GREELEY-WELD COUNTY AIRPORT AUTHORITY
A public hearing was conducted on September 1, 1999, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated August 11, 1999, and duly published August 14,
1999, in the Fort Lupton Press, a public hearing was conducted to consider the request of the
Greeley-Weld County Airport Authority for Change of Zone#526 from A(Agricultural)Zone District
to PUD (Planned Unit Development) Zone District with C-3 through 1-3 uses. Lee Morrison,
Assistant County Attorney, made this a matter of record. Ben Patton, Department of Planning
Services, stated this application is for expansion of existing uses on the airport property, which is
approximately 1,190 acres. He gave a brief description of the location and surrounding uses, and
explained the application includes a new runway to the north, as well as new terminal and hanger
buildings. Mr. Patton stated the primary access is from Crosier Avenue; however, this application
also proposes a new access from Airport Road which will be maintained by Weld County. Mr.
Patton stated the Airport Authority is requesting the Board waive the requirement for open space
and landscaping, connecting to a public sewer source,an improvements agreement for open space
and landscaping, as well as a site plan review for each new site. He explained that the revised plat
excludes the portion of the property which is located within the City of Greeley's limits, and added
that the City assures annexation of the entire property is forthcoming. In response to
Commissioner Kirkmeyer, Mr. Patton stated the Airport Authority is requesting the Board waive
these requirements to ensure it remains in compliance with FAA regulations.
Mike Reisman,Airport Manager, stated the FAA requirements ensure certain safety standards are
met and some of the typical landscaping requirements of the County may cause hazards in the
aeronautical portion of the airport. He stated the Airport Authority has provided an alternative
landscaping plan in areas where vehicles and pedestrians are present; however, it avoids the areas
where aircraft operate. Mr. Reisman stated the Intergovernmental Agreement among the City of
Greeley,Weld County,and the Airport Authority, stated that the Airport Authority ultimately receives
its funds from the City of Greeley and Weld County, so ultimately the airport will request funds from

the City and County for all of the required improvements. He explained the Airport Authority is
requesting the Site Plan Review be waived or delegated to the Authority due to the various
technical requirements of the FAA, which the Airport Authority is better suited to review. Mr.
Reisman stated several of the aircraft hangers do not require water or sewer and it does not seem
practical to require a septic system for buildings which will not be used to that capacity. He further
stated because there is no annexation agreement with the City of Greeley, the Airport Authority is
requesting the existing individual septic systems, as well as septic systems for new buildings, be
allowed until they are no longer operable and then switch to Greeley services. In response to
Commissioner Baxter, Mr. Reisman stated he is not sure which of the County's requirements the
City will accept if the property is annexed. He explained there is a portion of the airport property
already within the City and it is undergoing a separate Planned Unit Development process to meet
the City's requirements. Mr. Patton explained that when the City annexes the property, it will have
to go through a rezoning process and will be able to accept or modify this Planned Unit
Development at that time. In response to Commissioner Baxter, Mr. Morrison stated the Board
cannot predict what the City will require so there is no need to try and make adjustments to the
application at this time. Commissioner Kirkmeyer expressed concerns with waiving the landscaping
and open space requirements, and stated the requirement should remain in place and take into
consideration what is required by the FAA. Mr. Reisman stated the landscaping will meet the
minimum requirements in the non-aeronautical areas of the site. He explained certain types of
plants and trees will be excluded to avoid hazardous obstructions for aircraft, and delegating the
site plan review to the Airport Authority will require a certain level of faith in the Airport Authority's
understanding of both the requirements of the FAA and the County. In response to Commissioner
Kirkmeyer, Mr. Reisman stated it will be necessary to obtain services provided by the city of
Greeley in order for the airport to expand and grow, and added that all of the existing structures
have permitted individual septic systems. He reiterated that currently there is no agreement
between the Airport Authority and the City of Greeley;therefore,the Airport is requesting individual
septic systems be allowed until municipal services can be obtained. Commissioner Kirkmeyer
indicated she is not comfortable with waiving site plan review. In response to Commissioner
Kirkmeyer, Mr. Reisman stated he has worked extensively with the Department of Planning
Services; however, the Airport Authority Board has a better understanding of FAA requirements
and the County requirements. In response to Commissioner Kirkmeyer's concern, Chair Hall
commented the planning staff may not have adequate resources to determine whether FAA
requirements have been met. In response to Chair Hall, Mr. Reisman stated the Airport Authority
Board has reviewed and agrees with the Conditions of Approval and Development Standards.
Charles Warren, surrounding property owner, asked which uses are included in C-3 through 1-3
zoning. Mr. Morrison explained that the uses will not be limited. Mr. Patton stated the application
specifies certain uses which will be allowed on the various portions of the airport. Mr. Reisman
stated the Change of Zone map shows which types of uses will be allowed on each block. He
explained the uses are more broad on the parcels which are too small for aeronautical uses. In
response to Commissioner Kirkmeyer, Mr. Reisman stated the traffic study addressed in Condition
of Approval #2.E.17 has been included as part of the Airport's Long Range Plan; however,
because it is not certain when the property will be annexed and developed further, the Department
of Transportation did not feel a traffic impact study would be practical at this time.
Commissioner Kirkmeyer moved to approve the request of the Greeley-Weld County Airport
Authority for Change of Zone #526 from A (Agricultural) Zone District to PUD (Planned Unit

Development) Zone District with C-3 through 1-3 uses, based on the recommendations of the
Planning staff and the Planning Commission, with the Conditions of Approval and Development
Standards as entered into the record. The motion was seconded by Commissioner Geile, and it
carried unanimously.
This Certification was approved on the 8th day of September, 1999.
