RE: APPROVE APPLICATION FOR FEDERAL ASSISTANCE FOR INFRASTRUCTURE
ASSISTANCE PROGRAM TO NATIONAL TELECOMMUNICATIONS AND
INFORMATION ADMINISTRATION AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Federal Assistance
for Infrastructure Assistance Program to the National Telecommunications and Information
Administration from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Regional Communications
Center, with terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Federal Assistance for Infrastructure Assistance
Program to the National Telecommunications and Information Administration from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Weld County Regional Communications Center, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

Alternate II. Grantees Who Are Individuals
As required by the Drug -Free Workplace Act of 1988, and
. implemented at 15 CFR 26, Subpart F, for grantees, as defined at 15
CFR Part 26, Sections 26.605 and 26.610 -
(A) The grantee certifies that, as a condition of the grant, he or she
will not engage in the unlawful manufacture, distribution, dispensing,
possession, or use of a controlled substance in conducting any
activity with the grant;
(B) If convicted of a criminal drug offense resulting from a violation
occurring during the conduct of any grant activity, he or she will report
the conviction, in writing, to the Director, Office of Federal Assistance,
Office of Federal Assistance and Management Support, HCHB Room
6054, U.S. Department of Commerce, Washington, DC 20230. When
notice is made to such a central point, it shall include the identification
number(s) of each affected grant.
3. LOBBYING
As required by Section 1352, Title 31 of the U.S. Code, and
implemented at 15 CFR Part 28, for persons entering into a grant,
cooperative agreement, or contract over $100,000, or loan or loan
guarantee over $150,000, as defined at 15 CFR Part 28, Sections
28.105 and 28.110, the applicant certifies that to the best of his or her
knowledge and belief:
(1) No Federal appropriated funds have been paid or will be paid, by
or on behalf of the undersigned, to any person for influencing or
attempting to influence an officer or employee of an agency, a
Member of Congress, an officer or employee of Congress, or an
employee of a Member of Congress in connection with the awarding
of any Federal contract, the making of any Federal grant, the making
of any Federal loan, the entering into of any cooperative agreement,
and the extension, continuation, renewal, amendment, or modification
of any Federal contract, grant, loan, or cooperative agreement.
(2) If any funds other than Federal appropriated funds have been paid
or will be paid to any person for influencing an officer or employee of
an agency, a Member of Congress, an officer or employee of
Congress, or an employee of a Member of Congress in connection
with this Federal contract, grant, loan, or cooperative agreement, the
undersigned shall complete and submit Standard Form-LLL,
'Disclosure Form to Report Lobbying,' in accordance with its
instructions.
(3) The undersigned shall require that the language of this certification
be included in the award documents for all subawards at all tiers
(including subcontracts, subgrants, and contracts under grants, loans,

