Coors Energy Company is requesting permission to allow disposal of relatively small quantities of mine waste rock with the already permitted power plant ash at its Keenesburg facility. The new waste stream is referred to as both waste rock and waste in the application; however, these terms are intended to apply to single category of materials, as follows. For purposes of the above referenced application, mine waste rock and mining waste(s) are defined as geologic materials derived from mining activities that have not been subjected to chemical processing. The property consists of portions of Sections 25 and 36, Township 3 North, Range 64 West, Sixth Principal Meridian (Figure 1 and Sheet 1). The property has been used as a surface coal mine (with associated support operations) since 1981 and disposal of ash began in 1987. Acceptance of this additional waste stream is advantageous for both Coors Energy and Weld County because it will complement site reclamation activities. In addition, the acceptance of these materials will also aid the state-wide effort to cleanup the headwaters of our watersheds. This document is organized following the use by special review procedural guide for solid waste disposal sites developed by the Weld County Department of Planning Services. Section 2 of this document responds to each topic listed under item 2 of the application requirements. Similarly, Section 3 of this document responds to each topic listed under item 3. Section 4 of this document discusses the two maps required under the guide. -2- 980137 '4 Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates 2.0 DETAILED DESCRIPTION OF OPERATION 2.1 USE 2.1.1 Disposal Operation The Keenesburg facility is currently permitted to dispose of fly and bottom ash from the coal-fired power plant at the Coors Brewing facility in Golden, Colorado. The permitted hours of operation are from 3 a.m. to 11 p.m., seven days per week. Ash is brought to the site in over-the-road haul vehicles and is placed in two disposal cells (A and B pits). The locations of the A and B pits are shown on Sheet 2. The ash is covered every forty- eight hours with six inches of cover material. The floor of the ash disposal pits is a minimum of four feet above the water table and the ash is overlain by a minimum of four feet of final cover material. The mining wastes will also be brought to the site in over-the-road haul vehicles. The wastes will be unloaded onto a lift of ash (minimum of four feet thick) and placed in a layer sufficiently thin to also allow a four foot layer of ash to be placed on top of the mine waste. The upper layer of ash will then be covered with at least four feet of cover material, consistent with current operational practices. This application requests permission to accept up to 33,000 tons of mining wastes per year (roughly equivalent to 15,000 cubic yards). 2.1.2 Compatibility of Wastes Based on laboratory testing of the two materials, the waste streams are chemically compatible and the inclusion of more acidic mining wastes may actually prove beneficial for the long term performance of the facility. The chemical nature of the coal ash has been evaluated at least annually, using either the extraction procedure toxicity test (EP toxicity) and, more recently, the toxicity characteristics leaching procedure (TCLP). The metals concentrations in the extract under these testing procedures have met regulatory limits. The mine waste rock has also been tested; a summary of TCLP test results for the mine waste rock is presented as Table 1. -3- 930137 Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates This permit modification application seeks approval to place the mine waste rock in an envelope of coal ash (ash will extend a minimum of four feet below and four feet above the mining waste). Because the ash is basic and the waste rock is acidic, the overall effect should be a more neutral waste with less potential for leaching of metals. This is supported by the results of a TCLP test performed on a fifty-fifty mixture of the two materials (Table 2). Examination of the results presented in Table 2 indicates that the mixture of the two materials yields a leachate under the testing procedure that also meets the regulatory standards. 2.2 NEED The need for disposal of ash from the power plant at the Coors Brewing facility has been addressed in earlier applications. The needs for adding mining wastes to the permitted waste stream are two-fold. First, the new waste stream will speed the reclamation process, returning the land to other productive uses more quickly. Second, removal of - the material from unprotected positions in the headwaters of our rivers will improve water quality for both aquatic and drinking water uses. Removal of these materials will also enhance the scenic beauty of our state, making it a more attractive place to live and to visit. 2.3 SURROUNDING USES Lands surrounding the Keenesburg facility are generally used for agricultural purposes, mostly range land grazing. There is a natural gas plant/compressor station immediately east of the facility. In addition, a new municipal solid waste disposal site has been permitted approximately two miles southwest of the facility. 2.4 RESIDENTIAL STRUCTURES The distances to residential structures in each direction are as follows. north: 1.5 miles south: 2.2 miles -4- 980137 1 Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates east: 4.75 miles west: 2.5 miles (south-west) 2.5 NUMBER OF USERS The Keenesburg facility is essentially a single user operation. There are currently six personnel involved in the hauling and disposal operation (including part time on-site management). Transportation of the mining waste may involve a few additional personnel but disposal of the material will not increase personnel requirements. 