IN THE MATTER OF COUNTY WHEREAS, CLIFFORD C. JACKSON, of Weld County, Colorado, has presented to the Board
RETAIL 3.2% BEER LICENSE of County Commissioners of Weld County his application for a county retail license for sale of
NO. 629: 3.2% beer only, and the said applicant, having paid to the County Treasurer of Weld County the
sum of Fifty Dollars ($50.00) therefore, and having produced a state retail license for sale
of 3.2% beer only, outside the corporate limits of any town or city in the County of Weld, at
the location described as follows:
dba Ray's Cafe, 1st Avenue & 18th Street, Greeley, Colorado
And the County Commissioners, having examined the said application and the other
qualifications of the applicant do hereby grant license Number 629 to said applicant to sell
3.2% beer only at retail, at said place, and do hereby authorize and direct the issuance of
said license by the Chairman of the Board, attested by the County Clerk and Recorder of Weld
County, good for one year from the date of issue unless revoked, according to law, provided,
however, that said license shall be issued upon the express condition and agreement that the
place where licensee is authorized to sell beer under said license will be conducted in strict
conformity to all laws of the State of Colorado and rules and regulations relating thereto
heretofore passed by the Board of County Commissioners of Weld County, Colorado and any
violation thereof shall be cause for revocation of the license.

AUTHORIZING BOARD TO SIGN WHEREAS, on May 1, 1956, the Board of County Commissioners of Weld County, Colorado,
PRICE ADJUSTMENT WITH OTIS did sign an agreement with the Otis Elevator Company to maintain the Weld County Nursing Home
ELEVATOR COMPANY: Elevator, at the price of $56.93 per month, and
WHEREAS, the Otis Elevator Company has submitted a price adjustment in accordance
with the original contract to maintain the Weld County Nursing Home Elevator at the price of
$59.75 per month, and

WHEREAS, the Board believes it to be to the best interests of the County by the
acceptance of said price adjustment.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Weld
County, Colorado, are hereby authorized to sign the price adjustment in accordance with the
original to maintain the Weld County Nursing Home Elevator at the price of $59.75 per month,
and to become effective June 1, 1957.

AUTHORIZING COUNTY WHEREAS, it is provided by Chapter 176, Section 126-1, 1935 Colorado Statutes
TREASURER ID INVEST Annotated and acts amendatory thereto (1953 Colorado Revised Statutes, Chapter 83, Section
FUNDS: # 4877: 1-1) that the Board of County Commissioners, by written resolution, may authorize the County
Treasurer to invest all or a part of the funds and moneys coming into his possession by virtue
\ of his office as County Treasurer, in certain securities therein designated, and
WHEREAS, Weld County, Colorado has funds on hand in its County General Fund in the
custody of the County Treasurer of said County, and
WHEREAS, said County is authorized by 1935 Colorado Statutes Annotated, Chapter 176,
Sec 126-1, and Chapter 83, Section 1-1 of the Colorado Revised Statutes 1953, from time to time
to invest such funds as are not then needed in the conduct of its affairs, in the securities
therein enumerated, and
WHEREAS, of said funds in the hands of said Treasurer as aforesaid the sum of
$198,294.00 is not now needed in the conduct of the affairs of said County.
NOW, THEREFORE, BE IT RESOLVED, that CHARLES 0. BURSIEL as County Treasurer of 85
Weld County, Colorado, be and is hereby authorized to invest for the benefit of Weld County,
Colorado, a part of said funds in his hands as said County Treasurer, by the purchase of
such securities in the amount and in the price as follows, to-wit:
UNITED STATES TREASURY BILL dated JUNE 6, 1957
and maturing SEPTEMBER 5, 1957 in the amount of
$198,294.00. Maturing Value $200,000.00.
BE IT FURTHER RESOLVED, that the United States Treasury Bill herein designated
and authorized to be purchased shall immediately be delivered to the Trust Department of
THE COLORADO NATIONAL BANK OF DENVER, COLORADO, for safekeeping under Trust #4877 for
CHARLES 0. BURSIEL, County Treasurer of Weld County, Colorado.
BE IT FURTHER RESOLVED, that said securities, the purchase and deposit of
which are hereby authorized as aforesaid, shall be immediately withdrawn by said Treasurer
cashed and returned to the proper County Funds of said County immediately whenever said
funds or some part thereof are needed in the conduct of the affairs of said County.

