Parking Spaces: 15 additional parking spaces have been supplied inside the fenced area. ? -us meets the parking requirement. 2. Commercial Access: Both entrances to the paved parking lot shall be a minimum 24-foot Vv de (Ordinance 180, Appendix B, Sketch #1). This will accommodate two-way traffic and c:ommer ;ial and emergency vehicles. 3. Final Drainage Report: The professional engineer, Jeff W Couch, has prepared the report. Ve are requiring a signature and stamp. The calculations and drainage plat drawing appear to be adequate for the facility. We have no conflict with this report. 4. Improvements Agreement According Policy Regarding Collateral: I reviewed the site : nd transportation portion of Exhibit A and the improvements for paved parking, curb, gutter culve is sidewalks, and storm sewer facilities. All unit costs and estimated construction costs appear to be adequate. (Planning) M. Landscaping materials as indicated in the approved landscape plan shall be maintained at all times. Dead or disease plant materials shall be replaced with materials of similar quantity and quality at the earliest possible time. (Planning) N. Proposed Use The proposed use will involve lumber storage and wholesale distribution of residential building mal:erials. 10. Employee Count Approximately 30 to 40 people will be employed at the site. 11. Setback The proposed use meets all required setbacks and offset requirements outlined for this Planned Unit Development Zoning District. 13. Signage Signage will consist of an identification sign attached to the front of the proposed building. 14. Landscaping A. This site adheres to the Maximum Lot Cove-age Requirements for the Planned Unit Development as shown in the Bulk Requirements Section of the Weld County Zoning Ordinance. B. A minimum twenty (20) foot setback is provided behind the south right-of-way line of Camelot Circle. C. Berming and landscaping improvements are utilized to screen the employee and customer parking area. 15. Stormwater All runoff from this site will be directed to two detention ponds. These ponds will rnit gate stormwater peaks and release runoff at a historic five year storm rate into existing stormwater improvements constructed as part of the Rademacher Business Park Final P.U.D. 16. Parking Forty-four (44) parking spaces have been provided for employee and customer parking. This improvement meets the requirements outlined in Section 41 of the Weld County Zoning Ordinance based on the area of warehouse space. 17,18 &19. Loading Areas All loading and service areas are located within the fenced perimeter of the site. All areas are to be constructed of concrete or aggregate surfaces capable of supporting fire apparatus, semi trailers and fork lifts. 20. Access Two 24' driveways are provided for the employee and customer parking areas. Three 50' gated driveways are provided for the loading areas. These driveways outlet onto Camelot Circle which is a public roadway with paving and curb and gutter. 21. Public Works Standards The proposed improvements will meet or exceed the design minimums required by the Weld County Department of Public Works. 23. Solid Waste A screened solid waste area is provided' at the rear of the lot. No waste will be stored or site and a commercial hauler will be utilized to dispose of waste on a weekly basis. 24. Operation Standards A. Noise Noise will be generated by loading and unloading activity on the site. This activity will conform to the noise standards established in 25-12-101 C.R.S. B. Air Quality All uses will conform to the air quality standard established by the Colorado Air Pollution Control Commission. C. Water Quality No water is used in the operation cf the facility. All uses will conform to the Water Quality Standard established by the Colorado Water Quality Control Commission. D. Radiation and Radioactive Materials There will not be radioactive materials on the site. E. Heat Heat is not created as part of the proposed activity on this site. F. Glare Only lighting needed to illuminate parking and loading areas will be utilized. All lighting will be directed to on site areas. G. Amendment to Rademacher Industrial Park Project Description This submittal to Weld County is for the Amendment to the Rademacher Industrial Pat Final P.U.D. Plat. The amendment to the existing P.U.D. plat helps enhance the roadway alignment, improve upon existing facilities and increase the requirements for landscaping in conjunction with the recently revised I-25 corridor ordinance changes. Additionally, one lot has peen subdivided to create four smaller lots to further diversify the variety of lot selections. Road improvements . shall be installed to current Weld County design standards. All circulation roads will be installed by the developer and have public access. The upkeep and maintenance of the circulation roads will be the responsibility of the Rademacher Industrial Park Association. Water service will be installed by the developer and supplied by the Little Thompson Water District. Each lot shall have independent septic systems. Irrigation plans for each lot shall be submitted upon such time that building permits are applied for. As each lot is developed and specific uses are identified, Weld County shall determine the necessary permits required for approval of building and occupancy permits. January 21, 1997 Project No. ZEEK-6B3C-01-200 Supplemental Application Support Statements The below listed items are to be attached to the application for the Rademacher Business Park P.U.D. There intent is to bring clarity to some of the issues and concerns which may arise during this submittal. Item 1 Highway Access Currently, we are working