RE: APPROVE ENERGY AND MINERAL IMPACT ASSISTANCE FUND CONTRACT
CHANGE LETTER #2 FOR GREELEY AND AUTHORIZE CHAIR TO SIGN -
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Energy and Mineral Impact
Assistance Fund Contract Change Letter#2 for Greeley between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Greeley/Weld County Airport Authority, and the Colorado Department of Local Affairs, with
terms and conditions being as stated in said change letter, and
WHEREAS, after review, the Board deems it advisable to approve said change letter, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Energy and Mineral Impact Assistance Fund Contract Change
Letter#2 for Greeley between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Greeley/Weld County Airport
Authority, and the Colorado Department of Local Affairs be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said change letter.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 10th day of November, A.D., 1999.

ENERGY& MINERAL IMPACT ASSISTANCE FUND CONTRACT CHANGE LETTER# 2
THIS CONTRACT CHANGE LETTER NUMBER#2, made this day of A.10vulf.,,l ,
1999, by and between the State of Colorado for the use and benefit of the Department of Local Affairs,
1313 Sherman Street, Denver, Colorado 80203 hereinafter referred to as the State,and Board of County
Commissioners, County of Weld, P.O. Box 758, Greeley, Colorado 80632, hereinafter referred to as the
Contractor,
WHEREAS,authority exists in the Law and Funds have been budgeted, appropriated and otherwise
made available and a sufficient unencumbered balance thereof remains available for payment in Fund
Number 152 , Appropriation Code Number 127 , Org. Unit FBA® , GBL S836 , Contract Encumbrance
Number F8S3437 ; and
WHEREAS,this Change Letter modifies Contract# F8S3437 , Routing# 1876 , dated March
30. 1998 , and both the State and the Contractor are agreeable to this contract modification,
THEREFORE,this Contract, hereinafter referred to as the Original Contract, is changed as follows:
1. Exhibit A, Scope of Services, "3. Time of Performance", is modified by deleting " November 30,
1999 " and inserting in lieu thereof" May 31, 2000 ".
By affixing their signatures to this change letter, both the State and the Contractor expressly
acknowledge that all of the terms and conditions of the Original Contract remain unchanged except for those
terms and conditions modified by this Change Letter# 2 and all previous changes. Both parties also
expressly understand that this Change Letter# 2 is incorporated into the Original Contract.
This Contract Change Letter Number# 2 is intended to be effective as of 11/20 frY
, but in no event shall it be deemed valid until it shall have been approved by the State Controller
or such assistant as he may designate.
IN WITNESS WHEREOF, the parties hereto have executed this Contract on the day first above
written.

Dear Mr. Warden,
Enclosed are three copies of the second change letter for the above-referenced Energy/
Mineral Impact Assistance project. If the change letter is satisfactory to the County as
written, please have the Chairman of the Board of Commissioners sign each copy on
page 1 of 1 page. An attesting signature by the County Clerk and an attesting seal are
also required on each copy.
Please leave the change letter undated. Send the three signed copies of the change
letter and the enclosed routing memo to:
