Dear Mr. Crews :
Thank you for your letter dated March 5 , 1998 , which explains the need for the proposed 30,000
gallon tank. Staff has reviewed this request, along with your letter dated February 13 , 1998 , and
determined that this does not constitute a substantial change to USRm810 and will not require an
amendment to such application.
However, any further proposed change shall be submitted in writing to the Department of
Planning Services and may require an amendment to USRa810 .

You have requested that North American Resources Company("NARCo")clarify the need for the
30,000 gallon tank in connection with the replacement compressors and replacement building on
a 5.6 acre parcel in the NE%of Section 15,Township 1 North, Range 67 West,for which
building permits have been applied.
When natural gas coming directly from gas wells("wet"gas)is compressed one of the effects of

order to get them out of the compression equipment. In contrast,the compression of"dry"or
processed gas yields no natural gas liquids since they have already been removed through normal
gas processing.
When Vessels placed the original compression equipment and building under USR 810 -87:35,
Vessels was compressing processed gas from the Vessels Wattenburg plant and had no need for
any tanks.NARCo has been in the process of substantially improving the entire gas processing
and pipeline system which it acquired from Vessels. Part of that plan includes now delivering
"wet"gas to KN at the Frederick compressor station...the one covered by the concerned USR.
Hence there is now the normal need for a tank which was not the case when the gas was dry. A
liquids tank is quite common in connection with gas compression and is always required if the gas
is wet.

As we discussed in your office earlier today,North American Resource Company has purchased
all of the oil and gas properties of Vessels Oil and Gas Company in Weld County and has
embarked upon a program to increase the size and efficacy of its natural gas processing activities.
USR 810-87:35 was issued to Vessels to allow up to three natural gas compressors(with the
building to house them)to be installed on a re parcel in the NE'/ of Section 15, Township I
North,Range 67 West. Until recently there were two compressors and the building housing them
at that site.NARCo transferred the involved compressors to North Dakota and moved the •
building to its gas plant near Ft. Lupton. It will now be applying for building permits to replace
the two,compressors, constru ,anon er buil•in: to house them, add a 30,000,gallon liquids tank,
move the meter house, and add e more meter houses. The wet gas being compressed makes
the tank necessary to hold the ,quids which drop out, and the additional meter houses arc
necessary to ensure correct ac••unting of the gas moving through the compression site.

NARCo wants to ensure that when application for the necessary permits takes place that issuance
will not be delayed. Hence we ask that you bring this matter before the planning stair so that a -
note can be placed in the file to the effect that such permits are allowed under the involved USR.