CERTIFICATIONS REGARDING DEBARMENT, SUSPENSION, AND
OTHER RESPONSIBILITY MATTERS; DRUG -FREE WORKPLACE REQUIREMENTS
AND LOBBYING
Applicants should refer to the regulations cited below to determine the certification to which they are required to attest. Applicants should also review
the instructions for certification included in the regulations before completing this form. Signature on this form provides for compliance with certification
requirements under 15 CFR Part 26, "Govemmentwide Debarment and Suspension (Nonprocurement)," and "Govemmentwide Requirements for
Drug -Free Workplace' and 15 CAR Part 28, 'New Restrictions on Lobbying.' The certification shall be treated as a material representation of fact
upon which reliance will beplacedwhen the Department of Commerce determines to award the covered transaction, grant, or cooperative agreement.
1. DEBARMENT, SUSPENSION, AND OTHER RESPONSIBILITY
MATTERS
As required by Executive Order 12549, Debarment and Suspension,
and implemented at 15 CAR Part 26, for prospective participants in
primary covered transactions, as defined at 15 CFR Part 26, Sections
26.105 and 26.110 -
(1) The prospective primary participant certifies to the best of its
knowledge and belief, that it and its principals:
(a) Are not presently debarred, suspended, proposed for debarment,
declared ineligible, or voluntarily excluded from covered transactions
by any Federal department or agency;
(b) Have not within a three-year period preceding this proposal been
convicted of or had a civil judgment rendered against them for
commission of fraud or a criminal offense in connection with
obtaining, attempting to obtain, or performing a public (Federal, State,
or local) transaction or contract under a public transaction; violation
of Federal or State antitrust statutes or commission of embezzlement,
theft, forgery, bribery, falsification or destruction of records, making
false statements, or receiving stolen property;
(c) Are not presently indicted for or otherwise criminally or civilly
charged by a government entity (Federal, State, or local) with
commission of any of the offenses enumerated in paragraph (1)(b) of
this certification; and
(d) Have not within a three-year period preceding this
application/proposal had one or more public transactions (Federal,
State, or local) terminated for cause or default.
(2) Where the prospective primary participant is unable to certify to
any of the statements in this certification, such prospective participant
shall attach an explanation to this proposal.
2. DRUG -FREE WORKPLACE REQUIREMENTS
Alternate I. Grantee Other Than Individuals
As required by the Drug -Free Workplace Act of 1988, and
implemented at 15 CFR Part 26, Subpart F, for grantees, as defined
at 15 CFR Part 26, Sections 26.605 and 26.610 -
A. The grantee certifies that it will or will continue to provide a drug- ,
free workplace by:
(a) Publishing a statement notifying employees that the unlawful
manufacture, distribution, dispensing, possession, or use of a
controlled substance is prohibited in the grantee's workplace and
specifying the actions that will be taken against employees for
violation of such prohibition;
(b) Establishing an ongoing drug -free awareness program to inform
employees about -
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining a drug -free workplace;
(3) Any available drug counseling, rehabilitation, and employee
assistance programs; and
(4) The penalties that may be imposed upon employees for drug
abuse violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the
performance of the grant be given a copy of the statement required
by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a)
that, as a condition of employment under the grant, the employee will
(1) Abide by the terms of the statement; and
(2) Notify the employer in writing of his or her conviction for a violation
of a criminal drug statute occurring in the workplace no later than five
calendar days after such conviction;
(e) Notifying the agency in writing, within ten calendar days after
receiving notice under subparagraph (d)(2) from an employee or
otherwise receiving actual notice of such conviction. Employers of
convicted employees must provide notice, including position title, to
the Director, Office of Federal Assistance, Office of Federal
Assistance and Management Support, HCHB Room 6054, U.S.
Department of Commerce, Washington, DC 20230. Notice shall
include the identification number(s) of each affected grant;
(f) Taking one of the following actions, within 30 calendar days of
receiving notice under subparagraph (d)(2), with respect to any
employee who is so convicted -
(1) Taking appropriate personnel action against such an employee,
up to and including termination, consistent with the requirements of
the Rehabilitation Act of 1973, as amended; or
(2) Requiring such employee to participate satisfactorily in a drug
abuse assistance or rehabilitation program approved for such
purposes by a Federal, State, or local health, law enforcement, or
other appropriate agency;
(g) Making a good faith effort to continue to maintain a drug -free
workplace through implementation of paragraphs (a), (b), (c), (d), (e),
and (f).
B. The grantee shall insert in the space provided below the site(s) for
the performance of work done in connection with the specific grant:

1. Has the legal authority to apply for Federal assistance and the
institutional, managerial, and financial capability (including
funds sufficient to pay the non -Federal share of project cost) to
ensure proper planning, management, and completion of the
project described in this application.
2. Will give the awarding agency, the Comptroller General of the
United States, and if appropriate, the State, through any
authorized representative, access to and the right to examine
all records, books, papers, or documents related to the award;
and will establish a proper accounting system in accordance
with generally accepted accounting standards or agency
directives.
3. Will establish safeguards to prohibit employees from using
their positions for a purpose that constitutes or presents the
appearance of personal or organizational conflict of interest, or
personal gain.
4. Will initiate and complete the work within the applicable time
frame after receipt of approval of the awarding agency.
5. Will comply with the Intergovernmental Personnel Act of 1970
(42 U.S.C. §§ 4728-4763) relating to prescribed standards for
merit systems for programs funded under one of the nineteen
statutes or regulations specified in Appendix A of OPM's
Standards for Merit Systems of Personnel Administration (5
CFR 900, Subpart F).
6. Will comply with all Federal statutes relating to
nondiscrimination. These Include but are not limited to: (a)
Title VI of the Civil Rights Act of 1964 (P.L. 88-352), which
prohibits discrimination on the basis of race, color, or national
origin; (b) Title IX of the Education Amendments of 1972, as
amended (20 U.S.C. §§ 1681-1683, and 1685-1686), which
prohibits discrimination on the basis of sex; (c) Section 504 of
the Rehabilitation Act of 1973, as amended, (29 U.S.C. § 794),
which prohibits discrimination on the basis of handicaps; (d)
the Age Discrimination Act of 1975, as amended (42 U.S.C. §§
6101-6107), which prohibits discrimination on the basis of age;
(e) the Drug Abuse Office and Treatment Act of 1972 (P.L 92-
255), as amended, relating to nondiscrimination on the basis
of drug abuse; (f) the Comprehensive Alcohol Abuse and
Alcoholism Prevention, Treatment, and Rehabilitation Act of
1970 (Pl. 91-616), as amended, relating to nondiscrimination
on the basis of alcohol abuse or alcoholism; §§ 523 and 527 of
the Public Health Service Act of 1912 (42 U.S.C. 290 dd-3 and
290 ee-3), as amended, relating to confidentiality of alcohol
and drug abuse patient records; (h) Title VIII of the Civil Rights
Act of 1968 (42 U.S.C. § 3601 et seq.), as amended, relating
to nondiscrimination in the sale, rental, or financing of housing;
(i) any other nondiscrimination provisions in the specific
statute(s) under which application for Federal assistance is
being made; and (j) the requirements of any other
nondiscrimination statute(s) which may apply to the
application.