NOTICE
Notice is hereby given that the Board of County Commissioners of
Weld County, Colorado, sitting as a Board of Equalization, will
meet at their office in the Court House, in the City of Greeley,
on the third Monday in July, the same being July 15➢ 1957, and I �
ending on the 26th day of July, 1957, to hear petitions or appeals
relative to the 1957 assessments, and for the purpose of edjusting
assessments so as to equalize the same among the several taxpayers
of the County.
The law provides: In all cases where the complaint of the taxpayer
has been overruled by the County Assessor, the taxpayer may take on
appeal from his decision to the Board of County Commissioners, sitting
as a board of Equalization, of the county wherein the property is
assessed. Such petition or appeal shall describe the property claimed
to be unjustly or erroneously assessed, the sum at which it is
assessed, its true cash value, and state what is a just assessment
thereon compared with other like property, such petition shall be
verified by the petitioner or some one in his behalf, and on the
written grounds of the refusal of the Assessor shall be attached to

said proposed agreement before it and has given it careful review and consideration; and

of Colorado, will be subserved by the acceptance of said agreement;

WHEREAS, the Otis Elevator Company has submitted a price adjustment in accord-
ance with the original contract to maintain the Old Weld County Hospital Elevator at the
price of $59.96 per month, and
WHEREAS, the Board believes it to be to the best interests of the County by
the acceptance of said price adjustment.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Weld
County, Colorado, are hereby authorized to sign the price adjustment in accordance with the
original contract to maintain the Old Weld County Hospital Elevator at the price of $59.96
per month and to become effective September 1, 1957.

WHEREAS, it is provided by Chapter 176, Section 126-1, 1935 Colorado Statutes AUTHORIZING COUNTY TREASURER .
Annotated and acts amendatory thereto (1935 Colorado Revised Statutes, Chapter 83, Section TO INVEST FUNDS: # 4877:
i-1) that the Board of County Commissioners, by written resolution, may authorize the County
Treasurer to invest all or a part of the funds and moneys coming into his possession by
virtue of his office as County Treasurer, in certain securities therein designated, and
WHEREAS, Weld County, Colorado has funds on hand in its County General Fund
in the custody of the County Treasurer of Said County, and
WHEREAS, said County is authorized by 1935 Colorado Statutes Annotated, Chapter
176, Sec 126-1, and Chapter 83, Section 1-1 of the Colorado Revised Statutes 1953, from time
to time to invest such funds as are not then needed in the conduct of its affairs, in the
securities therein enumerated, and
WHEREAS, of said funds in the hands of said Treasurer as aforesaid the sum of
$500,000.00 is not now needed in the conduct of the affairs of said County.
NOW, THEREFORE, BE IT RESOLVED, that CHARLES 0. BURSIEL as County Treasurer of
Weld County, Colorado, be and is hereby authorized to invest for the benefit of Weld County,
a part of said funds in his hands as said County Treasurer, by the purchase of such securities
in the amount and in the price as follows, to-wit:
UNITED STATES TREASURY CERTIFICATES dated August 1, 1957 and due
August 1, 1958. Cost $500,000.00 principal. Premium $859.38 and
accrued interest $271.74, total Investment $501,131.12. Maturing
at $500,000.00.
BE IT FURTHER RESOLVED, that the United States Treasury Bill herein designated
and authorized to be purchased shall immediately be delivered to the Trust Department of THE
COLORADO NATIONAL BANK OF DENVER, COLORADO, for safekeeping under Trust #4877 for CHARLES 0.
BURSIEL, County Treasurer of Weld County, Colorado.
BE IT FURTHER RESOLVED, that said securities, the purchase and deposit of
which are hereby authorized as aforesaid, shall be immediately withdrawn by said Treasurer
cashed and returned to the proper County Funds of said County immediately whenever said
funds or some part thereof are needed in the conduct of the affairs of said County.

establishment during certain hours on Sundays, and

vicinity and find no reason not to grant the request that the establishment be opened on

WHEREAS, this Board has considered adoption of a Comprehensive General and INSURANCE AND CANCELLING
Automobile Liability Insurance Policy carefully and fully, and POLICIES RELATED THERETO:

WHEREAS, the Board believes it to be to the best interests and welfare of the -) .y4/
County by the adoption of such Comprehensive General and Automobile Liability Insurance, and
upon call for sealed bids, it appears that Dick Casten, Agent for The Travelers, has the
lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of
Weld County, Colorado, that the Comprehensive General and Automobile Liability Insurance be
and is hereby awarded to Dick Casten, Windsor, Colorado, for The Travelers, Hartford,
Connecticut, as follows:

