Environmental Protection Services has reviewed this proposal; the following conditions are
recommended to be part of any approval:

1) All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2) The facility shall comply with the Rules and Regulations of the Air Pollution Control
Division of the Colorado Department of Public Health and Environment.
3) No permanent disposal of wastes shall be permitted at this site.
4) The maximum permissible noise level shall not exceed the industrial limit, as measured
according to 25--12-102, Colorado Revised Statutes.
5) The existing septic system (permit # 19930221) is sized for 15 employees. In the event
more than 15 people are employed atthissite, the septic system must be enlarged in
accordance with the Weld County Individual Sewage System Regulations.
6) In accordance with the submitted materials, the facility shall provide bottled water for
employee drinking purposes.
7) A Weld County Septic Permit is required for the proposed office septic system and is
required to be designed by a Colorado Registered Professional Engineer according to the
Weld County I.S.D.S. Regulations.
8) If applicable, the facility shall obtain a stormwater discharge permit from the Water
Quality Control Division of the Colorado Department of Public Health & Environment.
9) The facility shall comply with all requirements of the Above Ground Storage Tank
Regulations (7CCR1101-14).

You have asked for clarification of some points in connection with the application by North
American Resources Company ("NARCo") for a Second Amendment of USR 1002.
The rest room facilities proposed for the shop/lab are new and will require a new septic permit.
The perc tests and engineering have been done for the septic system and a permit will be applied
for this afternoon at the Weld County Health Department. The use of the existing lavatory
facilities at the office will decrease with the addition of facilities for employees in the shop/lab
building.
The laboratory has become necessary at this point because NARCo has determined that it is no
longer feasible to contract out the testing that is required. The lab will be similar to the lab which
has existed for years at the other NARCo gas plant (previously owned by Vessels Oil & Gas
Company) at 1245 WCR 19. The lab uses chromatography to measure the constituent parts of
natural gas and natural gas liquids. There is almost no hazardous waste, with very small amounts
of magnesium perchlorate (less than one-half gallon on hand) being used to remove any moisture
in samples and ethylene glycol, also in small quantities, being used to prevent freezing of liquid
samples. Any hazardous wastes will he disposed of at an approved hazardous waste disposal
facility.

As the result of adding a laboratory to this application, we recommend that the following
additional condition of approval be added to our previous referral. It is as follows:
1) Prior to recording the plat, the applicant shall submit a waste handling plan, for the laboratory,
to the Environmental Protection Services Division of the Weld County Health Department. The
plan shall include at a minimum, the following:
A) A list of wastes which are expected to be generated on site (this should include expected
volumes and types of waste generated).
B) A list of the type and volume of chemicals expected to be stored on site.
C) The waste handler and facility where the waste will be disposed (including the facility
name, address, and phone number).

Weld County Public Works has reviewed this proposal; the following requirements are recommended to be a part
of any approval:
COMMENTS:
In visiting the site, my major concern would be the proposed far east access point. This access falls directly
below the crest of a hill. The ADT is 207 vehicles in a 24 hour period.
REQUIREMENT:
I would request the applicant examine the internal road system and eliminate the far east entrance and place a
cul-de-sac at that location. If the fire district requires a secondary access, a break away gate with a fire lane to
WCR 22 would be sufficient.
The west entrance to the existing facility, where the yellow gate is located, appears not to be used frequently. I
would recommend that the applicant utilize the internal road system to access the tank batteries at this location
and close this access point.
It is indicated that Freese Engineering will supply the drainage plan and that the retention pond would be
enlarged, as needed, to accommodate any additional storm water drainage. The Public Works Department would
like to have the opportunity to review, comment, and approve the expansion prior to recording the plat.

I submit herewith 10 small copies and one large copy of a revised plat for the proposed
expanded gas plant. The revision was done to accommodate the request of Don Carroll
of Public Works that the easternmost entrance be located farther west due to the crest
of the hill being quite close. I am today delivering a copy of the revised plat to Don at
his office, along with a copy of this letter.
We would appreciate knowing that this revised plan of access and traffic flow will
satisfactorily address the concerns of Public Works. Please let me know if you have any
questions.

Mr. William Crews, the North American Resources Company agent has responded to my memo dated October
14, 1997. He has answered my requirements as follows:
The amended plot plan reflects the relocation of the far east access point to approximately 400+ feet west of the
existing location. This new location will provide adequate site distance in both directions. If the Fire Department
requires a secondary access, a break away gate with a fire lane to WCR 22 would be acceptable.
The applicant has identified the internal road system at both facilities. I have no conflict with this item.
The facility should utilize the two access points already in place. The west entrance to the facility, where the
yellow gate is located, appears not to be used frequently. I would recommend this access point be used only as
a secondary or emergency entrance to the facility.
Due to doubling in size of the facility, the existing storm water drainage plan should be enlarged to accommodate
the entire facility or an additional retention pond should be designed to incorporate in the expansion. Please
supply The Public Works Department documentation, including calculations and drawing, of the proposed
expansion to the facility.
The existing Road Improvements Agreement designating the haul route from the facility should remain in place.
