.12. 49.3.1.2.3 The depth to the annual high groundwater table. A monitoring well was installed in the late fall of 1998 in the center of the subject site as shown on Plate 1. The depth of the montoring well is 16 feet with a 2 inch diameter bore. Within 12 hours of land application of domestic septage by the hauler truck a disk or chisel will be used to incorporate the domestic septage into the soil at a depth of 6" to 12". 49.3.1.4.2 Any provisions for storage of domestic septic sludge at the site including type of storage and spill containment and clean-up procedures; Domestic septage will be stored at the site for application or haul to another approved land application site or waste water treatment plant which accepts this type of septage. On site storage consists of a 6,500 gallon tank trailer located on the northwest corner of the property adjacent to an oil tank farm below the Coal Ridge Ditch. The storage site consists of compacted road base material. Containment berms will be constructed around the site sufficient to contain 120 percent of the on site storage. Spills will be cleaned up by pumping standing septage into a non leaking mobile tank and applied to the subject property and incorporated or hauled off site for disposal at an approved facility. The spill area will be overlaid with a suitable non-contaminated soil incorporated into the spill area and removed and disposed of in an approved land fill facility. 49.3.1.4.3 Types and use of all crops grown on the site during and for 18 months after cessation of domestic septic sludge application; Wheat will be the principal crop grown on this site. 49.3.1.4.4 A schedule of domestic septic sludge application, harvesting, and fallowing of crop lands; Domestic septage will be applied to fallow wheat acres on the site when conditions are suitable. The wheat crop will be planted in the fall or spring in the fallow ground depending on conditions and will be harvested at maturity, typically in the first part of July. Pursuant to 49.2.1.12 the disposal area shall be clearly marked and will be at least 500 feet from a residence and/or domestic well and 300 feet from any body of surface water. Plate 1 shows the area on the site that shall receive septage in accordance with 49.2.1.12. -1- Other Site Application Requirments Pertaining to Beierle Land Application 49.3.1.5 Irrigation methods and scheduling for the site. This subject site is not irrigated and will remain cultivated as a dryland farm. 49.3.1.6 The number of gallons of domestic septic sludge to be applied per acre. Based on soil properties and the agronomic application rate for wheat, no more then 19,200 gallons/acre/year of domestic septage will be applied to fallow acres on the site. 49.3.1.7 Results of piezometric tube monitoring, test bores or other groundwater level monitoring results verifying the annual high groundwater level at the minimum depth which occurs on the site. A monitoring well was installed in the fall of 1998 on the site as shown in the attached Plate 1. This well is located in the area which represents the minimum depth to water for the subject site. Plate 2 shows the area bedrock contours as developed by the USGS. The extrapolation of the bedrock contours under the subject site were verified by bedrock depths from area wells identified on the enclosed Plate 1. 49.3.1.9 Alternate sludge disposal plans, the name and address of the disposal site, the name and address of any operator, and a copy of the contract. 1. (1 1`1 -2- I,Arthur Beierle, Bradley Beierle, Robert Beierle and Samuel Carlson state that: 49.3.1.10 All domestic septage hauled to the site, with the intent of land application, shall be done in a manner which meets the pathogen and vector reduction requirements set forth by the United States Environmental Protection Agency (USEPA) and the Weld County Environmental Protection Services. This shall be accomplished through land application without treatment of the domestic septage and incorporation into the soil using a disk, chisel or other suitable mechanical means, within 6 hours after the application. 49.3.1.11 In the event that land application is not possible, due to inclement weather or soil conditions, the following alternative disposal methods will be used: 1. Transport and disposal of domestic septage to Metro Wastewater Reclamation District, 2. transport and disposal of domestic septage to Fort Collins Wastewater Treatment Facilities, 3. transport, temporary containment and land application to McDonald Farms permitted by the Weld County Board of Health: i. SS920002, S1/2 of the NE1/4 and the S1/2 of the NW1/4 of Section 6, Township 2N, Range 65W ii. 55920004, NE1/4 of Section 5, Township 2N, Range 65W iii. SS960001, NW 1/4 of Section 25, Township 2N, Range 66W. 49.3.1.12 All domesti a kutled to the site with the intent of land application will be off-loa d and/or applies minimum of 60 feet from Weld County Road 20. Pursuant to 49.2.1.12 the disposal area shall be clearly marked and will be a minimum of 500 feet from a residence and domestic well and 300 feet from any body of surface water. Plate 1 shows the area on the site that shall receive septage in accordance with 49.2.1.12. -1- 49.3.1.13 At no time will the application site have an odor reading greater than 7:1 dilution/threshold as measured according to Regulation #2 of the Colorado Air Quality Control Regulations. This will be ensured through the incorporation of the domestic septage withi .urs after application. 