7. Will comply, or has already complied, with the requirements of
Titles II and III of the Uniform Relocation Assistance and Real
Property Acquisition Policies Act of 1970 (P.L. 91-646), which
provide for fair and equitable treatment of persons displaced or
whose property is acquired as a result of Federal or federally
assisted programs. These requirements apply to all interests_..
in real property acquired for project purposes regardless of
Federal participation in purchases.
8. Will comply with provisions of the Hatch Act (5 U.S.C. §§ 1501-
1508 and 7324-7328), which limit the political activities of
employees whose principal employment activities are funded
in whole or in part with Federal funds.
9. Will comply, as applicable, with the provisions of the Davis -
Bacon Act (40 U.S.C. §§ 276a to 276a-7), the Copeland Act
(40 U.S.C. § 276c and 18 U.S.C. § 874), and the Contract
Work Hours and Safety Standards Act (40 U.S.C. §§ 327-333),
regarding labor standards for federally assisted construction
subagreements.
10. Will comply, if applicable, with flood insurance purchase
requirements of Section 102(a) of the Flood Disaster
Protection Ad of 1973 (P.L. 93-234), which required recipients
in a special flood hazard area to participate in the program and
to purchase flood insurance if the total cost of insurable
construction and acquisition is $10,000 or more.
11. Will comply with environmental standards which may be
prescribed pursuant to the following: .;a) institution of
environmental quality control measures under the National
Environmental Policy Act of 1969 (P.L. 91-190) and Executive
Order (EO) 11514; (b) notification of violating facilities pursuant
to EO 11738; (c) protection of wetlands pursuant to EO 11990;
(d) evaluation of flood hazards in flood plains in accordance
with EO 11988; (e) assurance of project consistency with the
approved State management program developed under the
Coastal Zone Management Act of 1972 (16 U.S.C. §§ 1451 et
seq.); (f) conformity of Federal actions to State (Clean Air)
Implementation Plans under Section 176(e) of the Clean Air
Act of 1955, as amended (42 U.S.C. § 7401 et seq.); (g)
protection of underground sources of drinking water under the
Safe Drinking Water Act of 1974, as amended (P.L. 93-523);
and (h) protection of endangered species under the
Endangered Species Act of 1973, as amended (P.L. 93-205).
12. Will comply with the Wild and Scenic Rivers Act of 1968 (16
U.S.C. §§ 1271 et seq.), related to protecting components or
potential components of the national wild and scenic rivers
system.

13. Will assist the awarding agency in assuring compliance
with Section 106 of the National Historic Preservation Act
of 1966, as amended (16 U.S.C. 470), EO 11593
(identification and protection of historic properties), and the
Archaeological and Historic Preservation Act of 1974 (16
U.S.C. 469a -I et seq.).
14. Will comply with P.L 93-348 regarding the protection of
human subjects involved in research, development, and
related activities supported by this award of assistance.