with the Colorado Department of Transportation, (CDOT1 to coordinate access off of the I-25 frontage road. Additionally, we have submitted a transportation study to CDO'T to further assist in determining offsite impacts and improvements. (See attached letter in Exhibits). Item 2 P.U.D. Area The total area of the P.U.D. encompasses 140.007+ acres. The existing zoning coasists of commercial and light industrial. The number of building structures, total floor space, and parking requirements for each lot shall meet Weld County Ordinance requirements based upon lot size. Each building, use, and site plan for said business shall undergo review by Weld County Planning and respective agencies upon submittal for building permit. Item 3 Landscaping All landscaping for each lot shall meet current Weld County design requirements and a landscape plan shall be submitted for approval prior to issuance of a building permit. Additionally, the developer shall install the necessary landscaping to meet the current Weld County I-25 Corridor landscape requirements along the I-25 frontage road. Irrigation and upkeep for the I-25 frontage landscape shall be the responsibility of the Association of the Rademacher Business Park. Furthermore, all exterior perimeter and common open space landscaping,installation,maiiiterLance and upkeep shall be the responsibility of the Business Park Association. [tem 4 Landscape Plan Each lot owner shall submit a proposed landscape plan for approval by Weld County Planning, prior to obtaining a building permit. The landscape plan must address buffering, screening between buildings, structures, perimeter treatment, materials, techniques, and irrigation. Item 5 Open Space All open space shall be owned by the respective lot and easement owners and maintained under the guidlines outlined in the Rademacher Business Park covenants. Item 6 Restrictive Covenants A preliminary draft of the Covenants, Conditions and Restrictions are enclosed for your review. Item 7 Irrigation Ditch A copy of the Irrigation Ditch Agreement is enclosed for your review. Item 8 Financial Plan The financial plan of the developers and Collateral Agreement are enclosed fo:- your review_ Item 9 CDOT Evaluation Currently the construction documents and P.U.D. are under evaluation with CDOT. Upon such time as the review by CDOT is complete, all of the respective agreements will be adjusted accordingly. Item 10 P.U.D. Submittal The P.U.D. has been submitted to the Colorado Geological Society for review. Upon such time that their review is complete, the plans and revisions will be made, respectively. Item 11 Mailing List A current mail listing has been enclosed to assist in notification as per Weld County ordinances. Originally, on our submitted site plan, we proposed a six foot chain link fence including a three strand bathed wire section above the fence encompassing an additional sixteen inches. This fence would enclose the entire 15 acre site excluding detention ponds and landscaped areas. Also included were the decorative privacy slats along the north side of the site which is frontage to Camelot Circle. We are proposing a chain link fence for security and longevity. A wood fence is very vulnt:rable to vandals and does not retain its original appearance over an extended period of time. The property named is within the boundaries of the Mountain View Fire Protection District and receives service from the District. The Fire District does not object to the request to the project provided the requirements of the Fire District can be met. In accordance with the 1994 Edition of the Uniform Fire Code, the Fire District will make the following comments with regard to the project: • Buildings shall be designed and constructed in accordance with the provisions of the 1094 Edition of the Uniform Fire Code, as ratified by the Weld County Commissioners, and the 1994 Edition of the Uniform Building Code, as enforced by Weld County. • Plans did not indicate the Uniform Building Code construction types of the proposed buildings. However, assuming that the largest building is of type II-N or III-N construction, the required fire flow is 3,500 gallons per minute, measured at a residual pressure or 20 pounds per square inch. Water supply for fire protection is increased by 500 gallons per minute when the nature of the occupancy is such that it contains any of the following listed hazardous operations, materials, processes or storage: flammable or combustible liquids storage or handling, woodworking operations, paint spray operations, hazardous materials storage or handling, high-piled or rack storage of combustible materials, or dust producing operations. Water supply for fire protection is decreased by 50 percent when the building is protected throughout with an automatic fire sprinkler system. A lire protection water supply analysis and model, showing the required fire flow is available to the property, must he submitted to the Fire District for review and approval. • The fire hydrant located west of the Jack Shop needs to be relocated to approximately 150 feet north of the proposed location. If fire hydrants are subject to vehicle damage, then the hydrants must be protected by bollards. Bollards should be at least Schedule 40 steel pipes, at least 3 inches in diameter, set three feet in concrete and filled with concrete. Bollards should be located so as not to obstruct hydrant outlets. Access roads must be designed and maintained to support the imposed loads of fire apparatus (60,000 pounds). Roads must have a surface that provides all-weather driving capabilities. The installation of access roads and fire hydrants must parallel building