HomeMy WebLinkAbout972093.tiffMINUTES WELD COUNTY COUNCIL July 15, 1997 Tape #75AB Er i The Weld County Council met in a regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th St., Greeley, CO, Tuesday, July 15, 1997, 6:30 p.m.. ROLL CALL: Councilman Ralph Campbell, Councilman Dan Oster, and Councilman Al Roberts were present constituting a quorum of the members. The Council secretary, Bev Thomas, was also present. President Pam Malcom was excused from the meeting. Vice President Judy Curtis was absent. In the absence of the Council President and Council Vice President there was a consensus that Councilman Ralph Campbell would chair the meeting. The meeting was called to order by Acting Chairman Ralph Campbell. APPROVAL OF MINUTES: Councilman Al Roberts made a motion to approve the June 17, 1997 meeting minutes. Councilman Dan Oster seconded the motion and it was approved unanimously. APPROVAL OF THE SECOND QUARTER 1997 REPORT TO THE PEOPLE: Councilman Dan Oster made a motion to approve the second quarter 1997 Report to the People. Councilman Al Roberts seconded the motion and it was approved unanimously. ADDITIONS TO THE AGENDA: There were no additions to the agenda. CORRESPONDENCE: The Council reviewed the correspondence. Copies of Weld County's Annual Financial Report dated 12/31/96 were given to Council members. COORDINATOR REPORTS: Annexation of Weld County Roads Councilman Dan Oster reported his research into the matter of municipalities annexing Weld County roads. He explained that the Board of County Commissioners petitions for a town to annex a County road when the annexation is requested by a municipality. According to the public record, as in the recent case of Weld County Road 22, it appears that the County Commissioners initiate the annexation request. In the future it is possible that the County Commissioners would change the procedure to ask the town to hold a public meeting about such annexations. (It appears now that the Commissioners are initiating the entire annexation process which is not the case.) Jridet i `9-UI 7""17 972093 Weld County Council Minutes July 15, 1997 - Page 2 Publication of County Notices Councilman Dan Oster asked to postpone his report regarding publication of Weld County notices. KFKA "Coffee Break" Councilman Dan Oster reported on his participation on the July 15 KFKA "Coffee Break" with Chuck Tennessen. Elected Officials Meeting Councilman Al Roberts reported on the Fair Board and Health Department reports that had been given at the July 14 Elected Officials meeting. NEW BUSINESS: Board of County Commissioners Ordinance 196 Councilman Al Roberts reported that the use of the term "Council" in Commissioners' Ordinance 196 should actually have read "County Commissioners." Councilman Roberts had questioned the use of the term "Council" in Ordinance 196 at the July 14 Elected Officials meeting. After consultation with County Attorney Bruce Barker it was determined that the use of "Council" was a typographical error. Council members had questions regarding the facts of Commissioners' Ordinance 196. Councilman Al Roberts will research Council members' questions about Commissioners' Ordinance 196 before the August County Council meeting. The County Council receiving a copy of all Commissioner resolutions or ordinances regarding Weld County indebtedness was discussed. Councilman Ralph Campbell asked that a request to the County Commissioners to receive all such resolutions and ordinances be placed on the August Weld County Council agenda. Stampede Parade Thank You Councilman Al Roberts made a motion that Councilman Dan Oster should proceed with composing a thank you letter and ordering a plaque to thank Mr. Anderson for the Council's use of his 1932 Ford in the Greeley Stampede Parade. The plaque should include a photo of the automobile. Councilman Dan Oster seconded the motion and it carried unanimously. Weld County Council Minutes July 15, 1997 - Page 3 Councilman Al Roberts made a motion that Councilman Dan Oster be authorized to spend up to $50 for the thank you plaque for Mr. Anderson. Councilman Dan Oster seconded the motion and it carried unanimously. Councilman Oster took responsibility for getting each Council members' signature on the thank you letter. Payment of the Bills Councilman Dan Oster made a motion to pay the following bills: Subscription to Johnstown Breeze $20.00 6/12/97 Meeting Legal Notice from South Weld Sun $ 3.20 Mileage for Councilman Ralph Campbell $11.88 Mileage for Councilman Dan Oster $15.12 Mileage for Councilman Al Roberts $28.08 Councilman Al Roberts seconded the motion and it carried unanimously. KFKA "Coffee Break" Audio Tapes Bev Thomas explained that despite numerous contacts with staff at KFKA, she had been unable to obtain copies of the Coffee Break programs when the guest was Janet Mesinger (May 27 program) and when the guest was Don Warden (possibly June 3). Councilman Ralph Campbell reported that he thought that he would be receiving the tape of Mrs. Mesinger's interview from her. Other Council members expressed an interest in hearing Mrs. Mesinger's interview tape when it was available. Councilman Al Roberts committed to continue to seek a tape of the Don Warden interview from KFKA. ADJOURNMENT: Councilman Al Roberts made a motion to adjourn the meeting.