Executive Summary:
This is a project intended for the Public Safety primary application area. The primary goal
of this project is to provide mobile computer terminal (MCT) access, for the smaller law
enforcement agencies within Weld County, to dispatch services of the Weld County Regional
Communications Center (WCRCC), computer aided dispatch (CAD) records, and NCIC/CCIC
information. The following Weld County, municipal law enforcement agencies will benefit from
this project application: Ault, Dacono, Eaton, Evans, Firestone, Frederick, Gilcrest, Johnstown,
Kersey, LaSalle, Lochbuie, Milliken, Platteville, and Windsor.
A laptop PC through a mobile radio modem, transmitting over an 800 MHZ frequency, is
utilized to facilitate this data transfer to the patrol officer in the field. This technology is cost
prohibitive for these municipalities without the assistance available through this grant program.

Project Narrative:
Weld County may have the highest number of municipal law enforcement agencies and
school districts of any county in Colorado. There are twenty-one (21) law enforcement agencies
and thirteen (13) school districts that have facilities and functional responsibilities in Weld
County. There are approximately 183,000 citizens residing within the 4,004 square miles of
Weld County, which includes both rural/agricultural and urban populations. The diversity in
socioeconomic conditions within the County make the need for community coordination and law
enforcement cooperation vital to the provision of effective, efficient law enforcement services.
In the early part of 1993, the Greeley Police Department and Weld County Government
combined the communications and dispatch services of two individual agencies to form the Weld
County Regional Communications Center (WCRCC). This center currently provides emergency
dispatch services for sixteen (16) law enforcement agencies, twenty-four (24) fire departments,
and three (3) EMS providers, including an "Air -Life" helicopter unit. These dispatch services
provide comprehensive coverage of Weld County, utilizing a system of seven (7) strategically
placed tower sites as the terrestrial backbone of our system.
The WCRCC schedules maintenance and radio repair services for member agencies.
Further, we perform NCIC/CCIC terminal operations for information inquiry requests from user
agencies, and operates/maintains the E-911 emergency telephone system for all communities,
except Ft. Lupton, within Weld County.
All voice transmission radio traffic for law enforcement in Weld County is restricted to
four frequencies. Two of these frequencies are exclusively utilized by the Greeley Police
Department, as primary and clearance/tactical channels. The other two are shared by the Weld
County Sheriff's Department and the other fourteen law enforcement agencies within the County.
Needless to say, air time on these frequencies is extremely crowded and often times very hectic.
This has most certainly been an officer safety concern for all of the agencies involved.

In 1991, the Greeley Police Department moved to remedy some of these crowding
problems, and increase the information accessible to their field officers, through the installation of
mobile computer terminals (MCT's) in all of their patrol vehicles. The Weld County Sheriff's
Department installed the same technology in their patrol fleet during 1993 and 1994. These
terminals allow patrol officers access to a variety of information sources from the field, without
use of voice transmissions. Officers access local criminal records/reports, computer aided
dispatch (CAD) services and subsequent records, terminal -to -terminal Messaging, electronic mail,
local Department of Motor vehicle and Department of Revenue (driver's lie.) records, and
NCIC/CCIC clearance capabilities.
The City of Greeley, Fire Department, and the Weld County Ambulance have added this
technology to all of their field operations vehicles during the last year.
In the majority of law enforcement agencies in Weld County, excluding the Greeley Police
Department and the Weld County Sheriff's Department, there are an average of five (5) officers
per department. In law enforcement agencies of this size, with very limited operating budgets, it
will be nearly impossible for them to acquire and benefit from this communications and
information technology without assistance. The joint resources of the United States Department
of Commerce, National Telecommunications and Information Administration via the
Telecommunications and Information Infrastructure Assistance Program (TIIAP) and the Weld
County Regional Communications Center can make this technology available to these local law
enforcement agencies.
There are currently in excess of sixty-two (62) MCT's in use, accessing the WCRCC CAD
system, local records management, DMV/DOR information, and NCIC/CCIC clearances. We are
proposing that an additional thirty-one (31) MCT's be purchased and installed (two for every law
enforcement County law enforcement agency except Weld County SO, and three (3) for Greeley
PD), and training be conducted by local personnel to facilitate systems wide access to this
technology and available information.
Installation of these terminals will:
* Reduce voice traffic on existing law radio frequencies, keeping air -time available for
tactical scenes and in -progress calls
* Reduce service requests of communications personnel by enabling patrol officers to query
DMV & DOR records without assistance
* Allow patrol officers to direct access NCIC/CCIC clearances
* Allow for secured communications between patrol officers throughout the county, and/or
between patrol officers and communications center personnel, utilizing a digitized signal
* Serve as a platform for additional information services to be brought to the field officers
(ie; GPS technology, mapping, crime analysis, photo display, etc.)
* Allow for access by the small agencies into the local data base, which is currently
unavailable to them

