Is the access road and the road within the facility going to be upgraded with
gravel.
The applicant is indicating no increased storm water runoff will be occurring
since no improvement areas are planned. The existing drainage swells will not
be touched in any way.

This particular facility lays within the city limits of Erie. Also, the road
access off from Weld County Road (WCR) 8 has been annexed by the City of Erie.
WCR 8, at this particular point, is a half-and-half situation; half Erie and
half Weld County. I feel the City of Erie should do the comments on this
facility since it is inside the city limits and the access lays inside the city
limits.

Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. No permanent disposal of wastes shall be permitted at this site.
2. Wood shavings, saw dust, and waste materials shall be handled, stored, and
disposed in a manner that controls fugitive dust, blowing debris, and
other potential nuisance conditions.
3. Fugitive dust shall be controlled on this site.
4. The maximum permissible noise level shall not exceed the industrial limit
of 80 dB(A), as measured according to 25-12-102, Colorado Revised
Statutes.
5. Adequate toilet facilities shall be provided for the public.
6. An individual sewage disposal system consisting of a minimum of a vault
privy, is required for the proposed facility and shall be installed
according to the Weld County Individual Sewage Disposal Regulations.
7. The septic system is required to be designed by a Colorado Registered
Professional Engineer if a system other than a vault privy is utilized.
8. All pesticides, fertilizer, and other potentially hazardous chemicals must
be stored and handled in a safe manner. Reference 25-8-205.5 Colorado
Water Quality Control Act and Rules and Regulations thereof.
9. Individual Sewage Disposal System permit must be finalized and approved by
an Environmental Protection Specialist within one (1) year of the
application date.

Plan and a Special Review permit. If Weld County approves this
referral, the Town of Erie would like to see the following
restrictions applied.
1. FAA approval as compatible with Tri County Airport.
2. Deny the five year variance request for renewal for Site
Specific Development Plan use by Special Review
requirement. Allow only yearly.
3. Have the Weld County Road 3 access checked. Town of Erie
annexed this property two years ago.

Dear Mr. Thompson:
I have reviewed the material sent to the Fire District that apply to this
application. The Fire District has no objections to this proposal.
The proposal does not indicate that any buildings are planned. If any
buildings are planned for the site, the buildings and the site will need to
comply with the adopted codes and standards of the Fire District. These
standards include a requirement for providing the required fire flow to the
buildings. This area typically does not have adequate water supplies to meet
required fire flows. This will be a limitation on future construction on the
site.