BE IT FURTHER RESOLVED, that the Board of County Commissioners of Weld County,
Colorado, reserve the right to terminate this contract at any time.
BE IT FURTHER RESOLVED, that the Public Liability Policy # M & C 415803 with
Albert A. Keys, Agent for Western Casualty and Surety Company, be and is hereby terminated,
with that part of the five endorsement period premium to be paid by Weld County, Colorado.
BE IT FURTHER RESOLVED, that the Fleet Insurance Policy # B-NRH 19359 with Flood
and Peterson Insurance Agency, Agent for Insurance Company of North American, be and is
hereby terminated, with that unused part of the original premium to be refunded to Weld County,
Colorado.
BE IT FURTHER RESOLVED, that the Schedule Liability Policy # SGL 515152 with Fred W.
Noe, Agent for United States Fidelity and Guaranty Company, be and hereby is terminated, with
that unused part of the original premium to be refunded to Weld County, Colorado.

EXTENSION RIDER WITH U. WHEREAS, UNION PACIFIC RAILROAD COMPANY, has tendered to the COUNTY OF WELD, STATE
P. R.R. CO. AT FREDERICK OF COLORADO, an agreement extending to and including August 31, 1958, the term of that certain
WELD COUNTY, COLORADO: lease dated November 13, 1950, as extended, whereby the Union Pacific Railroad Company leased
to the County of Weld, State of Colorado, a portion of its property at Frederick, Colorado,
covering a site for a warehouse and storage of road machinery; and
WHEREAS, the Board of County Commissioners of WELD COUNTY, COLORADO has said
proposed agreement before it and has given it careful review and consideration; and
WHEREAS, it is considered that the best interests of said County of WELD, STATE OF
COLORADO will be subserved by the acceptance of said agreement:
THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY,
COLORADO.
That the terms of the agreement submitted by the Union Pacific Railroad Company
as aforesaid be, and the same are hereby, accepted in behalf of WELD COUNTY, COLORADO.
That the Chairman of the Board of County Commissioners of said County is hereby
authorized, empowered and directed to execute said agreement on behalf of said County, and
that the County Clerk is hereby authorized and directed to attest said agreement and to
attach to each duplicate original of said agreement a certified copy of this resolution.

WHEREAS, it is provided by Chapter 176, Section 126-1, 1935 Colorado Statutes AUTHORIZING COUNTY TREASURER
Annotated and acts amendatory thereto (1953 Colorado Revised Statutes, Chapter 83, Section 1-1) TO INVEST FUNDS: TRUST #4877:
that the Board of County Commissioners, by written resolution, may authorize the County Treasurer
to invest all or a part of the funds and moneys coming into his possession by virtue of his office
as County Treasurer, in certain securities therein designated, and
WHEREAS, Weld County, Colorado has funds on hand in its County General Fund in
the custody of the County Treasurer of said County, and
WHEREAS, said County is authorized by 1935 Colorado Statutes Annotated, Chapter
176, Sec 126-1, and Chapter 83, Section 1-1 of the Colorado Revised Statutes 1953, from time to
time to invest such funds as are not then needed in the conduct of its affairs, in the securities
therein enumerated, and
WHEREAS, of said funds in the hands of said Treasurer as aforesaid the sum of
$198,212.00 is not now needed in the conduct of the affairs of said County.
NOW, THEREFORE, BE IT RESOLVED, that CHARLES 0. BURSIEL as County Treasurer of
Weld County, Colorado, be and is hereby authorized to invest for the benefit of Weld County,
Colorado, a part of said funds in his hands as said County Treasurer, by the purchase of such
securities in the amount and in the price as follows, to-wit:
UNITED STATES TREASURY BILL dated AUGUST 29, 1957
and maturing NOVEMBER 29, 1957 in the amount of
$ 198,212.00. Maturing Value $200,000.00.
BE IT FURTHER RESOLVED, that the United States Treasury Bill herein designated
and authorized to be purchased shall immediately be delivered to the Trust Department of THE
COLORADO NATIONAL BANK OF DENVER, COLORADO, for safekeeping under Trust #4877 for CHARLES 0.
BURSIEL, County Treasurer of Weld County, Colorado.
BE IT FURTHER RESOLVED, that said securities, the purchase and deposit of
which are hereby authorized as aforesaid, shall be immediately withdrawn by said Treasurer
cashed and returned to the proper County Funds of said County immediately whenever said funds