2.6 EMPLOYEES & HOURS OF OPERATION There are no changes proposed in the number of employees, number of shifts or hours of operation. There are currently six personnel involved in the hauling and disposal operation (including part time on-site management). Generally, the facility operates every day from 5 a.m. to 4 p.m.; however, the permitted hours of operation are from 3 a.m. to 11 p.m. 2.7 WATER SOURCE There are no changes proposed with regard to the source of water for the operation. The facility is currently served by a private water well (Permit No. 24650-F). 2.8 ACCESS There are no changes proposed with regard to access to the site. Access is currently made from 1-76 via the Keenesburg exit, County Road 18, the 1-76 Frontage Road, County Road 59 and, finally, the private access road. The access route is shown on Figure 1 and the Weld County Road Access Information Sheet is presented in Appendix C. -5- 980137 1 Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates 2.9 TRAFFIC Ash is currently brought to the site using two tractor/semi-trailer combination over-the-road haul trucks with a hauling capacity of 25 tons. Each truck makes three trips per day on average (a total of six loads per day). The initial waste rock disposal project should be complete within forty-five days of starting and it is anticipated that the waste rock will also be brought to the site in 25 ton over-the-road haul trucks. The number of truck trips will be limited such that there are fewer than twenty-five trips per day on an annual average, regardless of the material being hauled. This traffic loading on County Road 59 is consistent with the limitation imposed by Condition Number 2 of the 1987 resolution approving the amendment of Use by Special Review Permit 386. 2.10 SEWAGE FACILITIES The site is presently served by a package plant with an evaporation pond. There are no changes proposed with regard to sewage disposal facilities. 2.11 FIRE PROTECTION The Keenesburg facility is in the S.E. Weld J+ Fire Protection District. In general, the likelihood of fires in the waste material is small because the waste is essentially non- combustible. However, if a fire should start in the waste material, it will be extinguished by burial under cover material. In addition, the facility maintains a separate well for supply of fire protection water. 2.12 ANIMALS In general, operation of the facility does not involve livestock other than incidental use by wildlife. However, grazing by cows and horses on revegetated areas is allowed during seasons appropriate to the revegetation process. -6- 980137 Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates 2.13 WASTE, STOCKPILE & STORAGE AREAS The facility is currently used for disposal of ash from the coal-fired power plant located at the Coors Brewing Company facility in Golden, Colorado. This application seeks to amend the existing Amended SUP-386 to include disposal of relatively small quantities of mine waste rock with the already permitted ash. When the site reclamation is complete, the waste rock will comprise less than five percent of the total fill. Disposal operations and areas will remain consistent with those already permitted. Details of the facility are presented on Sheet 2. 2.14 STORM WATER There are no changes proposed with regard to storm water management at the site. Storm water is currently conveyed through a series of existing channels to two sedimentation and control ponds: the Permanent Dugout Pond and Sediment Pond 2. These structures are sufficiently large and the surface soils are sufficiently permeable that there have been no surface discharges of storm water to date. Details of the facility are presented on Sheet 2. 2.15 DEBRIS REMOVAL The Keenesburg facility is being operated to achieve environmentally sound closure of a former open-pit coal mine, in accordance with permits with Weld County, the Colorado Department of Public Health & Environment and the Colorado Department of Minerals and Geology. Except for the material destined for disposal in the remaining pits (A and B pits), there is no debris, junk or waste associated with the operation. Other on-site facilities such as the shop/office building will be demolished and used for fill in the A and B pits (in accordance with the approved operations plan), removed for salvage or placed in other appropriate service after conclusion of the waste disposal operation. -7- 95013h, Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates 2.16 LANDSCAPING & EROSION CONTROL There are no proposed changes in the landscaping and erosion control programs. The facility is working toward closure of a former open-pit coal mine, following a reclamation plan approved by Weld County, the Colorado Department of Public Health & Environment and the Colorado Department of Minerals and Geology. The goal of the reclamation plan is to return the property to a configuration and state of vegetation approximately equivalent to pre-mining conditions. 2.17 RECLAMATION There are no proposed changes to the reclamation plan. The facility is working toward closure of a former open-pit coal mine, following a reclamation plan approved by Weld County, the Colorado Department of Public Health & Environment and the Colorado Department of Minerals and Geology. The goal of the reclamation plan is to return the property to a configuration and state of vegetation approximately equivalent to pre-mining conditions. This is achieved by filling the remaining pits (Pits A and B) with waste material to a grade allowing placement of the final cover system. The final cover is a minimum of four feet thick and includes an uppermost layer of topsand. After placement, the final cover grade is approximately equivalent to the pre-mining contours. The topsand is seeded to establish vegetation that is self-supporting under ambient precipitation conditions. The sediment ponds will be maintained until grading and vegetation is complete. 