construction. • Approved address numbers shall be placed on the main building in such a position to be plainly visible and legible from the street fronting the property. Address numbers or letters shall contrast with their background. • A fire department key box (Knox Box) is required to be installed at a Fire District approved location on the exterior of the building. If access gates to the property are locked, the gates must be provided with Knox pad-locks or Knox key switches. All gates that cross access roadways shall be signed"NO PARKING-FIRE LANE." • Woodworking and dust producing operations must be provided with an approved waste removal system which shall collect and remove sawdust and wood shavings as they are produced. Plans for such system(s)must be reviewed and approved by the Fire District prior to installation. • Burning of wood shavings, sawdust and waste material shall only be conducted when approved by the Weld County Health Department and the Fire District. Burning of such material shall only be within boilers, furnaces or incinerators that are suitable for such use. • Exterior lumber storage shall be arranged to form stable piles and piles shall not exceed 150,000 cubic feet in volume. • Fueling systems (if applicable) shall be installed by qualified installers who are certified for such work by the Colorado Department of Labor, Oil Inspection Section. Plans for the installation of the fuel tanks must be submitted to the Fire Authority for review and approval prior to their installation. • If the building occupant uses, stores or handles flammable or combustible liquids; or hazardous materials, information on the type and quantities of these materials will need to be submitted to the Fire District for review so further building and storage requirements may be addressed. The list should identify the names of the chemicals and the maximum quantities to be stored. • Storage of combustible materials in closely packed piles, on pallets, in racks or on shelves where the top of the storage is greater than 12 feet (6 feet for high-hazard commodit:ie.) is subject to special fire-protection and life-safety requirements if the aggregate areas of such storage exceeds 500 square feet. If any such storage arrangements are contemplated, the fire District needs to be made aware of this so that the appropriate review and evaluation of the building can be completed. All plan submittals must include specification sheets for all devices to be installed. • A final site plan indicating the Uniform Building Code construction type of the buildings, the occupancy classifications, the location of existing fire hydrants or proposed tire hydrants, and a complete set of building construction plans must be submitted to the Fire Districi for review and approval prior to the issuance of building permits. • A final inspection of the buildings and site will be required by a member of the Fire District before a Certificate of Occupancy is issued from \Veld County. The Fire District reserves the right to make further comments as the project proceeds. Nothing in this review is intended to authorize or approve of any aspect of this project that does not comply with all applicable codes and standards. These revisions reflect minor shifting of buildings and addition of site information as follows: Sheet 1 • Modify sheet index to reflect addition of one sheet to the plan set. In accordance with the 1994 Edition of the Uniform Fire Code, the Fire District will make the following comments with regard to the project and revised plans: • Buildings shall be designed and constructed in accordance with the provisions of the 1994 Edition of the Uniform Fire Code, as ratified by the Weld County Commissioners, and the 1994 Edition of the Uniform Building Code, as enforced by Weld County. • Plans did not indicate the Uniform Building Code construction types of the proposed buildings. However, assuming that the largest building (the Jack Shop - when expansion is completed) is of type Il-N or III-N construction, the required fire flow is 3,750 gallons per minute, measured at a residual pressure or 20 pounds per square inch. This water supply must be provided by at least 4 hydrants. Buildings having a fire flow of 3,500 g.p.in or more shall have hydrants served by a main that loops the building or complex of buildings and reconnects back into a distribution supply main at a separate location. Because of the proposed expansion and the required fire flow, it may be appropriate to protect the Jack itop with an automatic fire sprinkler system. It should be noted, that water supply for fire protection is increased by 500 gallons per minute when the nature of the occupancy is such that it contains any of the following listed hazardous operations, materials, processes or storage: flammable or combustible liquids storage or handling, woodworking operations, paint spray operations, hazardous materials storage or handling, high-piled or rack storage of combustible materials, or dust producing operations. Water supply for fire protection is decreased by 50 percent when the building is protected throughout with an automatic fire sprinkler system. A fire protection water supply analysis and model, showing the required fire flow is available to the property, muss he submitted to the Fire District for review and approval. Bollards should be at least Schedule 40 steel pipes, at least 3 inches in diameter, set three feet in concrete and filled with concrete. Bollards should be located so as not to obstruct hydrant outlets. • Fire apparatus access appears to be adequate as indicated on the plans submitted. Access roads must be designed and maintained to support