IN REFERENCE TO YOUR REQUEST FOR A SAFETY RECOMMENDATION REGARDING THIS
ISSUE, I HAVE LOOKED AT THE PROPOSAL AND WOULD HAVE TO MAKE THE FOLLOWING
RECD ENDATIONS.
1. I DID NOT COME ACROSS ANY PLAN IN THE PROPOSAL FOR HOW THE GREENMILL
SPORTSMAN'S CLUB PLANS TO REMOVE LEAD FROM THE SITE DURING THE TIME
IT IS IN USE AND AFTER IT IS TURNED BACK INTO FARMLAND. ALL REPUTABLE
RANGES THAT I HAVE BEEN TO HAVE A PLAN FOR THE REMOVAL OF BULLETS AND
LEAD SHOT DURING USE AND AFTER THE RANGE CLOSES.
2. IN THEIR RULES FOR SHOOTING STEEL, THEY STATE A MININUM DISTANCE OF 7
YARDS FROM MUZZLE TO PLATE. I FEEL THAT THIS IS ILO CLOSE AND THE DIS-
TANCE NEEDS TO BE A MININUM OF 10 YDS. THIS IS THE ACCEPTED DISTANCE
THAT THE MANUFACTURERS OF STEEL TARC,EIS GENERALLY RECOMMEND.
3. IN THE PLAN IT STAPES A RANGE OFFICER WILL BE AVAILABLE WHEN NEEDED, IT
DOES NOT EXPLAIN HOW ONE CAN BE CONTACTED IF A PROBLEM ARISES WHILE THE
RANGE IS IN USE. I FEEL A RANGE OFFICER SHOULD BE THERE AT ALL TIMES
DURING USE FOR THIS PURPOSE.
4. THE PLAN DOES NOT GIVE PROVISIONS FOR ANYONE'S ACCESSIBILITY IU A TELEPHONE,
IF A EMERGENCY DOES ARISE, HOW WILL THE INVOLVED PEOPLE SUMMON HELP.
5. THE AREA THAT CONCERNS ME THE MOST IS THE SOUTH BERM OF THE 100 AND 200
YARD RANGES. IN LOOKING AT THE PLAT AND THE MAPS I COULD ONLY COME UP
WITH A HEIGHT FOR THIS BERM AT APPROX. 21 FT. THIS IN AND OF ITSELF
IS FINE, HOWEVER THERE IS A OIL FIELD ACCESS ROAD WHICH RUNS BEHIND THIS
BERM. MAYBE I'M READING THE ELEVATION WRONG, BUT IT LOOKS IT) ME LIKE
THE ROAD IS THE SAME HEIGHT AS THE lUP OF THE BERM. THE PLAN DOES STATE
A PLAN FOR ANYTIME THE ROAD IS IN USE A SIGN WILL BE POSTED AT THE GATE
STATING RANGE OPERATIONS ARE CLOSED WHILE THE WELTS ARE BEING SERVICED.
I FEEL THIS ROAD SHOULD BE CLOSED ENTIRELY AS THE POTENTIAL FUR A PROBLEM
OR MISCOMMUNICATION IS HIGH.
6. SOME PROVISION SHOULD BE IN PLACE TO CEASE FIRE AT ALL FIRING LINES WHEN-
EVER ANYONE GOES DOWNRANGE TO CHANGE TARGETS OR FUR WHATEVER REASON.
7. SHOTGUN RULES 2,5,12, SHOULD RF INCORPORATED INTO THE RIFLE AND PISTOL
RULES AS WELL.
8. ANOTHER AREA OF CONCERN IS THAT I DID NOT SEE A PROVISION IN THE RULES FOR
ACTUAL INSPECTION OF THE BERMS PRIOR TO USE FOR ANY TYPE OF MATERIAL THAT
MIGHT DEFLECT A BULLET OR CAUSE A RICOCHET.
9. HIGH POWER RIFLE RULE 7 AND 8 SHOULD BE INCLUDEll INTO THE SHOTGUN AND PIS-
TOL RULES.
10. HIGH POWER RIFLE RULE 5 SHOULD ALSO BE IN THE SHOTGUN AND PISTOL RULES.
11. EYE AND EAR PROTECTION SHOULD BE MANDATORY FOR EVERYONE WHO IS ON OR NEAR
ANY RANGE.

12. I FEEL THAT WHEN THE FUTURE DRILL SITE OPERATIONS GET UNDERWAY, THIS
RANGE SHOULD BE CLOSED DOWN ENTIRELY UNTIL THESE DRILL SITES ARE COM-
PLETED. IT IS ALSO AN AREA OF CONCERN OF MINE THAT THE FUTURE TANK
BATTERY THAT WILL MOST LILLY BE PLACED THERE MAY STAND THE POTENTIAL
FOR STRAY ROUNDS OR POTENTIAL RICOCHETS. TANK BATTERY SITES AND THE
SURROUNDING EQUIPMENT SEEM TO TAKE A LOT OF ABUSE IN OTHER AREAS OF THE
COUNTY.
WHILE THE ABOVE GIVES 12 AREAS OF POTENTIAL PROBLEMS AS I SELL THEM, THEY
ARE NOT ALL INCLUSIVE, AND TIE POSSIBILITY DOES EXIST THAT I MAY HAVE MISSED
A POTENTIAL AREA OF CONCERN. OR FOR THAT MATTER, SOME OF THE THINGS I DO
MENTION MAY HAVE SOLUTIONS ADDRESSED SOMEWHERE IN THE LEGAL TERMINOLOGY OF
THE PROPOSAL.