Technical approach
The technology being used is proven hardware and software that, in some part, has been
used since 1991 by the Greeley Police Department. The radio infrastructure is two (2) 800 MHZ,
dedicated (non-trunked) frequencies. Two channels were installed to allow for redundancy in the
operation of the system, as well as to allow a through -put capability for transmission of large
blocks of data such as inquiries and reports from a local data base system.
In 1993, design was completed to install 3 additional radios sites, using the same two
original radio frequencies. Use of a Data Radio Multi Site Controller allows the "steering" of the
responses to the appropriate tower for subsequent transmission to the appropriate car device.
Information/Data flow
(Please refer to diagram labeled "Greeley Automobile Configuration")
The mobile units are configured with a P.C. (All laptop style). 386 or newer, 2 meg
memory or more. The P.C. uses Windows 3.1x, and runs Tiburon "Mako" terminal software. The
serial port of the P.C. is cabled to a Data Radio Mobile Radio Modem (MRM). This device is
then cabled to a dedicated radio. Communications with the radio base stations are at a speed of
4800 BAUD. For Weld County, the 4800 BAUD choice would allow for the most distance from
tower to mobile coverage available. Each MRM supplied by Data Radio has a different "name",
which is defined by the specific programming of the MRM via an address being "burnt in" to a
chip internal to the MRM. When a message is sent from the Mobile units the MRM "parses" the
data stream into packets of 256 bytes (or less) for transmission, and then sends the individual
packets to the radio device. Each packet contains the device address that is assigned to the MRM.
Any additional packets will not be sent until the MRM receives an acknowledgment (ACK) from
the Base Station Controller (BDLC). If an ACK is not received the MRM will attempt to re -send
the same packet, and will eventually initiate a "hunt" of other towers to communicate with if it is
unsuccessful communicating with the tower site.

Once a data packet is sent from the mobile unit, it should be received by, at least one, of
the 4 radio tower sites base stations. The data packets are re -assembled by the BDLC, and then
transmitted to the MSC, either by way of 2GHZ micro -wave or leased data communications lines.
The LaSalle, Tri-Area, and North towers use micro -wave links, while the Empire site is close
enough to the MSC site to use leased phone lines. If more than one tower site receives the in-
coming data, the MSC will accept input from only one of those locations. When the host
computer, using Tiburon Computer Aided Dispatch and Switch software, replies to an incoming
message, the reply is routed to the MSC. The MSC will send the reply to the initiating device,

routing the reply to the last tower site that had successfully communicated with the mobile unit.
Positive communications is required, in that the MSC must receive an ACK from the addressed
mobile. If the ACK is not received, then the MSC initiates a "hunt" for the addressed mobile,
using a pre -define pattern. This procedure allows for the mobile devices to move, and then be
located, not unlike a cell phone operation.
The normal, operational range of the 800 MHZ system allows for an effective range of a
25 mile radius around the transmitting tower site. Weld County is an area of 4,004 square miles,
with borders of over 100 miles in some areas. Specific efforts have been made to accommodate
the use of mobile units in that wide geographical area. The multi -site installation, and the 4800
BAUD operation were selected to address the specific, wide area, needs.

A coverage study was done to determine the operational reality of the network. The
circles drawn on the map represent the actual distance limitations of the various tower sites.
Essentially, the infrastructure allows for reliable mobile data communications with -in the
populated areas of the whole county.
The host system, located at Weld County Dispatch is directly connected to the MSC. This
host system is a "switch" type system, in that it connects to numerous other systems. Currently
the host system also contains a "local" database consisting of an Inter -agency database for all of
Weld county. The host system is connected to the Colorado Bureau of Investigation's computer,
via a leased line. This capability allows for direct inquiry into the State and N.C.I.C. systems,
with all replies being routed back to the originating mobile unit..
The host system uses a Unix operating system and an Ethernet network with TCP/IP
protocol. This capability will allow for connections to other systems, as they arise, with a
minimum of difficulty.
Growth of the system will be possible, as the system was designed in a modular fashion.
As an example, the Greeley Police Department is starting to "phase" in new P.C.s in the mobile
units. No other changes need to be made to accommodate that change. As radio technology
changes, the radio device can be replaced with out affecting the other components. New tower
sites can be added by reconfigureing the MSC to allow for a larger area coverage. Current load
studies indicate that the existing system can support approximately 100 active mobiles per radio
frequency, for a total of 200 active devices before any further enhancements would be needed.
Through the installation of a GPS device and a multiplexer for the MRM, and software at the host
system, AVL and other location based services can be selectively installed.
At the time of the initial infrastructure creation (1991) there were no commercial offerings
for similar data communication services. Recently, cellular packet communications have been
offered that will provide similar capabilities. However, there are serious cost issues that can not

