Co. 80534 POLICE DEPARTMENT (970) 532-2611 Dear Mayor Martinez: This letter is to follow up on the actions of your Town Board regarding the ongoing concerns of the Berthoud Town Board relative to the recent annexation proceedings of a portion of the I-25/Hwy 56 Interchange. Prior to the Annexation hearing, you, Dale Hall and I met to discuss possible ways of addressing the perceived problems that related to the proposed annexation. During the discussions it was suggested that Johnstown delay action on the annexation until the two boards (Berthoud and Johnstown) met to discuss the concerns associated with the proposed annexation (mainly concerns of Berthoud) and to see if there was a way that development in the area of I-25/Hwy 56 could be of mutual benefit to both communities. In review, it seems that both Boards have made some errors in that without much thought there was an immediate reaction to individual conversations that really seemed to close the door as far as positive communications between the two Boards. If we are not able to overcome this reaction, we (all of us) will come out as losers in a situation that could have been viewed as positive. I am aware that you are scheduled to review the request of Berthoud for reconsideration of the annexation of the intersection of the I-25/Hwy 56 interchange. Through a very positive exchange of information, and an open minded view of how disturbing this annexa- tion is to Berthoud, an in depth discussion of possible resolutions to these concerns could occur. To recap some of the first conversations we had, you stated that Berthoud had never indicated that there was any intent to annex to the east of the Town. This is correct in that we (Trustees) felt that it was and still is premature for development to take place at the intersection of concern unless it would be of the highest quality and an enhancement to the I-25 corridor. This is one of the very few virgin intersections in the corridor and should be treated as something special. In our discussions, both of us expressed that we (Johnstown and Berthoud) need to continue efforts to work with each other in a manner that includes open communication and that addresses future development in the areas where there is mutual interest. et: a.; cei , Pt!, ift- 970491 I am hoping that in a joint effort, we can re-establish a relationship that will be of mutual benefit to all of us. In closing,.I feel that mistakes were made by both communities and that if we fail to learn from and correct those mistakes, our leadership is less than what we are charged with as elected officials. This letter is not to criticize the actions of either Board, but to recognize the importance of working together to resolve mutual problems. I hope that in the very near future either committees of both Boards or the full Boards can sit down for a positive discussion of mutual issues.
