Box 758 Greeley, Co. 80632 Reference: Parcel No. 121130000020 Account No. R 4927186 Legal Description: 16657 W2E2 30 3 66 13540 Highway 85 Gentlemen:, We vigorously protest the proposed increase in value of the improvements on the Millensifer Farm, the subject property. You originally proposed an increase from $32,562 to $61,115, near double but no basis given for such an increase. After our initial protest this has been modified to $44,948, still an increase of 38% and still no basis or explanation given despite our request for such. This residence is a two story adobe house across US 85 east of Fort Vasquez. It was apparently built about the same time in the mid 1800's, which makes the house near to if not in excess of 150 years old. The house has no central heat, no city water supply, no sewer service, no natural gas supply. Heat is supplied by propane heaters in the kitchen and hall. There is no heat in the upstairs except that which gravitates up from the ground floor. The house has been difficult to rent due to the location as well as the lack of utility improvements, and the age and condition of the house make it highly impractical to make those improvements. We do rent the house currently for $200 per month to a family who, because of their precarious financial situation, frequently fall six months or more behind in even that small rent. We have never raised the rent because of the family's sensitive financial situation, and they are quite good about keeping the place up. The present cost of upkeep, averaging about $1,000 per year, taxes already at $520 for the residence, and insurance at near $600 make it nearly impossible to absorb a tax increase of any kind. Assuming the mill levy remains constant, your 38% increase represents an increase in taxes on the residence of over $150 each year further eroding the already slim margin of less than $300 per year. As the house continues to age, upkeep increases and it becomes useless to maintain. We'll be better off to demolish the house than to try to keep up with the maintenance and tax increases. This hearing will be held at the Weld County Centennial Center, 915 10th Street, Greeley, Colorado, in the First Floor Hearing Room. A number of hearings have been scheduled at this time; peitioners will be asked to sign in with the Clerk upon arrival, and cases will be heard on a first come / first heard basis. You have a right to attend this hearing and present evidence to the Board in support of your petition. The Weld County Assessor or his representative will be present. The Board will make its decision on the basis of the record made at said hearing, as well as your petition, so it would be in your interest to have a representative present. If you plan to be represented by an agent or an attorney at your hearing, prior to the hearing you shall provide, in writing to the Clerk to the Board's Office, an authorization for the agent or attorney to represent you. If you do not choose to attend this hearing, a decision will still be made by the Board by the close of business on August 5, 1997, and mailed to you on or before August 10, 1997. Because of the volume of cases before the Board of Equalization, all cases shall be limited to 15 minutes, of which you will be allowed 10 minutes for your presentation. Also due to volume, cases cannot be rescheduled. It is imperative that you provide evidence to support your position.
