USE BY SPECIAL REVIEW
z. H. PROPOSED USE
This application is for an existing feedlot located southwest of
Gill, Colorado, and north of Kersey, Colorado. The feedlot
capacity is 2,000 head of cattle. There is no expansion of the
existing feedlot planned or intended relative to this Use By
Special Review application.
Much of this feedlot operation has been in existence for many
years. Approximately 4 to 5 years ago, four pens were added to
the east of the previously existing pens.
This operation is a component of an integrated farming and
livestock operation owned and operated by the Wardlaw family.
B. NEED FOR USE
The feedlot operation provides a market and use of many feed
crops grown in this rural agricultural area of Weld County. It
also provides a source of economic livelihood for the
owner/operators as well as their employees.
C. EXISTING USES UN SURROUNDING PROPERTIES
This operation is surrounded entirely by neighboring farms and
various small- to medium -size livestock operations. There are no
rural subdivisions near this operation.
D. DISTANCE TO RESIDENTIAL STRUCTURES
There are two homes located at the feedlot itself. The following
table describes the distance between the feedlot and neighboring
residential structures:

the nearest residence is located approximately .300 feet from the
feed storage and grinding location.

2. E. NUMBER OF USERS, PATRONS, MEMBERS AND BUYERS
This feedlot operation, which is similar to most others in Weld
County, requires a very limited number of users, patrons, etc.
'truck drivers for feeding and shipping cattle, industry sales
people, animal health professionals, and cattle buyers,
customers, inspectors, etc., are typical. Except for daily
feeding operators, a very small number of people frequent the
feedlot facility.

F. NUMBER OF EMPLOYEES, SHIFTS 8< HOURS OF OPERATION
The number of employees may range between 2 and b, depending on
the season of year and wort. -load activity. Normal "shifts" and
hours of operation are daytime operations.
G. WATER SOURCE
North Weld Water District supplies potable water to this site for
domestic and animal uses.
2. H. ACCESS ROUTES
The feedlot can be accessed from Weld County Road bra west of
State Highway 37. There is a private driveway access from the
north.

1. VEHICULAR TRAFFIC
Feed trucks are operated daily, and tractor -trailer units for
cattle delivery and shipping access the site cj to 6 times per
week. Feed delivery trucks frequent the operation on an
as -needed basis. All other traffic consists of normal farming
activities, i.e. tractors, loaders, pickups and cars.

The feedlot operation requires no sewage facilities. The two
homes have individual septic:: tank: and leach field systems.
2. K. FIRE PROTECTION
Fire protection is accomplished by those currently responsible in
this rural area.

2. L. TYPES AND NUMBER OF ANIMALS
The one-time capacity for this •feedlot is 2,000 head of cattle.
M. WASTE STOCKPILE AREAS
The only "waste" material is the manure generated by the cattle.
It is stockpiled within the pens in mounds to assist drainage and
transported to nearby cropland annually for its fertilizer and
nutrient value.
N. STORM WATER RETENTION
All storm water that comes into contact with the feedlot pens is
directed toward holding ponds. There it is stored for later use.
The current system combines the liquid runoff with irrigation
water for land aplication.
U. DEBRIS AND JUNK REMOVAL. AND DISPOSAL
Standard solid waste management practices are followed for the
removal and disposal of trash, junk, debris, etc. Waste
management services are available and utilized.
P. LANDSCAPING AND EROSION CON I RUL
The ground lies very flat and has very little water erosion
potential. Wind erosion is controlled by generally --accepted
farming practices o+ tillage and crop residue management.
Landscaping consists primarily of storm -water control structures,
weed control and roadway maintenance. All other "landscaping" is
typical for this size of +eedlot operation.
Q. RECLAMATION PROCEDURES
I+ the operation were ever to be discontinued, all pens, feed
bunks, etc., could be removed and the land returned to -farming or
pasture land.

A. CONS1STENI W11H WELD COUNTY COMPREHENSIVE FLAN
This proposal for a Use try Special Review for an existing feedlot
.operation is consistent with the Weld County Comprehensive Plan.
This is an agricultural use located within an agricultural area
and continues the use and preservation of agricultural land.
3. D. CONSISTENT WITH INTENT OF DISTRICT
This is an agricultural use within the agricultural zone
district.
3. C. CONSERVE PRODUCTIVE AGRICULTURAL LAND
The existing feedlot is designed to confine the cattle -feeding
operation to an area sufficient in size to accommodate 2,000 head
without encroachment into adjacent prime agricultural land.
3. D. PROVISION FOR PROTECTION OF HEALTH, SAFETY & WELFARE
The feedlot operation is consistent with acceptable standards of
health, safety and welfare for the neighborhood and the county.
3. E. COMPATIBLE WITH SURROUNDING LAND
The existing uses of all adjacent land is agricultural, as is the
use of the land for this activity.
F. COMPATIBLE WITH FUTURE DEVELOPMENT
Since it is unlikely the communities of Gill and Kersey will grow
large enough to cause the adjacent surrounding land to change to
urban uses, this operation should remain compatible with future
surrounding agricultural land uses.
There are no current plans calling for these lands to change from
their existing agricultural uses.

Platte River 100 -year floodplain, within a geologic hazard area
