INTRODUCTION
We are proposing to locate a new business, within Weld County, on a small piece of land that
has not been farmed for decades. This land was previously owned by the Great Western Sugar
Company, was used as a beet receiving station for many years, and after being vacated was purchased
by the current landowner. As this land is not particularly suitable to production agriculture, this new
grain cleaning and processing facility will be a value-added business for farm grown products and
would be a benefit to the local agricultural community and economy. This grain cleaning operation
would only serve to enhance the stability of agriculture within our region.
This district is currently zoned agricultural and our proposed business is directly related to and
dependent upon agriculture. Construction of this new facility would be helpful to area farmers by
providing services for the very products that are grown within the area now. We will provide seed and
grain cleaning services for such products as corn, wheat, barley, and beans which are all produced in the
immediate area. Adequate services for the support of this business, such as electric, water, county
roads, rail access, storm drainage, and fire protection are already in place at this location and would
alleviate the need for our company to make any radical changes to this site.
Although our business is a use by special review, this new business is related to and relies upon
the agricultural community for the success and future growth of the business. This business is not the
kind of business that will encourage residential development in the area within which it is located nor
will it encourage similar businesses wanting to compete for the processing of locally grown agricultural
products.

4. What type of uses surround this site? Is this request compatible with surrounding uses?
Land surrounding this site is zoned Agriculture. YES our business will be adding value to the
grain crops grown in the area.
5. Is this property located within a Flood Hazard zone, Geologic Hazard Zone, or Airport Overlay
Zone and does it meet these special requirements?
NO.
6. What efforts have been made to conserve productive agricultural land?
The property in question is a small, triangle shaped, portion of property that was previously
owned by the Great Western Sugar Company. This property was used as a sugarbeet receiving
station until the early 1980s and has not been farmed since that time. This property and the
adjacent property on both sides is currently owned by the same property owners. The property
in question is not very conducive to farming due to the size and shape of this property.
7. How will public health, safety and welfare be protected?
The proposed facility will be designed and built with any and all necessary requirements for
such protection. The proposed facility is for cleaning small grains any dust generated from this
facility will be contained with a dust collection system. The property will also be landscaped
and access roads and parking areas will be graveled in order to minimize dust. Access to the
property will be limited to business hours but may be extended during the harvest season.
8. What will the site be used for?
As previously stated the site will be used for a grain cleaning facility and grain bins for
temporary storage of such grains.
9. How close is this site to other residential structures?
The nearest residential structure is located approximately 500 ft. northwest of the proposed site.
The next closest residential structure is approximately 1000 ft. southeast of the proposed site.
Both residential structures have other farm related buildings surrounding them (corrals,
machinery and other out buildings). Exact location of these structures is outlined on our map.
10. How many people will be employed at this site and what hours will they work?
This proposed site will only be occupied on an as needed basis due to the nature of the business.
The two (2) owner/operators of the facility will operate and manage the facility and any other
employees will be hired on an as needed basis due the seasonal nature of the farming industry. It
is anticipated that hours of operation of this facility will be during the daytime but may start
early in the morning and continue late into the evening during the harvest season. The times of
the year for the most use will be for wheat and barley harvest(July, August) and corn and bean
harvest(late September-November).
11. How many people will use this site?
We expect our business to grow in the future but at this time we can only estimate that the total
amount of people using this site will be less than 200 over the period of one year.
12. What type and how many animals, if any, will be on this site?
No animals.
13. What type and how much, if any operating and processing equipment will be utilized on site?
The facility will house grain cleaning and bagging equipment. This equipment will consist of
air screen cleaners, length graders, a gravity table, polishers and a bagger. All of this equipment
is electrically run and does not cause much noise beyond the building it is situated in.
14. What type and how many structures will be erected (built) on this site?
The structure itself will look like a small grain elevator. It will have several overhead grain bins
on a frame 48 ft x 60 ft, elevator legs (two 80 ft. tall), larger grain bin storage external to the
central building (five 1200 bu., four 30000 bu. two 5000 bu.), a 70 ft x 10 ft scale and a 150 ft
x 50 ft steel frame building for finished product storage. The entire project will be built in
phases over the next 3 years as the business grows. Initial construction will consist of the main
building for housing the grain cleaning equipment, seven grain bins external to the building,
steel frame storage building and the scale. These buildings are outlined on our maps that are
provided with this application.
15. What kind (type, size, weight) of vehicles will access this site and how often?
The vehicles accessing this site will range from single axle farm trucks to semi tractor trailers.
Access of these vehicles will be seasonal with the majority of traffic occurring in the spring and
fall of each year during the planting and harvesting of the crops grown in the surrounding area.
16. Will this site use a septic system or public sewer facilities?
This site will use a septic system since no public sewer system is available.
17. Are you proposing storage or stockpile of wastes on this site? If so what is the size and type
proposed.
No. All waste generated by this facility will be disposed of with a household waste disposal
company which currently services the area.
18. How often will debris,junk, or waste be disposed of'? By what means?
Trash pickup in the area is weekly, through the local disposal company.
19. How long will it take to construct this site and when will construction begin?
The first initial construction of this site will take approximately 3 months and will begin
immediately upon approval of this application.
20. Explain the proposed landscaping plans and erosion control measures associated with this site.
Trees will be planted for both landscape and screening on this site. Gravel will be used on the
areas of this site where vehicle travel is and native grasses will be planted on all other areas of
the site.
21. Explain any proposed reclamation procedures when termination of the Special Review use
begins.
The entire facility will be designed with this very thing in mind. The majority of buildings,
grain bins, elevator legs, and scales constructed on this site will be above ground. This allows
for ease in the removal of all structures if necessary.
22. Explain the need for the proposed use (activity) in Weld County.
Currently, farm products are being grown along the front range and shipped to other grain
cleaning operations in Colorado, as far away as Yuma County, for processing. These products
are then shipped back to the farmer on the front range. These products are not only
commercial, but organically grown products such as blue corn, pinto beans and small black
beans. By making our cleaning operation available along the front range, products such as seed
wheat and barley can be grown along the front range rather than being restricted to areas where
processing facilities are located. If these products were made more available, in larger
quantities, along the front range, farmers in this area may not need to travel the 50 to 60 miles to
eastern Colorado to obtain certain varieties of this seed. The grain cleaning operation we
propose can be used by any farmer to clean seed for planting. Hopefully, this will help reduce
the amount of noxious weed seed being planted with uncleaned seed stored on the farm.
23. Who will provide fir protection for this site?
Mountain View Fire Protection District.
24. What or who will provide water to this site?
Longs Peak Water Association.
25. How will storm water drainage be handled on this site?
This site currently has a drain in place that has been and will be used for the drainage of excess
rainwater, and irrigation tailwater. This drain will remain in place and the slope of our building
site will be compatible with this outlet. The exact location of these drainage outlets can be seen
on the included plot plan.