be matched with the operational cost of the existing system. Further, the amount of data being
transmitted by the existing system would not be feasible via other systems. There are also serious
concerns regarding the security of some of the other commercial services. With the existing
system, each data transmission is handled within a controlled environment, and it includes data
being sent to a "hard coded" specific device, and the communications from that device is a
positive communications protocol which acknowledges receipt by the intended device.
There are a number of partnerships which will contribute to the viability and success of
this project. The WCRCC will play a pivotal role in implementing the necessary changes in
protocol, regarding dispatching of police services in the affected communities, and the provision
of support services as required to resolve incidents as they arise. Select personnel from the
communications center, the Greeley Police Department, and the Weld County Sheriff's
Department will provide the necessary orientation and training for officers who will be new users
of this system.
The proposed system utilizes software developed and provided by Tiburon, Inc., out of
San Francisco, California. Tiburon provides the operating software for our Records Management
System (RMS) and CAD functions. The hardware and software utilized to make the radio
connections which make this system viable are provided by Data Radio, Atlanta, Georgia. The
City of Greeley and the WCRCC maintains ongoing contractual maintenance agreements with
both of these entities for provision of technical support for these assets.
The Weld County Regional Criminal Justice Records center and the Colorado Bureau of
Investigation (CBI) will each have a stake in monitoring and regulating the access to and use of
criminal justice records via the MCT's. The Weld County office will provide training to users
about accessible records, and the appropriate/inappropriate use/dissemination of that information.
Each user will be required to sign a "confidentiality agreement" (Please see attachment) to be able
to access this information. The Colorado Bureau of Investigation will also provide instruction to
users about accessing DOR & DMV records, as well as NCIC/CCIC clearances. CBI will license
users of their data base by issuing Operator Security Numbers (OSN) to those who pass their
course work.. The users are required to renew their respective OSN's every two (2) years.
Finally, at the consolidation of the Greeley Police and Weld County communications
centers in 1993, a WCRCC:Communications Advisory Board was officially established. This
advisory board is comprised of fourteen (14) designated representitatives of the user agencies of
our communications services. This membership is consulted regarding proposed policy or
protocol changes, conflict resolution, and acts as a direct liason between the WCRCC and user
agencies. The members of this board will play integral roles as vested partners in this project as it
develops and expands.
There have been no formal community meetings to discuss the need for this type of
technology to be made available, however, it has been discussed on several occasions in forum

with the Weld County Chiefs of Police Association. There is system wide support for this type
of grant application/assistance. We have obtained several letters of support for this project, on
fairly short notice. (See Attached) There is a significant need amongst our County agencies for
this type of information technology. For most of these police agencies, this will be the single most
significant technological advancement for their departments during the 1990's. It is essential that
these agencies have access to state-of-the-art information technologies to enable them to have a
fighting chance with an increasingly intelligent criminal element.
Information needed to effect an evaluation of this project includes: the number of CAD
incidents documented, the number of criminal arrests made County wide, the number of CBI
queries made by the communications center vs. The number made from the MCT units,
documentation of MCT query types and arrests resulting from those queries, the number of
terminal transactions conducted monthly, documentation of interagency communications and
benefits thereof, and documentation of administrative activities logged by user agencies. Agencies
assigned as users will supply the WCRCC with the administrative data required, which is
unavailable through the National Incident Based Reporting System (NIBRS) or the local ARSPC
agency data collection system. This data will be utilized to conduct on -going evaluation(s) of the
system to determine which components seem to have the most significant impact on effectiveness
and efficiency of police services delivery. Further, this analysis will provide a platform for future
enhancements/developments and upgrades needed to meet the information needs of patrol officers
in the field.
Finally, a needs assessment and user survey will be conducted during the last quarter of
this project to solicit irformation from users about their levels of satisfaction with the MCT
system, areas of needed training, and suggestions for enhancement of services. This
assessment/survey will be a critical element in our quality improvement cycle regarding our
information services endeavors.
A quarterly report regarding the development and evaluation of this project will be
completed by the WCRCC Director and the MIS Manager, and made available to the US
Department of Commerce, National Telecommunications and Information Administration, the
Weld County Chiefs of Police Association, and the WCRCC: Communications Advisory Board.
Information pertaining to this project will also be shared at the annual Tiburon User's Conference,
the Colorado Chiefs of Police Law Enforcement Expo, and with all agencies visiting the
WCRCC. (**Note: The WCRCC is a beta test site and "showcase" installation for Tiburon. We
frequently have large groups of communications and informations services personnel visiting our
facility.)

