This area needs to have adequate turning radiuses to accommodate these types of vehicles. The applicant is indicating that the storm water drainage will flow into irrigation ditches or grassy fields next to the site. I would like the applicant to identify the irrigation ditches, grassy fields, and drainage flows from the site using flow arrows. The access to the property is from WCR 15. This driveway should be graded and drained to accommodate users of the facility. The driveways within the facility need to be at lease 18 feet wide minimum to handle two-way traffic. I would like to have the applicant identify the width of the driveways from WCR 15 to the facility and the driveway sections within the arena area. Just a Note. . . The applicant shall remove, handle, and stockpile manure from the livestock area in a manner that will prevent nuisance conditions. The manure piles shall not be allowed to exist or deteriorate to a condition that facilitates excessive odors, flies, insect pests, or pollutant runoff. 2. The facility shall comply with the Confined Animal Feeding Operation Control Regulation(5CCR 1002-19) and Weld County Zoning Ordinance, Section 47. • 3. All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. • 4. No permanent disposal of wastesshall be permitted at this site. 5. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. $ 6. Fugitive dust shall be controlled on this site. • 7. The maximum permissible noise level shall not exceed the commercial limit of 60 db(A) ,as measured according to 25-12-102, Colorado Revised Statutes. 8. Any existing septic system(s) which is not currently permitted through the Weld County Health Department will require an I.S.D.S. Evaluation prior to the issuance of the required septic permit(s) . The applicant shall provide a centrally located restroom facility for patrons & employees of the facility. The restroom shall be served by an individual sewage disposal system, and shall be installed according to the Weld County Individual Sewage Disposal Regulations. Our concerns are strong enough though that we wanted to address the following issue; the Board is very concerned about the concentration of horses that are being proposed for the 40 acres. The soils are olney loamy sands and vona loamy sands. Both soils are highly subject to blowing, having I factors of 134. We are concerned that the proposed number of horses planned will cause severe devegitation problems, followed. The district would hope that these concerns would be addressed for the preservation of our unreplaceable natural resources. Thank you for the opportunity to comment on these projects. We would appreciate a follow-up letter letting us know what the outcome will be. A review of the change to public use will have to be approved. To assist our office please submit blueprints detailing each existing building and future buildings. This review would check for the following: 1. The occupancy of each building. 2.Occupancy separations, if required. 3.Type of construction and or fire suppression system if required. 4.Accessibility, which would include the bathrooms. 5.Egress from each building. A review could possibly bring forth other items that were not discussed at our previous meetings. A final floor plan and the number of buildings needs to be submitted to make a complete review.
