The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
May 10, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:

Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer

Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Hall moved to approve the minutes of the Board of County
Commissioners meeting of May 4, 1998, as printed. Commissioner Kirkmeyer
seconded the motion, and it carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Hall seconded the motion, and it carried unanimously.
PROCLAMATIONS: GREELEY INDEPENDENCE STAMPEDE DAYS, JUNE 24 - JULY 5, 1998:
Commissioner Webster read the proclamation declaring June 24, 1998, through
July 5, 1998, Greeley Independence Stampede Days. Representatives of the
Greeley Independence Stampede Committee presented a proclamation
thanking the Weld County Board of Commissioners, staff, and citizens for
supporting the Stampede.

REPORTS: Commissioner Hall reported the Weld County Job Service is providing extended
hours from 7:00 a.m. to 6:00 p.m. He stated the new hours will be published
and a few citizens have already taken advantage of them in preparing resumes
and other job related services.
PUBLIC INPUT: Sarah MacQuiddy, Director of the Greeley Convention and Visitors Bureau,
stated the theme for the 15th Annual National Tourist Week is "Tourism Works
for America". Ms. MacQuiddy, along with Grant Phillips, President of the
Convention and Visitors Bureau, explained the benefits of tourism is Weld
County and presented the Board with Payday candybars.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds $608,541.29
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr.
Warden. Commissioner Hall seconded the motion, which carried unanimously.
BIDS: PRESENT 1998 CHIP AND SEAL PROJECT BID - PUBLIC WORKS AND
ENGINEERING DEPARTMENTS: Mr. Warden presented the three bids
received. Said bids will be considered for approval on May 20, 1998.
APPROVE FOURIER SPECTROPHOTOMETER BID - SHERIFF'S
DEPARTMENT (FORENSIC LAB): Mr. Warden stated the bids submitted do
not meet the specifications and the Sheriffs Office is requesting the Board reject
these bids and allow for a rebid. Commissioner Baxter moved to reject said
bids. Seconded by Commissioner Hall, the motion carried unanimously.
BUSINESS:
NEW: CONSIDER AMENDMENT TO INTERGOVERNMENTAL AGREEMENT FOR
THE PAVING AND/OR REPAVING OF MAIN STREET IN THE TOWN OF
GROVER, COLORADO AND AUTHORIZE CHAIR TO SIGN: Bruce Barker,
County Attorney, stated this is an addition to the existing agreement with the
Town of Grover to pave Main Street. The Town is requesting a bike lane be
added to the agreement with the additional costs being paid by the Town
within 30 days. Dave Becker, Public Works Department, stated the additional
work will be done at the time they pave Main Street and there will be no
additional cost to the County. Commissioner Kirkmeyer stated the project is
being paid for with Enhancement funds granted to the Town and indicated they
might need an extension of the payment period if they do not receive the funds
from the Department of Transportation within 30 days. Mr. Barker stated an
extension is possible if necessary. Commissioner Kirkmeyer moved to approve
said amendment and authorize the Chair to sign. Seconded by Commissioner
Baxter, the motion carried unanimously.

CONSIDER FORM OF WELD COUNTY CHEMICAL WEED CONTROL COST
SHARE AGREEMENT AND DELEGATE AUTHORITY TO RON BRODA TO
APPROVE SAID AGREEMENTS: Mr. Barker stated the County will be
receiving these agreements on an on-going basis and recommended delegating
Ron Broda, Public Works Department, to sign said agreements. Ron Broda
stated these agreements utilize State money rather than County funds. In
response to Commissioner Kirkmeyer, Mr. Broda explained the landowners will
pay one-half of the chemical costs and one-half of the seed costs up to $300.
Landowners are eligible if located within one-half mile of a waterway or are
within one mile of any border of Weld County. In response to Commissioner
Webster, Mr. Broda stated he anticipates 50 to 100 landowners will benefit from
the program; however, he stated it is likely that most will use only a partial
amount of the maximum allowed. Commissioner Baxter moved to approve the
form of said agreement and delegate a Public Works representative to sign said
agreements. Commissioner Hall seconded the motion. Following discussion,
Commissioner Baxter amended his motion to delegate Ron Broda to sign said
agreements. Seconded by Commissioner Hall, the motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9: a.m.

WHEREAS, the 1998 GREELEY INDEPENDENCE STAMPEDE is the
"World's Largest 4th of July Rodeo"TM with PRCA Rodeos from June 29
through July 5; and
WHEREAS, the COUNTY of WELD has been a strong supporter of the
Stampede in the past; and
WHEREAS, the GREELEY INDEPENDENCE STAMPEDE is celebrating it's
76th Anniversary year; and
WHEREAS, this year's concert lineup includes such great talent as
LeAnn Rimes, Bryan White, Chely Wright, Clint Black, BlackHawk,
The Steve Miller Band, Kevin Sharp, Tracy Lawrence, Toby Keith, Chris
LeDoux and Emilio; and
WHEREAS, the Stampede Committee would like to invite the
WELD COUNTY COMMISSIONERS to attend the Stampede Fiesta,
Demolition Derby, Bill Hames Shows Carnival, Kids Rodeo, BBQ's,
Flapjack Feeds, Watermelon Feeds and other exciting events;