JUSTICE INFORMATION SYSTEMS
THIS AGREEMENT made this day of , 199,
by and between the CITY OF GREELEY, COLORADO (hereinafter referred to as "City"),
WELD COUNTY, COLORADO (hereinafter referred to as "County") and
(hereinafter referred to as "User") for access and use of
criminal justice information system.
WITNESSETH:
WHEREAS, an Intergovernmental Agreement for the operation and maintenance of
communications, records and criminal justice information system has been entered into on the 3rd
day of May, 1993, as subsequently amended; and
WHEREAS, User desires criminal justice records management services and access to the
criminal justice records information system operated by the City and County; and
WHEREAS, User has reviewed and agrees to the terms and conditions of use of such
information, as determined in the Intergovernmental Agreement between the City and County; and
WHEREAS, User provides governmental functions for use of criminal justice records and
information; and
WHEREAS, the City and County are authorized to enter into this agreement by virtue of
§ 29-1-203, C.R.S., art. 2, § 2-3, Weld County Home Rule Charter; and the City of Greeley
Charter, § 3-7.
NOW THEREFORE, in consideration of the following mutual promises and covenants,
the parties agree as follows:
1. The Greeley/Weld Criminal Justice Information System shall provide criminal justice
records management services for user upon the terms and conditions of the criminal justice records
management services agreement attached hereto as Exhibit "A" and incorporated herein by
reference.
2. User is allowed access to the City/County criminal justice information system pursuant
to the terms and conditions of the Intergovernmental Agreement entered into between the City and
County as modified by directions and discretion of the City and County.
3. User and its employees are hereby required to maintain the integrity and confidentiality
of the criminal justice information system and, as such, are required to execute the Greeley/Weld
County Public Safety System Confidentiality of Information Agreement attached

hereto as Exhibit "B" and incorporated by reference. Additionally, the User specifically agrees
that paragraph 13 of the City/County Intergovernmental Agreement, as amended, binds the User
to confidentiality pursuant to the Colorado Open Records Act and penalties for violation thereof.
4. The User shall indemnify and save harmless and defend the City and County, their
agents, servants and employees from and against any and all claims, liability, losses, and/or causes
of action, including the reasonable cost of defense which is caused by any intentional and/or
negligent act or omission of the User, its agents, servants, or employees in the performance and
use of information obtained pursuant to this agreement.
The User also agrees to indemnify and defend the City and County, their agents, servants
and employees from and against all tort liability arising out of any claim, demand, or cause of
action of whatsoever kind or nature, and arising out of any conduct or misconduct of the User not
included in the paragraph above for which the City and County, their agents, servants or
employees, are alleged to be liable for providing criminal justice records management services for
User.
5. No portion of this Agreement shall be deemed to constitute a waiver of any immunities
which the City or the County or their officers or employees may possess, nor shall nay portion
of this Agreement be deemed to have created a duty of care on the part of either part to any
persons not a party to this Agreement.
6. No portion of this Agrezment shall be deemed to create an obligation on the part of the
City or County to expend funds not otherwise appropriated in each succeeding year.
7. It is specifically understood and agreed that User is not a party to the City/County
Intergovernmental Agreement and accrues no rights or benefits to any of the terms, covenants,
or conditions of said agreement, either as a party or a third -party beneficiary, and User hereby
agrees that the terms or conditions of the City/County Intergovernmental Agreement do not in any
manner provide privity or standing to the User to enforce any of the terms and conditions of the
Intergovernmental Agreement between the City or County.
8. This agreement is for an indefinite term and subject to revocation without notice to the
User in the sole discretion of the City, the County, or both.

BUDGET NARRATIVE:
6a. PERSONNEL
Project Director. The Project Director will oversee all aspects of the grant. Responsibilities will
include: ensuring that budget and timetable targets are met, preparing project reports, conducting
on -going evaluations of project effectiveness, making presentations to user groups/advisory
boards/granting authority, and supervising project staff. The Project Director will work 10% of
the time for 12 months. Based on an annual salary of $66,000, the cost to the project will be
$6,600.