Colorado, it appears that Earl F. Douglass Roofing Contractor has the lowest and best bid for
the following repairs on the roof of the Weld County Court House, to-wit: Over present entire 016,°
roof area nail Johns-Manville roof insulation 1 inch thickness, nails to be special gypsum ,/o.?
nails, to steep portion apply over insulation, Johns-Manville asbestos built up roof fifteen
year specification No. 126 alumiun coated, to flat portion apply over insulation Johns-Manville
asbestos built up roof fifteen year specification No. 176 aluminum coating and repaint sign in
yellow waterproof paint, furnish to owner 15 year Johns-Manville surety bond. Base bid, $6,894.00,
and it is the desire of the Board that the above proposed bid be accepted and is hereby awarded
to Earl F. Douglass Roofing Contractor at a cost to the County of Weld of $6,894.00.
BE IT FURTHER RESOLVED, that the work be completed by November 1, A.D., 1957.
BE IT FURTHER RESOLVED, that upon completion of the proposed repairs on the
roof of the Weld County Court House, the Board reserves the right to inspect same and approve/
or disapprove the repairs. Upon approval of the repairs the amount of $6,894.00 will then be
forth paid.

for sale of 3.2% beer only, outside the corporate limits of any town or city in the County

And the County Commissioners, having examined the said application and the other

County, good for one year from the date of issue unless revoked, according to law, provided,
however, that said license shall be issued upon the express condition and agreement that the
place where licensee is authorized to sell beer under said license will be conducted in
strict conformity to all laws of the State of Colorado and rules and regulations relating
thereto heretofore passed by the Board of County Commissioners of Weld County, Colorado and
any violation thereof shall be cause for revocation of the license.

Annotated and acts amendatory thereto (1953 Colorado Revised Statutes, Chapter 83, Section TO INVEST FUNDS: TRUST #4877:
1-1) that the Board of County Commissioners, by written resolution, may authorize the County
Treasurer to invest all or a part of the funds and moneys coming into his possession by virtue
of his office as County Treasurer, in certain securities therein designated, and
WHEREAS, Weld County, Colorado has funds on hand in its County General Fund
in the custody of the County Treasurer of said County, and
WHEREAS, said County is authorized by 1935 Colorado Statutes Annotated,
Chapter 176, Sec 126-1, and Chapter 83, Section 1-1 of the Colorado Revised Statutes 1953,
from time to time to invest such funds as are not then needed in the conduct of its affairs,
in the securities therein enumerated, and
WHEREAS, of said funds in the hands of said Treasurer as aforesaid the sum of

CONVEYING AND DISCLAIMING quit claim deed to one E. P. House conveying (with other lands) Lots 10, 11, 12, 13 and 14
ANY INTEREST IN AND TO in Block 176, according to the recorded plat of the Town of Evans, Weld County, Colorado,
LOT 15, BLOCK 176, TOWN which deed is recorded in Book 130, page 107, Weld County records, and
OF EVANS, COLORADO, TO
ALBERT H. AND ESTHER S. WHEREAS, it has now been discovered that the Board of County Commissioners
OLSEN: intended by said deed of May 1, 1898, to also convey title to the Said E. P. House to Lot
15 in said Block 176, according to the recorded plat of the Town of Evans, Weld County,
Colorado, in addition to conveying title to the other lands conveyed by said deed, and
WHEREAS, on October 13, 1899, Edward P. House made, executed and delivered a
quit claim deed to Franklin H. Kester wherein the said Edward P. House conveyed in Weld
County, Colorado, (with other lands) all of Block 176, according to the recorded plat of
the Town of Evans, and
WHEREAS, examination of the records of the Treasurer of Weld County, Colorado ,
discloses that Weld County, Colorado, has not claimed any right, title or interest in or to
said Lot 15, Block 176, since at least 1935 and that from said examination such records
show that Albert H. Olsen and Esther S. Olsen and their predecessors in title have asserted
ownership of title to said property and have paid the taxes thereon since at least 1935, and
WHEREAS, the present owners and their predecessors in title have been in posses-
sion of and have paid taxes on said Lot 15 in Block 176, according to the recorded plat of
the Town of Evans, Weld County, Colorado, since at least 1935, and
WHEREAS, the present owners, Albert H. Olsen. and Esther S. Olsen, have made
application to the Board of County Commissioners to execute a quit claim deed so as to
disclaim any interest in and to said Lot 15 Block 176, in the Town of Evans, Weld County,
Colorado, and
WHEREAS, it appears that Weld County, Colorado, has no present interest in and
to said Lot 15, Block 176, Town of Evans, Weld County, Colorado.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS that the
Board of County Commissioners of Weld County, Colorado, make, execute and deliver unto the
present owners, to-wit: Albert H. Olsen and Esther S. Olsen, a quit claim deed wherein said
Board, for and on behalf of Weld County, Colorado, conveys and disclaims any interest in and
to Lot 15, Block 176, according to the recorded plat of the Town of Evans, Weld County,