the imposed loads of fire apparatus (60,000 pounds). Roads must have a surface that provides all-weather driving capabilities. The installation of access roads and fire hydrants must parallel building construction. • Approved address numbers shall be placed on the main building in such a position to be plainly visible and legible from the street fronting the property Address numbers or letters shall contrast with their background. • A fire department key box (Knox Box) is required to be installed at a Fire District approved location on the exterior of the building. If access gates to the property are locked, the gates must be provided with Knox pad-locks or Knox key switches. All gates that cross access roadways shall be signed"NO PARKING-FIRE LANE." • Woodworking and dust producing operations must be provided with an approved waste removal system which shall collect and remove sawdust and wood shavings as they are produced. Plans for such system(s)must be reviewed and approved by the Fire District prior to installation. • Burning of wood shavings, sawdust and waste material shall only be conducted when approved by the Weld County Health Department and the Fire District. Burning of such material shall only be within boilers, furnaces or incinerators that are suitable for such use. • Exterior lumber storage shall be arranged to form stable piles and piles shah not exceed 150,000 cubic feet in volume. • Fueling systems shall be installed by qualified installers who are certified for such work by the Colorado Department of Labor, Oil Inspection Section. Plans for the installation of the Fuel tanks must be submitted to the Fire District for review and approval prior to their installation. • If the building occupant uses, stores or handles flammable or combustible liquids: or hazardous materials, information on the type and quantities of these materials w II need to be submitted to the Fire District for review so further building and storage requirements nay be addressed. The list should identify the names of the chemicals and the maximum quantities to be stored. • Storage of combustible materials in closely packed piles, on pallets, in racks or on shelves where the top of the storage is greater than 12 feet (6 feet for high-hazard commodities) is subject to special fire-protection and life-safety requirements if the aggregate areas of such Mr. Eric Jerman November 5, 1998 Page Three storage exceeds 500 square feet. If any such storage arrangements are contemplated,the lire District needs to be made aware of this so that the: appropriate review and evaluation of the building can be completed. • All plans for fire sprinkler systems, fire alarm systems and other fire suppression systems must be approved by the Fire District for prior to installation. All plan submittals must include specification sheets for all devices to be installed. • A final site plan indicating the Uniform Building Code construction type of the buildings, the occupancy classifications, the location of existing fire hydrants or proposed fire hydrants, and a complete set of building construction plans must be submitted to the Fire: District for review and approval prior to the issuance of building permits. • A final inspection of the buildings and site will he required by a member of the Fire District before a Certificate of Occupancy is issued from Weld County. The Fire District reserves the right to make further comments as the project proceeds. This swale diverts runoff from the south away from the proposed build and storage areas. • Detention ponds will be required to keep runoff releases from the site at a 5 year historic rate. Recommendations Based on these findings and conclusions, the following recommendations can be made: • The east one-half of the site should be graded to drain to a detention pond at the northwest corner of the site. The outlet should be restricted to a 5 year historic flow into the south curb along Camelot Circle. • The west one-half of the site should be graded to drain to a detention pond at the northwest corner of the site. The outlet should be restricted to a 5 year historic flow and directed to an inlet structure and an outfall swale located fifty feet west of the site. 1-2 • Swales along the east and west property line will be required to insure that all on-site flows will be diverted to the detention ponds. • A small area at the front of the main building, including the parking area will discharge directly onto Camelot Circle. 1-3 SECTION 2 GENERAL PROJECT LOCATION AND DESCRIPTION Existing Site Description The Home Supply and Lumber Company 15 acre± site is located on lots 111, 12, and 13, Block 1 of the Amended Plat of Rademacher Business Park Final P.U.D. located in the Northwest Quarter of Section 23 Township 3 North, Range 68 West of the 6th Principal Meridian, Weld County, Colorado. The subject property is adjacent to vacant industrial property to the south, east and west and an improved paved street (Camelot Circle) with curb and gutter on the north. Description of Existing Drainage Patterns & Facilities The general direction of flow in this area is from southwest to northeast:. Flows from industrial property to the south are intercepted by an existing regional swale which runs just inside the south boundary of this parcel. Runoff from property east of this site flow away from the site and flows from Camelot circle located along the north boundary are diverted via street curbing to various drainage improvements built as part of the subdivision. A small area from the west does flow onto this site but has minimal impact. As a result of these existing patterns, the subject site is isolated from off- site