REPORT TO THE PEOPLE
July 20, 1999
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado to report to the people the events that have shaped the previous
quarter. This report summarizes the activities of the Weld County Council during the
second quarter of the calendar year 1999.
April 20, 1999 Council Meeting - Johnstown Town Hall
• Weld County Assessor Stan Sessions and Deputy Assessor Chris Woodruff
presented an overview of the responsibilities of the Assesssor's office. They
noted the importance of completing a county-wide geographical information
system.
• The Council reviewed documents from County Attorney Bruce Barker concerning
procedures to use when the Council considers questions of conflict of interest.
May 18, 1999 Council Meeting -Weld County Centennial Center
• Director of County Information Services Brad Keil explained the job description of
Weld County's Information Services Department and the equipment it uses to
accomplish its goals. Systems in Computer Technology employee Judy Boeck,
Coordinator for Weld County's Geographical Information System, explained the
components and status of Weld's Geographical Information System.
• The Council adopted a revision, prepared by County Attorney Bruce parker, to
the Council's Rules and Regulations adding a section regarding conffict of
interest.
• Council members informed the Council of citizens' concerns regarding the
following: A) the processing of an application to install a disposal injection well at
Weld County Road 39 and 40 B) sand and gravel mining draining water from the
wells of neighbors of mining operations.
June 15, 1999 Council Meeting - Lochbuie Town Hall
• Weld County Public Works Director Frank Hempen and Operations Director
Dave Becker explained the organizational structure and goals of the Public
Works Department. They answered specific questions about Public Works
issues.
• The Council heard a citizen's concerns about the Weld County Finance
Corporation and the distribution of Weld County Council minutes.
• The Council adopted its proposed budget for the year 2000.
During the second quarter of 1999, Council members have researched answers
to questions and concerns brought to their attention by citizens of Weld County. In that
process Council members have talked periodically with the Commissioners and various
Elected Officials and Department Heads.
This report is not meant to be an exclusive enumeration of the activities entered
into by the Council. It is, however, an attempt to communicate with the voters regarding
its activities. The County Council believes that the Weld County Home Rule Charter
continues to be a viable tool for the citizens of Weld County.
