Narrative:
On September 16, 1999, at approximately 9:00 a.m. , Dave Becker called Mel
Sandoval, Union Pacific Railroad Company, to notify him about the problem
with the tracks on Weld County Road (WCR) 47 between WCR 52 and WCR 54.
On September 17, 1999, Dave Becker left a message on Carolyn Holmes'
answering machine explaining that Mel Sandoval was notified about the
problem.
