RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF THE NOTICES OF VALUATION -
ASSESSOR'S DEPARTMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Article XIV, Section 14-9 of the Weld County Home Rule Charter,
the ten-day waiting period for consideration and investigation of bids submitted must be waived by
resolution of the Board for emergency purposes, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for the bid for the notices of valuation for the Assessor's Department, Bid Request No.
B9600097, due to the mailing deadline of May 1, 1996, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for the bid for the notices of valuation for the
Assessor's Department, Bid Request No. B9600097, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the bid from Moore-Business
Communication Services for printing, sorting, and mailing of the 1996 Notices of Value by the Weld
County Assessor's Office, on Bid Request No. B9600097, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 20th day of March, A.D., 1996.

Dear Board of County Commissioners:
I am writing this letter to request emergency approval of funds for the printing, sorting and
mailing of the 1996 Notices of Value by the Weld County Assessors Office.
In prior years Information Services has provided this service. As you are aware our office has
converted computer systems to Colorado Customware and Eagle Computer Services and it is no
longer possible to accomplish this large of a job in-house.
The Weld County Purchasing department entertained bids for this job and closed bids on
March 19, 1996 at 10:00 a.m.. We have selected the only company who could accommodate our
entire request. This company is Moore-Bus. Coon. Svcs. The bid is for$ 8,921.50.
We therefore respectfully request the emergency approval of$ 8,921.50 so that our office may
comply with Amendment One and State Statues requiring that we send Notices of Value on or
before May 1, of each year.