2.18 TIME LINE Ash disposal operations are on-going; mine waste disposal will begin as soon as this permit modification is approved. It is anticipated that filling will be complete in approximately 15 years under the currently approved plan; filling will be complete somewhat earlier if this modification is approved. -8- 90013'x' • Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates 3.0 SUPPORTING DOCUMENTS & STATEMENTS 3.1 NEED The need for disposal of ash from the power plant at the Coors Brewing facility has been addressed in earlier applications. First, the new waste stream will speed the reclamation process, returning the land to other productive uses more quickly. Second, removal of the material from unprotected positions in the headwaters of our rivers will improve water quality in the state. Removal of these materials will also enhance the scenic beauty of our state, making it a more attractive place to live and to visit. 3.2 CONSISTENCY WITH MASTER PLAN This is an application for approval to accept a new waste stream at an existing facility; the application does not propose any changes which would cause the facility to become inconsistent with the Weld County Comprehensive Plan. 3.3 CONSISTENCY WITH DISTRICT This is an application for approval to accept a new waste stream at an existing facility; the application does not propose any changes which would cause the facility to become inconsistent with the Agricultural Zoning in which it is located. One of the goals of the proposed amendment is the acceleration of the reclamation effort which is currently underway. The intent of the reclamation effort is to return the property to approximately the pre-mining topography and state of vegetation. In any event, the area is classified as other lands in SCS (1979) and is not prime farmland. 3.4 CONSERVATION OF AGRICULTURAL LAND This is an existing facility; therefore, the statement regarding efforts made in the decision process to conserve agricultural land is not applicable. However, in a letter dated 29 May 1981 (SCS, 1981), Mr. Jeff Burwell of the Soil Conservation Service stated that the -9- 980137 • Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates Keenesburg facility is not located on prime farmland. Mr. Burwell further states that the property is classified as "other land" on the Important Farmlands of Weld County map (SCS, 1979). 3.5 PROTECTION OF HEALTH, SAFETY & WELFARE The goal of this amendment is to speed the reclamation of the site, resulting in the return of the property to pre-mining uses. In addition, the secure disposal of mining wastes currently in unprotected positions in the headwaters of our rivers will improve water quality in the state. Removal of these materials will also enhance the scenic beauty of our state, making it a more attractive place to live and to visit. Thus, this proposal is protective of the health, safety and welfare of the inhabitants of the neighborhood and the county. The facility is also currently operated in a manner that restricts access to the general public, limiting potential for accidents involving heavy equipment or the presence of the unfilled pits. 3.6 COMPATIBILITY WITH SURROUNDING USES This proposal does not contain any features which would change the compatibility of the operation with surrounding land uses. In fact, the inclusion of the new waste stream will speed the reclamation process and will allow more rapid return of the facility to pre-mining conditions. 3.7 COMPATIBILITY WITH FUTURE DEVELOPMENT This proposal does not contain any features which would change the compatibility of the operation with future development of the surrounding area. As stated earlier, the inclusion of the new waste stream will speed the reclamation process and will allow more rapid return of the facility to pre-mining conditions. -10- 980137 Permit Amendment Application: Amended SUP-386 Coors Energy Disposal Facility June 13, 1997 Doty & Associates 3.8 OVERLAY DISTRICTS The use by special review area is not located in a flood plain, geologic hazard or Weld County Airport overlay district area. 3.9 WATER SUPPLY The proposed modifications that are the subject of this application do not contain any features that would require additional water supply capacity. The facility is currently served by a private water well (Permit No. 24650-F) and by a fire protection well (Permit No. 118331). Copies of these permits are presented in Appendix D. 3.10 PROPERTY INTERESTS Copies of deeds are presented in Appendix E that indicate Coors Energy Company ownership of the subject property. 3.11 NOISE REPORT The current operation generates less than the light industrial limit of 70 decibels at a distance of 25 feet from the property line, as required by C.R.S. 25-12-101. The proposed modifications will not cause additional noise levels. 3.12 SOIL REPORT A soil report has been prepared for the facility as part of the original mining permit documents by the Department of Agronomy, Colorado State University. This report has already been submitted to and reviewed by Weld County. The report concludes that the on-site soils are adequate for the proposed use (re-establishment of vegetation). No soil limitations were noted.
