The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado.. October 20, 1999, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad - EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of October 18, 1999, as printed. Commissioner Geile seconded the motion, and
it carried unanimously.
ADDITIONS TO AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS:Commissioner Geile stated there will be a Job Service Fair
on Friday, October 22, 1999.
PUBLIC INPUT: Roberto Cordova, Weld County resident, displayed overheads showing two specific
billboards and expressed concern that these billboards regarding pregnancy and smoking depict young
women of the Latino community. Mr. Cordova submitted a letter dated October 19, 1999, regarding
removal or change of the billboards, and he stated they are offensive, and send a negative message with
a racial stigmatism. Mr. Cordova stated the City has already considered this issue, and the added support
of the Commissioners may help in the effort to have the billboards changed or removed. Commissioner
Geile commented that this issue has had various reactions, and some feel this is an over reaction. Mr.
Cordova stated that although many feel racism has gone away, this is still a very real issue. He further
stated society has become accustomed to this type of message and although this is a nation-wide
campaign, he is the only person in the country who has raised an issue with these billboards.

Commissioner Baxter commented that although these billboards may not be a correct way of dealing with
social issues, these types of messages do not "always" reflect the Latino community. In response to
Commissioner Kirkmeyer, Mr. Cordova stated the City of Greeley has decided to have the Human Rights
Commission consider the issue. Commissioner Kirkmeyer commented this issue needs to be addressed
to ensure that all people are treated with the same respect.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants
for approval by the Board:
All Funds $156,603.66
Electronic Transfers - All Funds $1,281.38
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr. Warden. Commissioner
Geile seconded the motion, which carried unanimously.
BIDS:
PRESENT COUNTY NEWSPAPER - NOVEMBER 1, 1999, THROUGH OCTOBER 31, 2000 BID -
VARIOUS DEPARTMENTS: Mr. Warden presented the two bids received. Said bid will be considered on
Wednesday, November 3, 1999.
NEW BUSINESS:
CONSIDER APPOINTMENTS AND REAPPOINTMENTS TO FAIR BOARD: Commissioner Kirkmeyer
moved to appoint Tom Bledsoe and John Stahley, with terms expiring October 31, 2001; appoint Gordon
Ledall, Barbara Carter, and Phil Rouse, with terms expiring October 31, 2002; and reappoint Margaret
Carlson and Thomas Holton, with terms expiring October 31, 2002. Seconded by Commissioner Baxter,
the motion carried unanimously.
CONSIDER SUBORDINATION AGREEMENT AND AUTHORIZE CHAIR TO SIGN-CIRTECH HOLDING,
LLC: Mr. Barker stated this company has property in the north business park, and is requesting the Board
approve a Subordination o' the Deed of Trust, which the Board holds on the property in the amount of
$7,000. Commissioner Geile moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
PLANNING:
CONSIDER VACATION OF USE BY SPECIAL REVIEW PERMIT #551 - WESTERN PAVING
CONSTRUCTION: Eric Jerman, Department of Planning Services, gave a brief description of the location
of the property, currently owned by Donald La Favor and Charles Miles, Jr., and stated Tuttle Applegate,
Inc., on behalf of the property owner, has requested Use by Special Review#551 be vacated to comply
with Condition of Approval #2.E of Change of Zone #522, currently approved on the property.
Commissioner Kirkmeyer moved to approve said vacation. Seconded by Commissioner Baxter,the motion
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent
agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.

SUBJ: Removal or Changing of Billboards
I am requesting that the Weld County Commissioners pass a resolution to send to the
President of Care Net which sponsors the billboard with the caption, "Pregnant?," and to
the Deputy Director of the U.S. Food and Drug Administration Tobacco Program which
sponsors the billboard with the caption, "She'll eventually outgrow all of her obnoxious
teenage habits. Except one."This resolution should ask the sponsors to remove or change
each respective billboard.
Both of these billboards depict only a dark-skinned girl which I find to be institutionally
racist(see attached article)in that these billboards do not include a picture of white girls
and,therefore, communicate and infer several stereotypic, offensive, and demeaning
messages about Girls/People of Color, including:
1. "only" dark-skinned girls/girsl of color(Latina, African-, Asian,
and Native-American) girls become pregnant or smoke; and
2. "only" dark-skinned girls/girls of color need assistance with
pregnancy and smoking.
I recommend the use of a picture of all races and colors or use no picture at all.
I have received support from over a hundred Latinoas/os including retiring city council
member and.mayoral candidate, Charles Archibeque, several Anglos,as well as an editorial
by the Greeley Tribune(see attached editorial) regarding my opposition to these billboards.
I have also received a pledge of support from the Denver Urban League, and I have sent
requests for support to the National Association for the Advancement of Colored People
and to the National League of United Latin American Citizens in my attempt to have these
denigrating billboards removed or changed nation-wide.
Undoubtedly, our local, state and national communities are more multiculturally diverse
than ever and will be increasingly so into the next millenium. In order to establish and
maintain healthy, productive, and genuine intercultural relations we, as an entire community,
must think, act and behave multiculturally, especially, when we engage in any form of
public written or electronic communication. Most definitely,each of us deserves 10 be
treated with respect, human decency and human dignity.
The. Weld County Commissioners have an opportunity to send a strong message to these
and all future billboard sponsors, that Weld neither condones nor supports public
denigration of any racial,ethnic or cultural group in our community. To say or to do
nothing is to assent to the stereotyping, stigmatizing and offending of all Girls/Pe:ople of
Color, and particularly, Latinas/os who comprise 30 percent of the Weld community.