Gentlemen:
The assessed valuation of the State for the year 1957, as fixed by the State Board of ASSESSED VALUATIONS:
Equalization, is $3,148,709,755, and after consideration of levies made necessary by legislative
action, the levy for the year 1957 for all State purposes has been fixed at three and fifty-six
hundredths (3.56) mills to be distributed to the various State funds as shown on Schedule "A"
attached hereto and made a part hereof.
The valuation of your County for the year 1957, as certified by the Colorado Tax
Commission, is as shown on the attached Schedule "B" and your County has been charged with
State taxes on that valuation.
The above information is furnished as required by Section 137-7-7, C.R.S., 1953.
Your attention is directed to the following special taxes to be levied:
Section 8-7-4, C.R.S., 1953 (as amended by HB 170) provides for a tax levy of twenty
(20) mills on each dollar of assessed valuation on all sheep and goats, except those in feed
lots, to be paid into the State Treasury and credited to the Predatory Animal Fund.
Section 8-12-2, C.R.S., 1953, as amended, provides for a tax levy of three (3) mills
on each dollar of assessed valuation on all sheep and goats in Colorado (except those in
feed lots) to be levied and collected as other State taxes and paid into the State Treasury;
to be kept in a separate fund which shall be known as the Vibrio Fund, from which a total of
not more than fifteen thousand dollars ($15,000.00) per year shall be made available to
Colorado State University(A&M) according to the provisions of the Act.
Section 92-34-1, C.R.S., 1953, as amended, provides that there shall be levied and
collected a tax equal to one-tenth of one per cent upon assessed valuation of all producing
and non-producing metalliferous mining property, including lode claims, placer and mill sites,
together with all improvement thereon, to be forwarded to the State Treasurer and credited
to the Metal Mining Fund.
The change in the mill levy for 1957 to 3.56 mills, from that of 3.57 for 1956, is
accounted for by the elimination of three building fund levies which by their terms expired
with 1956, and the consequent adjustments made to eliminate excessive decimals. As was true
for 1956 no levy has been made this year for the State General Fund.
As reflected by the report of the State Tax Commission to the State Board of Equalization
the net increase in assessed valuation for 1957 amounts to $80,469.255, despite the fact that
there was a loss of $88,090,416, due to the exemption of non-revenue producing personal property
I under the provisions of HB No. 4.

Commissioners of Weld County, Colorado, that the Weld County Tuberculosis and Health Asso-
ciation vacate said rooms so designated by the sketch attached to the original resolution
by January 1, 1958.
i BE IT FURTHER RESOLVED, AND IS SO ORDERED, that any improvements which the
Association have placed in said rooms in said building during their occupancy shall remain
in said rooms in said building upon vacation by the Association in compliance with the
original resolution.
BE IT FURTHER RESOLVED, that the $25.00 monthly operational cost of occu-

MINUTES OF A MEETING The BOARD convened at 1:30 pm. , this 10th day of October, 1957.
OF THE BOARD OF PUBLIC
WELFARE IN WELD COUNTY: All the members of the Board were present. �.
The purpose of the meeting of the Board was to decide which persons from the
Department of Public Welfare, including Board Members, should be permitted to attend the
American Public Welfare Association Round Table at Chicago December 4, 5, 6 and 7, and have
their expenses allowed from the Public Welfare Administrative Fund due to attending such
meeting.
After some discussion of the matter at hand the Board decided that all three
members of the Board would attend, and that three persons be chosen from the personnel of the
Public Welfare Department who also might be given permission to attend the meeting. The
Board agreed that reasonable expenses incurred by persons attending under this authorization
would be met by Weld County. The Board then ordered the Director to write a letter to the
State Director of Public Welfare, Mr. Guy R. Justis, requesting permission for out-of-state
travel expense and participation in this expense by the State Department of Public Welfare on
the usual participation basis.
There being no further business the meeting adjourned, subject to call of the
chairman.
