Ladies and Gentlemen:
In the past couple of years the City ofErie chose to make significant
modifications to the Weld County Road 8 -bridge and channel of Coal Creek
asit passed through their town. It is our understanding this work was -done
to allow Erie toTemove itself from the perils of recurring flooding within that
city.
Many of us in the KenoshaCCounty Line Concerned Citizens group who
Jive within the flood plain believe the Cityof Erie has decreased their risk of
flooding at the cost of increasing our flood -risk. We believe this can be
easily demonstrated byxhe events of this past summer. Dntheslay in -which
we received 33 inches of rain in 24 hours (a statistical 10 yearevent), the
Coal Creek bridges on WCR tl 1 was seriously damaged by the creek flow.
Thankfully, the bridge _lid not collapse nordid trees and debris block the
creek flow. If the flow of Coal CTeekis stopped or seriously interrupted at
that bridge, the creek re-routes itself directly north through -about 20
homesites,irosses SHW 52andproceeds Through another homesite to join
Boulder creek about 1000 feet east of WCR 1. Emergencyiepairs were
made by -Boulder County Road crews.
About 4 -6 weeks ago, theioad bridge totally failed. Today, That bridge
_remains out and the road closed.

We believe these actions of our local governments, (City of Erie, Boulder and
Weld Counties) have dramaticallyincreased the possibility of flooding. It
changes our 100 year flood risk (current Corps of Engineers Rating) to
something much worse. We are writing to inform you of our concerns
regarding this increased risk offlooding to our property.
We believe it isTeasonable and proper for us to request that you agree tore -
engineer this bridge -and the coal creek -channel, -putting sufficient margin and
capacity to remove the risk of flooding to us in future years. Please _lo not
`patch the current -bridge outage' but effect a permanent, long term -solution
as well as mitigate the risks we -have mentioned.. Perhaps the Corps of
Engineers should be consulted for their recommendations .