49.3.1.14 Prevention of spillage will be accomplished via the direct land application using the haul truck. On site storage is located on the extreme northwest corner of the subject site adjacent to an oil and gas tank farm below the Coal Ridge Ditch. Storage consists of a mobile trailer tank storage of 6,500 gallons (Plate 1). The site has been compacted and overlaid with road base. A small detention berm around the site will be constructed to contain 120 percent of the maximum septage volume stored on site. Spills will be recovered via pumping spillage into non- leaking tanks and transported off site or applied to fallow acres on site. 49.3.1.15 All fugitive dust will be controlled via cropping and minimum tillage techniques. There will be not blowing debris, odor or other nuisance from the subject site since all septage will be incorporated into the soil within 12 hours of application in accordance with 49.2.1.10. 49.3.1.16 The area surrounding the subject site is sparsely populated with residences. All application of septage will be a minimum of 500 feet from these residences pursuant to 49.2.1.9. The surrounding land uses are dry land agricultural which is compatible with the proposed use since land application of domestic septage will be applied to fallow wheat ground and incorporated within 12 hours. 49.3.1.17 No change in land use will take place on the subject property since the land is, and will still be, thy land wheat. The subject site is not within the boundary of a municipal master plan. 49.3.1.18 Current land uses on the property and all adjacent properties is agricultural (zoned agricultural according to Weld County Department of Planning Services). The future use of the subject property is non-irrigated agriculture. All crop restrictions, grazing restrictions and site restrictions, as recommended by the USEPA will adhered to as follows: 1. Crop Restrictions: i. Root crops or table crops, when intended for direct human consumption, shall no be grown on land which has received domestic septage application within the previous 18 months. ii. Animal feed, fiber, and those food crops that do not touch the soil -2- surface shall not be harvested for 30 days after application of the domestic septage. 2. Grazing Restrictions: i. Animals shall not be allowed to graze on the land for 6 weeks after the application of domestic septage. 2. Site Restrictions: i. Public access to septic sludge application sites shall be restricted during the life of the permit and for a period of eighteen (18) months after the last application. Access shall be restricted by the remote locations, fencing, or posting of the site to minimize human contact with domestic septage. The field west of the ditch(approx 30 acres) is approximately 8-10 feet higher in elevation than the field east of the ditch (approx 42.5 acres). A monitoring well was established on the lower (east) field in December 1998 that found groundwater at 8.5 feet. Because of the concern that this does not represent the seasonal high groundwater, the Department is recommending that this field not be applied to until the seasonal high groundwater can be established thru continued monitoring. The west field slopes from west to east approximately 1-3 percent. A 300 ft setback to the ditch is required. (Could require a 300 ft vegetative buffer). If Weld County roads are damaged beyond normal wear and tear by the sludge hauling equipment of the applicant or the applicants' contractor, the applicant will repair the road damage to the satisfaction of the Department of Public Works. The Department of Public Works will be the one to determine when this is warranted. 2. Upon notification by Weld County, the applicant will cease hauling operations, or direct his contractor to cease hauling operations, until the roads are repaired to the satisfaction of the Department of Public Works. Hauling operations will not be allowed to resume until the condition of the road allows heavy hauling without damage being done to the roads. 3. When will the Health Board meet to make decision after the hearing? And that meeting is open, I assume? What is the appeal process? If Health Board supports the application is there a mechanism for the group to appeal ie Board of Commissioners? After that? There was also confusion about the permit itself. You told me that he would have to apply every year. Others said they were told it was a five year application. Please clarify? Will any industrial sewage be a part of this? You mentioned to me that some operations have a holding set up. When that is the case is there a application process for that?