flows. Development Master Plan The policy and guidelines outlined in the Larimer County Storm Drainage Manual have been utilized for planning drainage facilities for the Barrington P.U.D. Two separate drainage systems have been planned and designed for this development. The minor drainage system has been designed to convey runoff from a 2-Year storm utilizing storm drains and the street cross-sections within acceptable depth criteria. The major drainage system is designed to convey runoff from the 100-Year storm utilizing the minor storm drainage structures and the street section within acceptable depth criteria. Hvdroloaic Criteria This development is situated within Hydrologic Area II, as identified in the Larimer County Storm Water Management Manual. In accordance with 1:he Larimer County policy, a minor storm for the Larimer County area is identified as a 2 hours design storm with a recurrence interval of 2 years and a total rainfall depth of 1.18 inches. A major storm for the Larimer County area has a recurrence interval of 100 years and a total rainfall depth of 3.01 inches, for a 2 hour design storm. 4-1 These storms have been used as a basis for planning and system design. The peak flow rates for design points have been calculated based on the rational method as described in the Storm Drainage Manual, with storm duration set equal to the time of concentration for each sub-basin. Hydraulic Criteria Inlets The capacity of storm water inlets depends on whether the inlet is situated on a continuous grade or in a sump condition. The term "continuous grade" refers to an inlet located where the grade of the street or parking area has a continuous slope past the inlet and, therefore., ponding does not occur at the inlet. The sump condition can occur at a change in grade of the street from positive to negative or at an intersection due to the crown of the cross street. It is proposed that the Standard Combination Inlet Type 13 or a Type R curb opening inlet be used at the Barrington P.U.D. The procedures and basic. data used to define the capacities of the inlets specified on the Drainage Exhibil have been obtained from the Larimer County Storm Drainage Manual. Detention Ponds The proposed detention ponds have been sized based on the Modified: Rational Method for determining detention pond volume requirements. The. Modified Rational Method develops a family of hydrographs based on the peak 4-2 flow rates for rainfall intensity averaging periods. The proposed maximum release rate from the detention pond is then superimposed on the hydrographs and the required detention storage for each hydrograph is approximated as the area beneath the hydrograph and above the proposed maximum release rate. Swale Capacity The primary function of the swale system is to provide an emergency passageway for major flood flows and off-site flows with minimal damage to adjacent property. The capacity of the proposed swale sections has been evaluated based on uniform flow as determined by the Mannings Formula which is presented below. Based on the Larimer County policy, the allowable minor storm capacity of the street cross-section is calculated using the modified Mannings Formula presented below. Curb opening 5-2 SECTION 6 EROSION AND SEDIMENT CONTROL This section describes methods which are recommended to control wind erosion, water erosion and sediment during and after site grading and installation of drainage structures. Discussion The clearing and stripping of land for site grading, overlot grading, or for the construction of drainage structures, and swales, may cause highly localized erosion rates with subsequent deposition and damage to offsite properties. Uncontrolled, such erosion could destroy the aesthetic and practical values of individual lots, and cause damage to downstream property. In general, the erosion and sediment control measures may consist of minimizing soil exposure, controlling runoff across exposed areas, and capturing sediment at drainage structures. Each of these measures is described below and should be utilized by individual lot owners as wall as the developer during any construction activity which occurs at this site. General Erosion and Sediment Control Measures Minimizing Soil Exposure Where practical, the construction area and duration of soil exposure should be kept to a minimum. All other areas should have a good cover of vegetation or mulch. Grading should be completed as soon as possible after construction has begun. A temporary cover crop, a permanent vegetation cover crop, or other 6-1 landscaping should be established in the disturbed areas. Revegetation may consist of native grasses, lawn grasses, or various winter wheats. Decorative rock, flower gardens, or shrubs may also be utilized in the final landscaping to cover the soil. Reseeded areas should be mulched with straw or hay to protect exposed soil until vegetation is established. Controlling Runoff Where practical, the construction of temporary swales to intercept and direct storm water around exposed area may be necessary. Swales can be constructed to control surface water which collects on exposed areas and prevent gross erosion in the form of gullies. Riprap, straw bales, silt fences or other temporary erosion control devices may be installed to control storm water velocities across exposed areas. Capturing Sediment at Drainage Structures Temporary and/or permanent sediment control devices may be installed at the major structures and flow concentration points shown on the Drainage Exhibit. Such structures can be used to intercept and trap sediment once it is produced and prevent it from getting off-site onto downstream property.
