RE: APPROVE SITE SPECIFIC DEVELOPMENT PLAN AND AMENDED SPECIAL REVIEW
PERMIT #1191 FOR AN AGRICULTURAL SERVICE ESTABLISHMENT IN THE
A (AGRICULTURAL) ZONE DISTRICT - ROBERT AND TIMOTHY FELTE
A public hearing was conducted on March 8, 1999, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated February 3, 1999, which was not published on the
correct date, a public hearing was conducted on February 17, 1999, to continue said matter to
March 8, 1999, at 10:00 a.m. At said hearing on March 8, 1999, the Board of County
Commissioners considered the request of Robert and Timothy Felte for an Agricultural Service
Establishment in the A(Agricultural)Zone District. Lee Morrison,Assistant County Attorney, made
this a matter of record. Julie Chester, Department of Planning Services, presented a brief
summary of the proposal and entered the favorable recommendation of the Planning Commission
into the record as written. Ms. Chester stated the applicant intends to amend the permit to include
the production, processing, storage, mixing, blending, and sale of seeds. She gave a brief
description of the location of the site which is 1.73 acres in size. Ms. Chester stated eight referrals
responded in favor of the application and submitted Conditions which have been addressed in the
Conditions of Approval and Development Standards. She further stated the change will have a
minimum impact on the surrounding properties, no prime farmground will be taken out of
production, and the proposed uses will be compatible with the surrounding uses. The site is
located within the referral area of the Towns of Ault and Pierce; however, it is not located within
those Urban Growth Boundaries. In response to Commissioner Kirkmeyer, Ms. Chester stated the
applicant has submitted a Waste Handling Plan, as well as road information; therefore, Conditions
of Approval #2.A and #2.C can be deleted. Ms. Chester further stated the Conditions of Approval
and Development Standards are the same as the original permit with a few additions which will be
added to the Plat map.
Robert Felte, applicant, stated he has reviewed and understands the Conditions of Approval and
Development Standards. In response to Commissioner Baxter, Mr. Felte stated the seed business
will not require additional equipment.

Dolores Leaf, surrounding property owner, asked whether approval of this permit will cause
problems with future development if she sells her farm. Commissioner Kirkmeyer stated approval
of this permit will not prevent her from applying for a Change of Zone on her property.
Commissioner Kirkmeyer moved to approve the request of Robert and Timothy Felte for a Site
Specific Development Plan and Amended Special Review Permit#1191 for an Agricultural Service
Establishment in the A(Agricultural) Zone District, based on the recommendations of the Planning
staff and the Planning Commission, with the Conditions of Approval and Development Standards
as entered into the record, with the deletion of Conditions of Approval#2.A and#2.C. The motion
was seconded by Commissioner Vaad, and it carried unanimously.
This Certification was approved on the 17th day of March, 1999.
