HomeMy WebLinkAbout982418.tiff HEARING CERTIFICATION DOCKET NO. 98-63 RE: 1999 FINAL BUDGET HEARING A public hearing was conducted on December 14, 1998, at 9:00 a.m., with the following present: Commissioner, Constance L. Harbert, Chair Commissioner, W. H. Webster, Pro-Tem Commissioner George E. Baxter- EXCUSED Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Also present: Director of Finance and Administration, Donald D. Warden Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker The following business was transacted: I hereby certify that pursuant to a notice dated October 14, 1998, and duly published November 11, 1998, in the Fort Lupton Press, a public hearing was conducted to consider the 1999 Final Budget for the County of Weld. Donald Warden, Director of Finance and Administration, stated the final budget includes those changes made in the October work sessions. He further stated the gross appropriations total $92,421,954 and the available financing total $98,923,976, leaving an ending fund balance of$6,502,004 if all contingencies are spent. Mr. Warden indicated $34,162,938 is the maximum amount of property tax allowed under the five percent Home Rule Charter limit, based on an Assessed Valuation of $1,550,183,200, and the Mill Levy remains at 22.038. There was no public testimony given, and Commissioner Kirkmeyer moved to approve the resolution adopting the 1999 budget. Seconded by Commissioner Hall, the motion carried unanimously. Mr. Warden read the text of Ordinance#204, the Appropriations Ordinance for 1999, and indicated there is an emergency because the Assessed Value is not received from the Assessor until December 10"); however, the final budget must be adopted each year by December 15 . There being no public input, Commissioner Hall moved to approve Ordinance #204 on an emergency basis. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. (Changed to Tape#98-34) Mr. Warden read the text of Ordinance#205, Setting the Mill Levy, and stated the same emergency exists as previously mentioned. He indicated the Assessed Value should be changed to $1,550,183,200. There was no public testimony given. Commissioner Kirkmeyer moved to approve Ordinance#205 with the correction in the Assessed Value. Seconded by Commissioner Webster, the motion carried unanimously.