Information Services Manager. The Information Services Manager will coordinate purchase
and acquisition of all radio/computer equipment and software, schedule installation of radio
equipment and associated hardware, load operating software, configure remote terminals, and
troubleshoot system operations. The Information Services Manager will work 20% of the time
for 12 months. Based on an annual salary of $61,000, the cost to the project will be $12,200.

MCT Trainer. The MCT Trainer(s) will design and develop curricula and conduct training
classes for end users at ten (10) separate locations during the project year. The MCT Trainer(s)
will conduct training regarding CAD functions, E-mail options, terminal message functions, and
local data base access and queries using the MCT's. The MCT Trainers (2 per class) will be
teaching these classes in eight (8) hour blocks at each of the locations, at $22.00 per hour per
instructor. $22 x 2 x 8 x 10 = total project cost of $3,520.

CCIC Trainer. The CCIC Trainer(s) will design and develop curricula and conduct training
classes for end users at ten (10) separate locations during the project year. The CCIC Trainer(s)

and statewide terminal communications. The CCIC Trainers (2 per class) will be teaching these
classes and administering the State's OSN testing in eight (8) hour blocks at each of the locations,
at $22.00 per hour, per instructor. $22 x 2 x 8 x 10 = total project cost of $3,520.

6d. EQUIPMENT
Personal Computers. One computer will be installed in each of the thirty-three (33) patrol
vehicles receiving the MCT capabilities, per this project application. Three of these MCT's will
be installed in Greeley Police Department patrol vehicles. The remaining twenty-eight (28) will be
installed in two (2) vehicles per department, for the fourteen (14) dispatch user agencies
previously identified. Each computer will cost $2,800.

Mobile Radio Modems. An external modem is required for the computer/radio interface in each
of the patrol vehicles targeted to receive the MCT capabilities, per this project application. Each
of the external (mobile radio) modems will cost $1,000 per vehicle.

Radios. Each MCT unit requires transmitting capabilities provided via a Motorola Spectra radio.
Each of these radio units will cost $1,800 per vehicle.

MCT Mounts. Each of the MCT units are hard mounted in the patrol vehicles utilizing a
"Gamber-Johnson" terminal mount. Each of these MCT mounts will cost $400 per vehicle.

Tower Infrastructure. In 1994, Weld County built a backbone infrastructure of strategically
placed radio towers to support this MCT information transfer County -wide. This was developed
and implemented wholly with local funding and support. This infrastructure is an integral element
in facilitating this project, and providing the capability for the proposed agencies to receive and
utilize the MCT technology. This infrastructure will continue to be maintained, at no cost to the
user agencies, as a line item maintenance contract with Front Range Communications. A listing
of the equipment purchased to build this infrastructure is attached. The equipment purchased to
establish this infrastructure cost $147,940. (This expense is listed as an "In -Kind contribution".)

Misc. Equipment. The following equipment was purchased in addition to that quoted in the
construction of the tower infrastructure:
* Multi-plex Units: Combines two data channels into one for transmission to the
tower sites by way of microwave. Total cost was $6,960.
* DataRadio 8 Port Controller (MSC): Allows inquiry replies from the host system
to be routed to the appropriate tower for transmission to the mobile units. Total
cost was $32,850
* DataRadio Base Station Controller (BDLC): Converts digital information to a
useable radio format. It also controls the transmitting radio unit (base station).
Total cost was $16,308.

facilitates the mobile PC interface with the WCRCC, CCIC, other user terminals, and local data
bases. The Tiburon software will cost $240 per vehicle.

6f. CONTRACTUAL
Radio Technician. The Radio Technician will install and configure all radio hardware, laptop
mounting and security brackets, and radio modems per specifications supplied by the WCRCC.
The installation of these units has been bid at $600 per vehicle. We are proposing installation of
MCT units in thirty-one (31) patrol vehicles in Weld County. $600 x 31 = total project cost of
$18,600.

DataRadio Technical Services. At the time when the Weld County first began researching data
transfer to mobile units in the field there were no commercial offerings for technology tailored to
our applications. DataRadio was contracted to provide technical services to assist in the

project is integral to the availability and application of the technology throughout Weld County
today. The initial expense to Weld County in this project development was $15,625. (This
expense is listed as an "In -Kind contribution.")
